A Galsxy of Men Whogs Lives Are Being
Devoted the Upbuilding of Onr
Grandest Institutions.
It is a pleasure to meet a gentleman
like Mr. Joel Branham, one of Home’s
oldest and most prominent attorneys.
Possessing a fine legal mind, pleasing
and courteous in his manner, he has
gained for himself a name in Georgia
that may be well cherished by his friends

MR. JOEL BRANHAM,
was solicitor general of the Macon cir
cuit of this state. He resigned this po
sition and removed to Rome in the fall of
1866. In this community his superior
talents were quickly recognized and he
was elected judge of the Rome circuit to
fill Judge Underwood’s unexpired term.
As a judge he won the respect of the
liar and the admiration of the people and
was re-elected. At the close of his sec
ond term he retired from office and de
voted his time to his profession. At the
last mnnicipal electian, without the
judge’s knowledge, his friends nominated
him aiderman, and it reflects credit upon
the people and the city to haxe such a
gentleman sitting in the city council.
A RISING A TTORNEY.
A Sketch of the Career of W. H. Ennis of
the Floyd County Bar.
Among the most conspicuous of the
well-known attorneys of this city is
“Bill Ennis’’, as his legion of friends
familiarly call him, the senior member of
the firm of Ennis & Starling.
He was born in the neighboring state
of Alabama, at Blue Ponds, in the year
of our Lord 1869. He was scarcely two
years old when his parents removed to
the state of Georgia, locating a Lyerly,
Chattooga county. He enjoys the proud
distinction of belonging to that class of
men who have possibly done more for
their country than all others combined,
and known as self-made men.
He received a high school education,
and, by dint of personal application has
made himself a classical scholar, which
few young men can boast of.
At the age of seventeen he was teach
ing in onr public schools and continued
to teach ’till the year 1890, during which
time he decided upon the profession of
law as his vocation; In pursuance of
this determination he entered the law
office of Alexander & Wright, of th
city, where, for a year, he perused th
pages of Blackstone and kindred works
requisite for an applicant for a law license.
He was admitted to the bar in the
spring of 1891, and at once formed a
co-partnership with Mr. John W. Star
ling under the firm name of Ennis &
Starling.
From the very first he impressed him
self upon the business men of the city,

and the practice of his firm from that
date, has grown until the name of Ennis
& Starling appears as frequently for plain
tiff or defendant on the dockets of onr
courts as any other law firm in the city.
Recently prominent lawyer of Rome
said “that he would rather have Bill
Ennis with him in a rough and tumble
legal battle than any lawyer at the bar”.

John W. Starling.
Mr. Starling was bdrn in Chattooga
county. August 9, 1867 and attended the
Joe Brown Institute at Dalton. In 1883
he removed to Floyd county and taught
school until 1891 when he began the study
of law and was admitted to-We bar
August 11, 1892. /S

and when they were little fellows deter
mined to be lawyers.
While studying law they formed a part
nership which has continued ever since.
MR. R. L FOSTER.
Oneof*Floyd County’s Most Popular and
Efficient Officials
: Among the young men of Floyd county
who have been honored by the people is
Mr. R. L. Foster, now serving his first
term as tax receiver. He was born in
Liyingston district, March 20, 1870, and
resided on the farm until elected to the

office of tax receiver.' Always industrious,
attentive to his business, affable at all
times, he has won for himself a host of
strong friendly and ardent admirers
throughout the entire country. An evi
dence of Mr. Foster’s universal popularity
was shown at the recent election when he

received twice as many votes as his seven
opponents. The efficient manner he has
discharged his official duties has con
vinced the people that they put their
trust in the right man. One of the evi
dences ot his efficiency was the tax digest
he prepared, which was conceded by
everyone to be the best work of the kind
ever prepared in North Georgia. Since
closing the work in his office Mr. Foster
has been associated with the wholesale
firm of R. D. Van Dyke & Co.
WILLIAM J. NEEL.
A Prominent Attorney and Member of the
Council.
Among the members of the city coun
cil who have made excellent records is
Hon. William J. Neel, who is an attor
ney that is enjoying a most profitable
practice. Mr. Neel was born in Adairs
ville and completed his studies at Dah
lonega. He then went to Cartersville
and studied law with his brother, Col. J.
M. Neel, one of the leading attorneys of
Northern Georgia. After being admitted
to the bar he went to Washington and

held the position ot clerk in the docu
ment room of the house, gaining much
valuable information and experience.
At the same time he pursued the study of
law at Georgetown Universk.y and grad
uated in 1787. He afterwards received
tne appointment of division clerk in the
office of the second comptroller of the
treasury, where he remained until 1889,
when he came home and commenced the
practice of law. In 1892 he was elected
ot the legislature and last vear was
elected a member of the city council.
Mr. Neel’s friends are legion and in the
practice of his profession he has been re
markably successful.
ROWELL & ROWELL.
A Firm of Attorneys That Stands High

, C. Rowell was born in Florence; Ala.,
in 1835, graduated with degree,of Bache
lor'of Arts at Princeton in 1854, studied
| law at the University of Virginia and at
Lebanon law school. Was admitted to
the bar in Florence, Ala., and began the
practice of law in Memphis, Tenn.,
where he resided for three years prior to
the war. In 1866 he began the practice
of law in Rome and was for many years
a partner of Judged. W. H. Underwood.
He was one of the revisors of the Geor
gia code of 1882. He is noted as a law
yer of deep research and extensive learn
ing, and has been engaged on one side or
the other of nearly all the important
cases tried in Floyd county in recent
years.
W. S. Rowell, the junior member of
the firm, was admitted to the bar in
1888 in Rome, Ga., and has since that
time been engaged in the practice in
Rome in the office of his father and pres
ent partner. Mr. C. Rowell. He was a
student at the University of the South
at Sewanee, Tenn., for three years and
studied law in the office es Underwood
& Rowell. He was born in Clarksville,
Habersham eounty, Ga.

Fifth Ward.
Rome is fortunate, indeed, to have as a
member of it official body such a man as
Mr. T. L. Cornelius, one of the leading
aiderman and chief of the fire depart
ment. Mr. Cornelius was born in Chero-

kee county, Alabama in 1861. and when
three years of age his parents moved to
Floyd county where they lived until
young Cornelius was eighteen years of
age. He then moved to Cedartown and
from there to Talladega county where he
lived four years. He then came to Rome
and became associated with the hardware
firm now known as Terhune & Nixon,
and although the members of the firm
have changed Mr. Cornelius lias remained.
He has been elected to the city council
twice. The first term he was asisstant fire
Chief and last January he was elected
chief, and the high standard of efficiency
of this department is largely due to Mr.
Cornelius’ excellent judgement and un
tiring energy. Mr. Cornelius has a host
of friends and he is marked for greater
political preferment in the future.

ity and Success.
Among the leading attorneys of Rome
are Hoskinson & Harris in the First Na
tional Bank building.
Henry Hoskinson is a native of Floyd
county. He read law in Athens, and
formed a copartnership with Mr. Nat
Harris in 1891.
Nat Harris was born in Cleveland,
Tenn. He came to Rome when he was
seven years old and read law with Dab
ney & Fouche.
He has been on diverse occasions on
gaged in journalism, and is a popular
young man.
Mr. Harris is a man of fine attain
ment and most attractive personality
added to his natural endowments he
possesses a vast fund of information
and his versatility is of the most
charming kind. He is one of the most
companionable of men, as is his part
ner, Mr. Hoskinson, and they make a
splendid legal team.
