THE SHACKLES OF DEBT. It is a noteworthy fact that one of the emigrants to Texas said on the eve of his departure that he was going to shake off the shackles oi' y. the credit systMi. The slavery of debt'Waa'so great that he was will ing to leave home and break away from the association of a lifetime to escape it. There is a striking sim ilarity between this and the depart ure of the impris ned debtors from English prisons to seek an asylum oa the free soil of Georgia a hundred and fifty years ago. We have no imprisonment for debt, but we have something almost as bad : n the cred it system which requires a farmer to plant cotton exclusively in order to get credit with the supply mer chant. The custom is giving way, rbut very slowly. Its shackles are ■ot shaken off by many of our people. The evidence of this is the case of the man who was willing to leave home and country to escape its _—bondage. THE STATE REFORMATORY. L The following from the Govern message is worthy of special many child w !a!ler - Id; 80 below the 40 beiow the aize of 14; the age of 13; 15 below the age of 12; two 11 years old, and one at the tender age of 10. Thirty six per cent of the convicts in the penitentiary are below the age of 20. “Below the age of ten our law hardly recognizes the responsibility of a ehild, and sometimes tolerates, > if it does not excuse, his crime. The best pre - tection must be reached, not so much through the punishment of the criminal as the prevention of crime. “The last United States census reports forty-five thousand crimi- fiaiA‘cohtintd in the prisons of the states, Georgia furnishes five per cent of this number. “Some place, other than the peni tentiary or county chaingang, should be provided for the incarceration of children and some misdemeanor con victs. The disgrace of confinement and the wicked influences which ■ta surround the child in the peniten tiary prevent reformation. The ob [ ject of imprisonment should be re st rm as well as confinement at hard labor. Ths state owes it to the young criminal to place him with cir cumstances that will tend to soften rather than to make him more obdur ate and vicious. The state has an interest in every child she rears. I Every good citizen made out of what A was material for a vicious bad citi ■ zen is an immese advantage to the state as a self-governing body. The same thing is true of the state as a social body. “When it is considered that sev eral hundred such citizens can be made from such material every year, the effect upon the population of the state is easily seen. As such citi zens are producers of wealth, the money investment for their reforma tion wonld be profitable to the State.” TRAIN ROBBERY. The alarming frequency ot train robberies of late makes the stoppage of this crime a matter of very great importance. The following editroial from the New York Herald has at tracted a good deal of attention and is widely copied: It is to be hoped that in his coming mes sage Mr. Cleveland will urge upon congress the importance of federal legislation against train robbery. That this dangerous crime is increasing and spreading is only too obvious. Records show that on a group of roads in the south and southwest twenty-four trains have been "held up” during the past twenty years and that more than half of the in stances occurred within the past three years. Formerly these daring highway crimes were confined chiefly to the south, south west and the far west. But recent instances still fresh in the public mind show that they have been spreading to the more thickly settled portions of the north and east. When great trunk lines between Chicago and New York are boldly and successfully attacked by desperate high? way men a grave menace to life and proper ty is presented which calls for the most stringent measures for the prevention and punishment of the crime. That existing state laws, courts and po lice are not adequate to the emergence is shown by the alarming increase and spread of train robbery. The desperadoes gener ally escape arrest and punishment and the natural consequence of this immunity is to encourage their diabolical operations. It is even said that in some places the local au thorities are terrorized by the perpetrators and fear to prosecute them vigorously. Where this is not the case the robbers have only to cross the state line to get beyond the jurisdiction of the state authorities. Os course they are subject to extradition if caught in another state, but this red tape procedure is apt to prove more helpful to the fugitive than to justice. Th legislate against regulation i,; any lesil il “P or " for the protection of p.is a rapidly growing danger? federal law for the quick and severe punishment of the crime, vigorously enforced by the federal criminal authori ties, would soon make these dangerous foes to society understand that their high way villainy cannot be carried on with impunity. Tor such crimes as theirs no punishment can be too severe and none can be too quickly meted out. The time has come to prescribe and enforce it. The suppression and prevention of train robbery have become essential to safe travel. To that end 'he power of the na tional government should be exerted. It ; is a matter of vital concern to the people of I the entire country and one to whiff the President and congress may well give their I earnest attention. The framing of a bill tor the issue of state bank currency in advance of the action of congress is a diffi cult matter because it is hard to tell just what the action of congress will be, and state action will have to conform to it.
