COL NESBITT WINS
Tags at 17 Cents a Thousand
Not the Proper Kind.
. What Developed When the Subject
Was Investigated—Not What
They Represented to Swift.
Atlanta, Aug. 18 —It begins to look
as though Commissioner Nesbitt was
going to come out ou top in the conten
tion over tags whnh he has been hav
ing during the past few weeks with the
members, of the Blalock investigating
committee.
It wiil be remembered that Repre
sentative Swift of the committee posi
tively asserted that he could purchase
the 4,000,000 tags used annually in the
office of the commissioner of agriculture
for 17 cents per 1,000. The lowest bid
received by Commissioner Nesbitt this
year was 54 cduts per 1,000. Repre
sentative Swift’s information ob
tained in a communication from A. O.
Cunningham, a printer, stationer and
blank book manufacturer of 338 Broad
way, and came in response to a letter
from him, which read as follows:
Hon. T. M. Swift, Atlanta, Ga.:
Dear Sir —I submit prices as follows:
On 4 1)00.000 No. 1 manilla tags, in gangs
of five, printed In red on one side, as per
your sample, 17 cents per 1,000; coppered
wire hook, in bulk. 20 cents per 1.000;
boxed for shipment, f. o. b. If the con
tract is awarded I would enter into a more
formal and detailed understanding.
Yours, A. C. Cunningham, J. G. C.
Commissioner Nesbitt at once ad
dressed a letter to the Cunninghams,
requesting a duplication of the proposi
tion made Mr. Swift to himself (Nes
bitt), as an official matter, 'and at the
same time a more detailed and explicit
offer. He was then informed that the
price of 17 cents per 1,000 first quoted
was merely for the plain tags minus the
coppered wire hook, without which the
tag would be practically useless. More
over, the manufacturers proceeded to
explain that the 20 cents quotation was
to cover the price of the hooks as a sepa
rate item, and not attached to the tags.
This ran the price up to 37 cents for the
tags and hooks; but the end is not yet.
, In a subsequent communication Colonel
Nesbitt learned that the state would
have to pay 10 cents per 1,000 extra for
the labor of attaching the hooks to the
tags, completing a total of 47 cents per
1,000 for the tags with the wire hooks
inserted in the eyelets, boxed and ready
for shipment, leaving the state to "pay
the freight.” which item would of ne
cessity increase the price a few cents
, more. In addition the tag was of very
inferior brand and make, to all intents
and purposes not adapted - to the rough
wear and tear to which guano tags are
•objected.

LONDON, Aug. 18.—The Westminster

“To fool any longer with President

An interesting story concerning the
faculty for association of ideas in fishes
comes from the West Indies. On one of
the islands an old man was in the habit
of assembling great numbers of eels
near the surface of the water by the
simple device of striking one pebble
upon another, thus producing -a short,
sharp sound. On account of tins fac
ulty he was for a long time believed by
the other natives to be a sorcerer, a
reputation which he probably liked to
have, for he made no effort to avoid it,
and it was by accident thdt it was dis
covered that the clinking of the pebbles
was always succeeded by the throwing
of tfread and scraps of other food upon
the water. The eels had become accus
tomed to connecting the two incidents,
and never failed to appear, in the cer
tainty of receiving food, when they
heard’the sound of the pebbles.
Unfortunately for the confidence of
the eels in human nature, as soon as
the natives discovered the old man’s
tricks they imitated it to their own
benefit and captured the eels as fast as
they appeared.—New York Commer

Pittsburg, Aug. 18.—The price of
coal, which is reported to have ad
vanced at almost every point in the
country east of the Missouri river and
at all Missouri and Mississippi river
points, since the great strike began
seven weeks ago. shows no material in

in barge lots is 5 to s|£ cents per bushel.
There is no shortage of supply and the
demand-is only ordinary. The present
holdings in the Pittsburg market are
not far from 7,000,000 buihels and the
greater part of this will be held by the
operators until, the supply at the Ohio
river markets has reached low ebb
when, with an opportune rise, it will be
shipped beiow at a profit larger than

"Never was u stranger or more start

than that delivered by Mrs. W. H. Fel

ricultural society of the state when she
said:
“ ‘As long as your politicians take the
negro man into their embrace ou elec
tion day, and make him think that he
is a man and brother, so long wtl..
lynching prevail, for familiarity breeds
contempt.’
"We should be sorry to believe that
the women of the south would now be
foremost in stimulating and developing
that tendency to the employment of
lynch law, which has already reached
tne point where it causes a reproach
and blight upon the state. If the negro
man is made to feel that he is not a man
and a brother, how can he be blameu
for acting the jiart assigned -him, and
sometimes being a brute?
"Peruaps the wonder is that in the
midst of such an almost friendless sen

gro element should to so great an ex

ards, ana when it comes to declaring
who are the wild beasts of Georgia so
cially, the black man would not get all
the votes.”
