Cortina Think* pastillo’s Death Will Caa<c«
an Uprising: In Spain.
New York, Aug. 14.—The Tribune
says: R D. Cortina, probably the best
known representative of the Oarlist
party now iu this country, had some
interesting things to say in relation to
the Assassination of Premier Oanvog
aud the effect it will probably have ou
Spanish politics. Mr. Cortina believes
that the ultimate result of the murder
of the prime minister will be the acces
sion of Don Carlos to the throne of
Spain.
“I deplore the death of Oanovas, of
course,” he said. ‘’Oanovas was un
doubtedly one of the greatest statesmen
of the day. But for all that I can’t
help thinking that the result will ulti
mately be good. Oanovas was a firm
believer iu dynasty. He placed the
queen regent and her son where they
are and he kept them there almost alone
and single handed. The persistent
prosecution of the Onbau war is due to
him almost entirely. He is almost cer
tain to be succeeded by Sagttsta.
"It seems to me that the final result
of the assassination of Oanovas will bn
the seating of Don Canos upon the
throne of Spain. I fully expect to see
him there by Jan. 1.”

Winnebago lutiinne on Warpath.

they may carry out their threats. About

REGULATIONS ARE REVISED.
Engineer® <«f the Army -May Now Select
Men Needed In T|ieir Service.
Washington, Aug. 14.—The engi
neers of the army experienced some
trouble and made several complaints
concerning the extaLtion of civil ser
vice to employes on public works uudei
their charge. The uew regulations 00-
casined considerable correspondence,
which was finally transmitted to con
gress where complaints were lodged by
the army officers. The regulations have
since been so arranged that the engi
neers now say the civil service exten
sions will work in a most satisfactory
mhnner. The right of selection of the
men from every branch of the classifi >d,
service has been extended so that the
officers can investigate and inform
themselves of the qualifications of the
clerks which are neeued in their service.
There was some apprehension also ex
pressed by paymasters who would not
feel like accepting any man who might
be furnished them for confidential and
responsible positions which such clerks
occupy. The paymasters in the army
can select clerks from any portion of the
classified service aijd e icn clerk may bg
subject, to a bond of $15,000.
