COSTUME OF BLUE AND RED SERGE,

SAILOR COLLAR.
There is a wide choice in misses’ costumes
this season* and among the multitude of at
tractive novelties if is sometimes difficult to
make selection.. For mountain anl seaside
wear a serge costume is almost indispensable,
and when becoming combinations are arranged
fine effects are obtained, Linen lawn seems
to have taken a new lease of life and is even
a greater favorite than it proved last Summer,
but serge is the most serviceable fabric for
> continual wear. In the illustration will be
noted an excellent model for a serge suit; the

colors combined arc blue and red. with a
trifling amount of braid for decoration. The
waist is, made over a fitted lining and has such
pretty features as a full vest, a tri pie-pointed
sailor collar, stylish puffs at the top of the
coat-shaped sleeves, and a four-gored skirt that
falls in graceful folds and is tastefully orna
mented with a band of the red serge outlined
top and bottom with braid. Flannel is some
times made up into this style and also such
washable fabrics as Russian crash, linen
and pique, but two shades of serge are best
for really serviceable wear. A Leghorn hat
worn with the costume is bent becomingly
and adorned with flowers and ribbon.

There is no reason why the woman cyclist
should not be happy if comfortably and
* stylishly gowned, and there is no .doubt but
that a compromise has been reached between
the extrenle conservatist and the extreme re
former. Os course, more than one costume is
desirable, as after a long ride the garments
• need to be well aired and brushed and an
extra suit is almost a necessity. The light
'weight linen, Russian crash and cheviot suits
as well as the heavier serge, tweed or cloth

any of these materials will be found in the
illustration. A white or colored vest will be
dressy and becoming. Wash materials will
be especially satisfactory during the warm
season for all outdoor sports and their prac
’ e ticnl merits need not be dwelt upon. The
skirt in the costume shown may extend
near!/ to the ankles or only to the shoe
tops. It hangs with grace and is of com
mendable width.

STREET COSTUME,OF MOHAIR, SERGE,
SILK AND VELVET WITH VELVET
AND SILK DECORATION.
An opportunity for fine color combinations
and tasteful unions of materials as well as for
unique decoration is now-a-days afforded; in
deed a tendency toward elaboration is every
where apparent A combination of silk,
velvet and mohair serge is pictured in the cut
and plaitings of silk and bands of velvet sup
ply decoration. The skirt is of the seven
gored variety falling in deep flutes below the
hips and at the back. The decoration of the
skirt is exceptionally tasteful and not difficult
to accomplish. The waist requires the closely
fitted lining to give it good style and displays
smooth fronts opening over a full center-front
of silk. A circular Bertha bordered with' a
knife-plaiting of silk is an attractive feature
and the sleeves present the fashionable full
ness at the top and the close adjustment
below, while a slight decoration at the wrist
is in harmony with that at the waist A
calling costume of dark-blue serge copied from
this had a full-center front of red silk and
decorations of velvet and fine plaitings of silk.

THE MESS JACKET, A NOVEL MILL
TA RY STYLE
Never was there a time when the jaunty
Short jacket with or without a vest was more
fashionable , It is seen in cloth, silk,-velvet
and cotton {goods tn lace, linen and jet. and
there is no one, it would seem, who does not
possess one of those chic little accessories.
The jacket pictured is made of military blue
cloth, with a vest of red cloth, and decorated
with wide and narrow braid and gilt buttons.
It is known as the mess jacket and is a
modification of a popular Eton style. The

lower outline of the jacket is straight at* the
back, while the fronts may have round or
pointed lower front corners, as fancied. The
jacket fronts meet at the thrpat and separate
below with a flare, the effect over the vest
being specially stylish.
A very stylish jacket was copied from this in
dahlia-red cloth with a vest of blue pique.
Braid is always a tasteful and appropriate
decoration and may be arranged plain or
fancifully.

NO YELLOW FEVER HERE.

Washington, Aug. ’ 14. Although I
yellow fever is more widely prevalent ‘
throughout the islands of the West In
dies and the Spanish main generally
this year than usual, not- a single case -
has yet reached the shores of the United I
States. Oases of yellow fever have ■
reached oar quarantine stations on the
southern- Atlantic and gulf coasts, also
on tne Pacific coast, but in every in
stance the infected persons have been
stopped there. The Pacific coast/cases
came from Panama, where the disease
is unusually severe and widespread.
Our immunity thus fur has been due to
the untiring efforts of the marine hos
pital service. . The surgeon general has
just received reports from an inspection
of nil the gulf and South Atlantic sta
tions as far north as Virginia. /
They are uniformly of a most grati
fying character with the single excep
tion of Sabine Pass, Tex. The recent
growth of the commerce of Sabine Pass,
owing to the deepening of the channel
there, has resulted in conditions which
make the inhabitants unusually liable
to infection. The ballast from incom
ing vessels was discharged there and
used to raise the grade of the town
This practice is strictly against pre
ventive regulations, and has now been
stopped. Au officer of the bureau is at
Sabine Pass, looking after matters. In
addition to these and other regular pre
cautions. sauitdry inspectors have been
appointed at Colorado and otlur places
ou the isthmus of Panama to prevent,
as far as possible, the embarkation of
infected persons bound for United
States porta.
The great amount of smuggling and
surreptitious communica'ions between
Cuba and the coast of Florida, which
might result in the introduction of the
deaded fever also has caused the estab
lishment of what is called the Florida
patrol, in which the marine hospital
service is assisted by the state board of
health and the revenue cutter service
of the treasury department.
The marine.hospital service has pur
chased the pilot schooner Fox, New
York, for duty in conveying mail and
supplies from Cuba to the marine'hos
pital station at Dry Tortuga*.

had another conference here relative to
the time and place for the duel which
is to be fought betwean the prince and
the count. It is statewthat swords will

reported that the encounter will take
place at Chantilly, or else Fontaine
bleiw. Tiie articles of the duel are said
to.be severe.

“Every city reporting this week notes

yer by the heavy purchases they are
making. But the customary signs of
prosperity are not lacking. The strong
rise in stocks, the growth of bank clear
iings and railroad earnings, the heavy
speculation in many products, bat most
of all in wheat, have made the week
one of surpassing interest even to those
who best remember the upward rush in
1879. ‘
“In all the great industries a large
demand for products appears, witu
strong speculation in materials and in
termediate products. In the iron aijd
steel branch the startit.l of many works
after settlement of wages keeps prices
low and even depressed some, but the
fact that the demand is growing leads
to heavy purchases of iron ore.
“All textile industries are •encouraged
by a greatly improved and really large
demand for goods, which causes ma nt
to advance iu prices. With the produc
tion much curtailed, stocks of cotton
goods are rapidly decreasing, and in
woolens advances have, been made in
.day worsted ana mixtures, flannels and
middle suiting.
“Failures for the week have been 239
in the United States, against 298 last
year, and 30 iu Canada, against 36 last
year.”

Soh. chief of tUe privy council of Corea,
ex-minister to this country from Corea
and the commissioner of that kingdom
-to the queen’s recent jubilee, died of
consumption at his residence here. Vio
lent bicycle exercise brought on a
hemorrhage, which resulted in his
death. •
Smallpox Reache* Chattanoogra.
Chattanooga, Aug. 14.—Four ne
groes, suppoSbd to be in the first stages
of smallpox, have been sent down the
river to thepesthouse. The city| officials
are hard at work trying to stamp out
the disease in its iucipiency. Consider
able uueaaiuess is felt.

Captain Shafer Commit*
Gallatin, Tenn.. Aug 14—Captain
W. H. Shafer, one of the best known
racing men in the south, committed
suicide by shooting himself through the
left temple iu his room in the Trousdale
House in this city. No cause is as
signed for the rash act, as he was
wealthy and seemingly happily situated
in all his relations. He was the owner
of the Peytonia stock farm near Galla
tin, and was worth in the neighborhood
of sioo,ooo. He was 55 years old and a
widower.
