Atlanta, Dec. 22.—Wi1l Georgia be
represented at the Tennessee centennial
exposition to be held at Nashville next
year? Governor Atkinson says it would be
calamitous for the state to fail to send an
exhibit and he will bend every to carry
out the desire of the people generally that
the stata be represented.
The governor was greatly disappointed
at the failure of the legislature to make
an appropriation to defray the expenses
of making an exhibit and he thinks that
something should be done to arrange for
a proper participation by the state in the
centenial eelebratk n. With that end in
view the governor will confer with the
members of the commission appointed by
him some time ago and some plan will be
devised whereby the state can send a
suitable exhibit.
The legislature was only asked for suf
ficient funds to defray the actual expenses
of drayagc on the exhibit in Atlanta and
Nashviile and for paying the salaries of
guar is to look after the exhibit during
the exposition and a special commission
er. The state has a good collection of
exhibit material and with thr.t and dona
tions and volunteer help from the people
of the state it was expected that a proper
exhibit could be made if the legislature
would set aside sufficient money to meet
the actual expenses. Now that it failed
to do so other means must be devised and
nothing will be left undone to arrange
the matter.
* The centennial people and the Nash
ville, Chattanooga and St, Louis Railway
Company have offered flattering induce
ments to the state to make an exhibit and
if enough money can be raised the offers
will be accepted. The railroad company
« has agreed to transport the exhibit freeof
charge and the exposition company will
allow the use of sufficient space without
cost to the state. The company has
promised to reserve room for Georgia,and
those behind the movement to make an
exhibit will begin work at ouce in order
to notify the centennial officials as early
as po-sible if the state will use the space
allotted.
In speaking of the matter yesterday
Governor Atkinson said he thought it
would be ruinous for the state to be un
represented at the exposition. lie thinks
the exposition will be a creditable one
and that it will be visited by thousands
of people from every section of the south
and the country and that if Georgia tends
a proper exhibit it will be a great adver
ment for the state.

A New Fraternal Order to be Organized in
Alabama
Among the many’ new fraternal so
cieties recently organized hill has
been introduced in the Alabama legis
lature asking the incorporation of the
“Regents of the White Shield,’’
which is intended to be a national fra
ternal order. The organization has
already attained considerable propor
tions in Alabama and promises, its
promoters say, to be exceedingly pop
ular all ovei the south, at least. The
prime object of the proposed order is
to perpetuate the supremacy of the
white man in the society, polities,
business and professions in this coun
try. The constitution of the order,
among other things, recites that:
“Wher-u>B, The history, observation
and experience of all people—in all
lands, climes and times—serves tocon
grm the t.rvth that no two distinct,
unlike and apposite elasses of men
have ever yet in violation of this
fundamental law, succeeded in dwell
ing together in peace, harmony and
goodfellowsbip: and,
“Whereas, Any profession of faith
in the equality of the races of man
kind is incompatible with nature's
law, inadmissable in the light of hie
tory, repugnant to our pride as
Americans, unjust to ourselves and to
the honor of our papriotic fathers;
and,
“Whereas, The introduction of
slavery into this country by the early
settlers was au egregious error, un
paralleled in our nation’s history un
til the moie stupendous blander was
committed of adding the fifteenth
amendment to the constitution, eu
franchizing the negro race; and,
“Whereas, the Indian, Mongolian
and negro races have ever proven
, themselves incompetent, unworthy of
and unfit for that high privilege—
the right of suffrage—which is the
foundation of our governmental and
social institutions, and have shown
their utter lack of true patriotism by
disregarding or perverting this sacred
right; and,
“Whereas, We, as a nation, have
found it expedient for self-preserva
tion to virtually exterminate the In
dians, and have recently, by legal
enactment, closed our ports to the ad
mission of the Mongolian, we can but
regard the idea of political and social
equality with the negroes—the anti
podes of the Caucasian race—as not
only degrading and demoralizing, but
repugnant to every feeling of our na
tures, and also inconsistent with every
law, human and diviue; and,
“Whereas, One of these discordant
elements has already caused a great
fratricidal war in this country, delug
ing the land in blood, waisting mil
lions of property, destroying the lives
of thousands of our bravest ai d best,
and threatening by its magnitude the
destruction of our glorious union; and,
“Whereas, A striking example ot
wbat another of these discordant ele
ments m ty do is sliown by the horri
ble ‘Haymarket’ massacre at Chicago;
and,
“Whereas, These same elements are
constantly endeavoring, by secret as
well as openly organized efforts, to
break down and destroy our divine
right to select our natural associates;
and,
“Whereas, By prostituting their
right of suffrage and making them
selves purchasable stepping stones to
high places of honor and trust in
many departments of state by mer
cenary, corrupt and incompetent
demagogues, they do not only pollute
the superstructure, but weaken the
very foundation of our government;
and,
“Whereas, History, experience and
observation warn us against the hope
of ever harmonizing these discordant
and incongruous elements, so demor
alizing and dangerous in their menac
ing attitude toward all our ideas of
right in matters of civil liberty and
social government,” etc.
The cardinal principles of the order
and stated to be: “The maintaining of
oar national honor, white supremacy,
our constitutional rights, the interests
of American labor, the protection of
our homes, mutual co-operation, the
cultivation of patriotism and philan
thropy, the preservation of the Ameri
can union of states, and indissoluble,
the rightful heritage of American
white men, pure and uncorrupted, as
it came from the hands of our pa
triotic forefathers.”

STATE SCHOOL FUND.

District.
The apportionment of the common
school fund for Georgia has been com
pleted for the year ending December
81. 1897. The sum apportioned is sl,-
169,945, less than $6,585. which is the
expense of adininisnation, stationery
and supplies. The apportionment
was based on the census of 1898. which
made the school population 604,971.
The rate of apportionment is $1.92 for
each child. That, is an increase of 1
cent and 8 mills over this year's pro
rata.
The amounts were calculated with
three decimals, and were done under
the supervision of C< mmissioner
Glenn by Mr. W. A. Woodall, his as
sistant.
Below we give the amounts in the
counties composing the Seventh Con

Berlin, Dec. 21.—A dispatch to the
Frankfurt “.eitnng from Constantinople
says that a rising of the young Turks
party is feared there. The dispatch also
says that 50 young Turkish officials
have escaped arrest by fleeing from the
city and that a number of officers of
high rank have been taken to the Yildiz
palace to be tried by courtmartial. At
the palace, it is further stated, the usual
precautions for the safety of the sultan
nave lieen doubled and every suspect ap
proaching the palace is arrested.
