COMPULSORY VACCINATION.
The City Ordinances on the Subject Which Are Now Bring
Enforced in the City of’Rome,
ALL RESIDENTS MUST BE VACCINATED.-Avery resident of the city
•of Rome 4S required to be successfully vaccinated, or to be vaccinated a sufficient
number of times to'make it evident that successful vaccination is impossible.
FREE VACCINATION.—It shall be the duty ot the city physician to vaccin
ate, free of charge, all residents of the city who may apply to him for that purpose.
FAILURE TO BE VACCINATED.— Any resident of the city of Rome over
• fifteen years of age, who has not been successfully vaccinated, and who shall fail or
refuse after twenty-four' hours’ notice to be so vaccinated, may, on conviction, be
punished as prescribed by Beetion 447, for each day such person so refuses or foils.
And any parent, guardian or any other person having control of a child under
; fifteen years of age, who has not been successfully vaccinated, and who shall fail to
have such child so vaccinated, after twenty, four hours’ notice shall be subject to
■ tbe penalties above provided. J
PENALTIES.—Any violation of any of the provisions contained in this
■ chapter, for which no punishment is provided, may be punished by fine not exceed
ing one hundred dollars or imprisonment not exceeding thirty days,

Andrews, a young white blacksmith at
a railroad camp a few miles west of the
city, had been drinking for several
days. While at work at hie anvil he
suddenly became deranged, and seizing
a heavy.hammer made for some of his
fellow workmen. They dodged out of
his way, and he rushed into some wood*
land near by, where, with maniacal
fury, he pounded the trunks of the pine

the new law of Venezuela, granting
subsidies, eta. for railroad construction,
has been sent to the state department
by Consul Plutnachar, at Maracaibo. It
authorizes the president to grant con
cessions for 100 years and exclusive con
cessions for 40 years
On prominent roads subsidies may be
given of 20,000 Bolivars per 20 kilome
tres of level road, 40,000 Bolivars on
broken <x swamp road, and 80,000 Boli
vars on mountain roads Ou prospec
tive roads, the subsidies run from 10,000
to 80.000 Bolivars per 20 kilometres.
The railroad contractors must pay 20
Bolivars per kilometre and must deposit
np to 100,000 Bolivars as a guarantee of
completing he road. The concessions

Pittsburg. Aug. 21.—There was a
dash between the deputy sheriffs and
strikers at Plum Creek at 4a. m. and
five strikers were arrested for contempt
of court iu disobeying the orders of the.
court as-contained in the injunction.
There was no bloodshed, but a battle
between the denudes and the strikers
may be fought ut any time.
The miners arreste 1 ut Plum Creek
reached the city shortly after 10 o’clock.
Instead of being taken before the court,
as was intended, they were escorted
to the office of Alderman Groetzer. In
formations were made charging them
with unlawful assembly.
Tbe informations were read and a
hearing fixed for Tuesday, • Aug. 31.
The men were then released on their
own recognizance.

Indian commission will reassemble to
resume the negotiations with the five

victs to work from 14 to 20 hours if day;
providing them no clothes; no shoes;
no beus; no heat in winter; mo ventila
tion in single rooms in summer in wn on

giving them rotten food; allowing them
to die when sick for lack of medical at
tention; outraging the women; beating
to death old men too feeble to work;
killing young men for the-mere sake of
killing; suborning jurors- and county

San Francisco, Aug. 21.—1 t is-re
ported that a syndicate headed .by
George W. McNear, the Pacific coast
wheat king, will establish an extensive
beet sugar plant at Crocketts, Contra
Costa county. The amount to be in
vested is placed at $2,500,000,

Death to the Dogg.
Quitman, Ga., Aug. 21.—A big black
dog has been found iu the northern
part of this city with every symptom of
hydrophobia. The dog ran the full
length of town and bit many dogs be
fore he was killed. By the time he
reached the center of town there were
fully 100 people after him with pistols,
guns and sticks. Mayor Bennet imme
diately issued an order to the police to
kill every dog found on the streets for
the next 60 days.
