STORIES OF THE DAY.
A Heroic Story Recalled by a Recent Trial
In New York.
The disagreement of the jury in the
Ufiited States district court in New
York which has had on trial Colonel
Emilio Nunez and Captain Charles B.
Dickman on a charge of engaging in a
filibustering expedition against the Cu
ban province of the kingdom of Spain
brings to mind an incident memorable
in Philadelphia annals. Captain Dick
man was commander of the steamer
Lanrada, which, it is alleged, aided and
abetted a military expedition which left
the shores of the greatest of all republics
in an endeavor to free the Pearl of the
Antilles from the yoke of the Spanish
baby who figures as the king of Spain.
But Captain Dickman is more warmly
endeared to American hearts by another
act, which has not heretofore been men
tioned in connection with the effort to
give comfort to the Cuban insurrection
and which formed no part of it. It was
a deed of heroism that history should
record.
Nearly 20 years ago a band of sturdy
Americans took upon themselves a con
tract to build a railroad about 180 miles
in length around the rapids of the Ma
deira river to a point on the Mainore
river by which navigation could be open
ed into the heart of Bolivia. On Thurs
day, Nov. 6, 1877, there was telegraph
ed'through the waters of the Atlantic
from Loudon that the famous railroad
building firm of Pennsylvania bearing
the name of P. & T. Collins had signed
a contract with the Bolivia Navigation
company for the completion of what was
considered an almost impossible under
taking. A number of prominent Phila
delphians invested big money in the en
terprise. It was deemed necessary to
take capable artisans from this city, and
ou Jan. 2, 1878, tho steamship Merce
dita left Willow street wharf for Para
with machinery and laborers to begin
work on the proposed railroad. It was
not, however, until Jan. 28 of the same
year that the steamer Metropolis left the
same pier for the same port, loaded
with 500 tons of rails and machinery,
200 tons of stores, 200 tons of coal and
246 men and women —in marine phrase
ology “246 souls all told.” Os the peo
ple aboard 215 were mechanics who ex
pected to engage in the building of the
railroad which was to develop the nat
ural possibilities of Bolivia.
The Metropolis was 17 years old and
totally unfit for such a voyage, and as
she passed down the Delaware old long
shoremen predicted that she would never
gain her destination. And she didn’t.
The steamer reached the Delaware
breakwater at 11 p. in., and at 11:30
p. in. she discharged her pilot and pro
ceeded to sea. During the next two days
there was a gale. The steamer sprung a
leak, the old pump refused duty, and
the captain started for Hampton Roads,
but at 6:30 a. in. Jan. 31, during a most
violent storm, she struck near Currituck,
bilged and went to pieces, causing the
loss of 100 of her passengers and crew.
It was at this time that the name of
Charles B. Dickman first became known
td fame. As the vessel grounded she
went broadside to the sea, and the surf
made a complete breach over her, sweep
ing 50 men at one time into the seething
foam. Tho orders from the officers co aid

himself to the front and said, “I cannot
allow all these people to perish, and 1
want permission of you, captain, to

said that Dickman could not succeed,
but the latter replied, “I will try.”
“You can’t live.” said the second
officer.
“Well, if I don’t, I will have done
my duty. I must obey the orders of my
superior officers, but I can’t stay here
I and see people drowned,” said Dick
i man. Tho request was granted, and it
was not long before he reached shore,
and, owing to the good work he per
formed, the lives of at least 50 people
were saved.
Tho rumor is murmured that one of
’ these 50 was a juror in the trial of Dick
' man and Nunez. If that is true, it is
! little wonder that there was a disagree
' meut. If a man had saved your life, you
I would not pay much attention to law
' yers’ addresses or the court’s charge.
That’s human nature, and human na
ture is generally right.
And then, besides, he was only
charged with no more heinous an of
fense than attempting to free Cuba.—

Overtime of Tetter Carriers.
The system of allowing overtime
claims of letter carriers throughout the
country will be practically abolished
soon. This is in accordance with the pol
icy begun by First Assistant Postmaster
General Jones at the beginning of the
administration. At that time claims for
extra compensation for overtime in work
were accumulating at the rate of 70,000
hours a month. This source of great ex
pense to the service has been steadily
diminished, and the reports for October
show that the amount for that month
was only 186 hours for regular letter
carriers and 137 hours for substitutes.
The department regards the overtime, in
nine cases out of ten as unnecessary, and
Mr. Jones says it will do away with
overtime altogether, save in rare cases
where there is actual necessity.
