Secretary Olney Intimates That by Resigning He Escaped Removal on Charges. Washington, Oct, 12.—0 n Friday last the Democratic Campaign Committee gave publicity to a letter of resignation from Henry Clay Smith, a colored citizen of Georgia, appointed from Alabama as Consul to Santos, Brazil, by transfer from Tamative, Madagascar, where another colofed Consul (Mr. Waller) had got into trouble with the French authorities. In this letter Consul Smith declared that his conscience would not longer permit him to stay out of the campaign on behalf of the Chicago ticket, and he therefore resigned. When this letter appeared Secretary Olney, on the evening of the same day, addressed to Mr. Smith, who had been called back to Washington by the State Department, the following letter: “Departmet of State, ) Washington, Oct. 9. | “Mr. Henry Clay Smith, 403| D street, N. W., Washington, D. C. “Sir: I have the honor to acknowl edge the recipt of a registered letter of the Bth inst., addressed to the President and by him received in due course of mail on the afternoon of the 9th, the material contents of which, however, ap peared in at least one Washington paper on the evening of the Bth. In it yon tender your res : gnation of the office of Consul of the United States at Santos, Brazil. “It is not deemed a violent assumption that your resignation is tendered in well grounded anticipation of the probable action of the President upon numerous charges of personal and official miscon duct, some of which have been on file in this department for a considerable period all of which have been called to your at tention, and none of which have you either refuted or satisfactorily explained, “As, however, the acceptance of your resignation consequences of your connec tion with it answers practically all the purposes that could be accomplished by your dismissal, I am directed by the Pres . ident to notify you that your resignation is accepted. Respectfully yours. Richard Olney.” BUCKLEN’S ARNICA SALVE The best salve in the world' for cuts it bruises, sores, ulcers, salt rheum, fever sores, tetter, chapped hands, chilblain ooms and all skin eruptions and posi *v«jly cures piles, or no pay required.
