(E) An assessment of one-half per cent, to be paid os taking out circulation, and also on al) circulation outstanding more than a year, so long and whenever neces sary (A) to keep good a guarantee fund of at least three percent, of outstanding cir culation for uithaute redemption of notes, and (B) to meet expenses not covered by penalty receipts under section 2 above. I Sec. 4. State bank notes may also be paid out and used as currency (outside of the state of their issue) on compliance with (a.) (b.) (<>.) and (d.) of section 3 on deposit with the Comptroller (as security for u titnate redemption of notes) of United States, State, municipal, etc., security to amount of par of notes to be issued, the character of securities permitted to be strictly prescribed in this bill. , THE WEEK’S PROGRESS. In reviewing the industrial out look throughout the South the Manufacturer’s Reccrd of Decem ber Bth, points out many signs of returning activity. From the iron districts of Alabama come reports of a decided improvement in iron and coal interests, with the starting up of a number o e plants that have been idle for many months. Florida reports the probability of the organ ization of a company with large capital to handle the output of near Iv all the phosphate mines in the State. A Virginia shipyard has secured the contract to build three gunboats at an aggregate cost of about $1,000,000. Textile manu facturing also shows considerable activity, and the new mills now building are being pushed to a rapid completion, to that the spindles may be put in and started. Bishop H. M.
