Washington, July 13.—[Special.]—John
sdiennan is still secretary of state. A great
deal has been printed totheeffcct that Mr.
Sherman lias broken down completely and
that he is secretary of state only in name.
There is, of course, some truth in the lat
ter part of this statement. Mr. Sherman
is not the real head of the department.
The hard work, the knotty questions, the
difficult problems, fall to theTiands of As
sistant Secretary Day and the other assist
ant secretaries. Judge Day, so far as ac
tual work is concerned, is more nearly
secretary of state than Mr. Sherman. But
it should be remembered that this is just
what Mr. Sherman wanted. Ho accepted
the office with full consciousness of the
fact that he was not strong enough to cope
with all of its duties. He stipulated that
he should have a strong first assistant sec
retary who could and would relieve him of
a great part of the burden.
Happy In His Work.
Secretary Sherman goes to his office ev
ery day about 9 o’clock in the morning.
He leaves promptly at 4 in the afternoon.
While at his desk he looks over all the cor
respondence, signs the department mail,
receives embassadors and ministers, sends
for the assistant secretaries and other em
ployees and goes through all the forms
and motions of managing the department.
He is perfectly happy in his work. He is
not jealous because all the important cases
are prepared by Judge Day or other assist
ant. secretaries at the president’s direction
and brought to him for his approval. Ho
signs his name, after a little conversation
as to what is going on, and is content.
Most men would chafe under such a sys
tem. Ten or 20 years ago this method
would not have been tolerated five minutes
by Mr. Sherman himself. Whilq secretary
of the treasury, for instance, Mr. Sherman
was actually secretary. His will was su
preme. No onfe pretended to question it.
But Mr. Sherman is sensible enough to
know that his days for arduous toil, for
alert attention to delicate and difficult
diplomatic questions, has passed. He is
content to permit others to do the har'd
work. He realizes that there is more to be
done in the state department than any one
man could possibly do, and he is not wor
rying because there are other and younger
men at hand to do it. Mr. Sherman is a
good deal of a philosopher.
Mr. Sherman attends cabinet meetings,
and the affairs of the state department are
talked over at the council board. His fel
low members of the cabinet do not notice
that there is anything wrong with his in
tellectuals, aside from a forgetfulness
which is co/umon to most men of advanced
age. Mr. Sherman has just passed his
seventy-fourth birthday, and, while that is
not a great age, it must be remembered
that the secretary of state has performed
prodigies of mental toil during his long
and most distinguished career. As con
gressman, senator, cabinet officer and can
didate for the presidency he has passed
through an ordeal well calculated to break
down the retentive powers of the strongest
mind. Mr. Sherman forgets names and
faces, dates, incidents, occurrences, but
when he concentrates his mind upon prin
ciples he is still a wise and strong coun
selor. He has all his life had the habit of
thinking in the abstract. Logic always
came easier and more natural to him than
a marshaling of facts. As he grows older
this bent of his mind intensifies. Some
amusing stories, a part of them true and a
part of them imaginary, are told of Mr.
Sherman’s forgetfulness.
A Lapse of Memory.
I am assured that when the recent pub
lications concerning the seal correspond
ence with Great Britain came out in the
newspapers Mr. Sherman sent for a state
department official and wanted to know
what all this was about. Had there been
any such correspondence with Great Brit
ain? Were the newspapers cprrect in their
characterization of it? The official stood
aghast, for he had himself talked that
matter ail over with the secretary only a
few months before. The secretary had read
the correspondence in question and had
signed his name to it. As soon as he had
been delicately reminded of these facts,
Mr. Sherman recalled the whole affair,
and when he had recalled it he talked of it
in a most Interesting and comprehensive
way. His mind easily brought to view all
tije principles involved.
The foreign embassadors and ministers
well understand the nature of the case.
They make their formal calls upon Mr.
Sherman. All their minor matters they
call to his attention, but they do not trust
to oral communlcations. They talk a lit
tle about the matter in hand and then sub
mit written memoranda., It is only in tht»

way that they are able to be sure or action.
The memoranda are turned over to the
regrflar bureau of the department, and re
sults are obtained. If the matters were
left to Secretary Sherman, they would
probably be forgotteu the next minute.
The Virtual Secretary of State.
Whenever the foreign ministers have
matters of real importance to deal with at
the state department, and conferences are
necessary in addition to the Submission of
written communications, they call on
Judge Day. In such cases the slight, slen
der Ohio judge who has for so many years
been the intimate friend and confidant of
President McKinley is virtually,secretary
of state. When the president wishes an
Important case taken up at the state de
partment, he sends for Judge Day.
Mr. Sherman is well aware that work
which would ordinarily fall to his hand is
being attended to by others, but he is not
captious or irritable about it at all. He
is, in fact, remarkably cheerful and con
tented. He knows, as every one knows
that will take a fair view cf the case, that
Sherman is filling a post in which
ho is ur great service to the country in his
own way, and that there is plenty of room
for others and the work and ambitions of
others in that great department, which is
every year becoming more and more im
portant. At any rate, every one honors
Mr. Sherman for his high characteo, his
great public services in the past, his record
of devotion to the country, and it is ghoul
ish to make sport of the infirmities which
have descended upon him in his old age.
Mr. Sherman’s physical health is still
good. He is a lively and active old man
and the Neitor of American public life.

It Fi:ed a Negro’s Home and Went Out of its
Own Accord.
A negro’t house at Best’s siding on
the W. & A. railroad, seven miles
from Cartersville, was struck by light
ning on the sth inst., says the News.
Considerable damage was done to 1 the
furniture and house, which caught
fire, and strange to say no one was
hurt. The inmates were almost par
alyzed with the shock. Considerable
clothing was burned.

A n Interesting Feature of the Young Peoples*
Baptist Convention in Chattanooga*
An interesting feature brought about
by the Young People’s convention will
be the denominational exhibit which
will be -held in the basement of the
Auditorium during the continuation of
the meeting, says the Chattanooga
News.
An attractive row of booths have
been erected which Will be taken charge
of and, decorated by the persons who
will have charge of the exhibits. The
societies and institutions that have sig
nified an intention of placing exhibits
here are: The American Baptist Pub
lication Society; foreign mission board;
the Home Mission Society; the Univer
sity of Chicago, and other institutions
and societies.
In these exhibits will bo found sam
pies of Baptist literature, text" books
and publications which will prove val
uable and interesting to the members of
the denomination. x

Ex-Lieut. Gov. John C. Underwood,
of Kentucky, was in the city last week
in behalf of the Confederate Battle
Abbey Association, of which he is sec
retary says the Chattanooga News.
Just at present the most vital matter
with the association is the increasing
of the fund which Comrade Charles
Broadway Routs is to duplicate.

tanooga stands to secure the Battle
Abby” asked a scribe.
“I am not here to discuss that prop
osition, but on entirely different busi
ness. As secretary cf the Battle Ab
bey Association. lam not supposed
to have or express any preferences as
to a location, but will say that I be
lieve the central location of Chatta
nooga, and her historic setting; sur
rounded as she is immediately by
more battlefields than any other south'
ern city, her claims are certainly en
titled to be considered.”

“Yes, sir; I came to discuss with the
confederate veterans the project of put- 1
ting on the “Battle ? of the Alamo,” for
the benefit of the Abbey fund. Every
one I have seen seems to think it can be
done successfully. The only question
now open is that of securing the co
operation of the National guard conT
panles. If they agree to assist, we will
produce a spectacle that will surprise
the good people of Chattanooga I have
had a conferenbe with Maj. Fyffe of
the second battalion and he has agreed
to’take up the matter of assisting me
with bis officers, and there is little
doubt but than the great spectacular
piece will be seen here.”
It is the intention of Gov. Under
wood to give the entertainment be
tween the middle and last of August
and probably at the Chattanooga
driving park. Some weeks ago it was
produced with much success in Nash
ville even in the midst of the Centen
nial, and a short time previous it
made a big hit at Memphis. Gov. Un
derwood is one of the best known men
of the south and has been identified
with many similar projects. It was he
who projected the magnificent con
federate monument, completed and
dedicated at Chicago two years ago.

Baarett, formerly Washington corres
pondent for the Atlanta Constitution,
has been elected a director .of The
Age-Herald Company, publishers of
The State Herald, the Birmingham
■morning paper. Asa Rountree resigned
as general manager.
At a meeting to be held this week
Barrett will ;be elected president and
general manager and take formal charge
offthe paper- Rountree will continue
The Dixie Home, a weekly industrial
magazine, which he established about
two years ago.
Barrett will increase the editorial and
reportial force of the paper, as it is given
out, and will make it a first-class
daily.

Secretary Middleton Trying to Persuade
Chattanooga la the Circuit.
H. C. Middleton, secretary of the
Southern Lyceum Association, is in.
Chattanooga meking an effort to get that
city in the circuit. He is making a strong
appeal to get thirty-six leading southern
cities in the circuit.
Men like Lymon Abbott, Dr. Conwell,
Dr. Gunsaulus, Lieut. Perry, George
Kennan, Hopkinson Smith, Thomas
Nelson Page, Dr. Henson, Thomas
Dixon—the leading men of all depart
ments on the American platform may be
heard.
The following cities have come in and
joined Atlanta and Augusta in the work:
Norfolk, Wilmington, Charleston, Savan
nah, Columbus, Jacksonville, Meridian,
Little Rock and Birmingham.

ment. Orders for fall delivery are coin
ing in steadily and both cottou and
woolen mills report increased activity.

aud another at Wilmington, N. C., to
cost $50,000. The Virginia Mining and
Reduction company, capital $15,000,
Alexandria, Va.; the Hailey Mining

the Bristol Marble company. Charles
ton, W. Va., capital $50,000; the North
American Oil company, capital $500,-
