Judge J. S. Turner, principal keep
er of the penitentiary, says his propo
sition with regard to the convicts was
not clearly understood. Speaking
about the matter yesterday to a Con
stitution man Judge Turner said :
"The Constitution in its editorial
this morning on ‘The Lease System,’
does me an injustice, no doubt unin
tentional, in using the following lan
guage: 'But' we think it is unfortu
nate that the proposed plan should
involve a continuation of the lease,
even for five years beyond the date of
its expiration. Such a proposition is
calculated to prejudice the public
against his plan at the outset. The
time has come to get rid of the lease
system for good and all, and any plan
to postpone the event will not receive
the approval of the people.’
"The plan advocated by me is as far
removed from the present system as any
plan could possibly be. Under the pres
ent system, ‘the lease system,’ the lessees
maintain, guard, doctor and punish the
convicts, the state exercising an imper
fect supervision or inspection over them.
Under the plan advocated by me the
state will maintain, guard, doctor and
vanish the convicts, every officer, agent
being employed and paid by
the .state, fbe hirer exercising no control
over them, but paying the state an
agreed price per capita per diet* for the
labor furnished. In other words, the
state contracts to furnish for -a period of
£yg jrpars an agreed price, and with its
officers, agents afis guards carries out
this contract. There is no prison sys
tem in the United States further re
moved from the , lease system than
the one suggested by me. In the
best regulated prisons in the country
the convict labor is sold to contrac
tors, either at an agreed price per
capita per diem, ‘the contract plan,’
or at an agreed price for each fur
nished article of a fixed standard or
grade, ‘the piece price plan.’ The
only difference between the plan sug
gested by me and ‘the contract plan,’
as used in other prisons being that the
convicts will be worked outside Os the
main prison walls in my plan, while in
such other systems they are worked in
walls. The Constitution agrees with
me that outdoor labor is best for the
convict.
‘‘The Constitution is also unjust to
me and my plan, unconsciously so, in
that it treats of the misdemeanor chain
gangs and the illegal lease made under
that system, with which the state has
absolutely no connection, in connection
with the penitentiary system which is
controlled by the penitentiary depart
ment. The general public is led to be
lieve that the abuses in the misdemeanor
gangs, shown by the report of Mr. Byrd,
grow out of the lease system as operated
under the penitentiary department,
which is not in any sense the case. The
state has now absolutely no control over

AN INCIDENT AT THE CITY HOSPITAL.
A. Woman’s Life Barely Saved by a Critical Operation—Her Health
Destroyed.
There was a hurry call for the ambulance of the City Hospital. In the
course of an hour a very sick young woman was brought in on a
stretcher. She was pale as death and evidently suffering keen agony.
There was a hasty exam ination and a consultation. In less than a

the purpose of curing those abuses, but
the legislature has not seen fit to give
this department that control.”
Matisflelcl'g Plan Good One.
Representative Joe Mansfield’s plan '
for a penal colony on Sapelo island was
much discussed at the capitol yesterday.
The plan has many advocates—not
all of them wedded to the Sapelo idea,
but all indorsing the general principle
of using the convicts on a farm or farms.
With many the use of some one of the
sea islands for this purpose is urged as
particularly feasible, and the proposi
tion is sure to have many supporters be
fore the legislature.
‘‘lt is not altogether new,” said Major
Warren, ‘of the governor’s office, who
has been through mauy administrations,
and who is most familiar with the his
tory of the state. ‘‘Governor Smith,”
he went on to explain, “looked with high
favor on the idea of using one of the sea’
islands for this purpose and during his
administration Principal Keeper Brown
made an investigation of the subject.
Nothing came of it, however, though
the plan had then many advocates.”

Gaorgia and Alabama Trying an Interesting
Experiment.
. The Georgia and Alabama railway
is trying an experiment with Bermu
da grass that is attracting a good deal
of attention.
The entire track-of this line from
Savannah to Montgomery is being
sodded with Bermuda grass shoots.
It; is expected that these will sprout
and grow until all the space between
the rails and cross ties is filled with
grass.
If the Bermuda grass can be suc
cessfully cultivated on this railroad ,
track, it will be a good thing, it is ba
lieved. It will make the railroad bed
firm and less liable to wash from the
heavy rains than now and it will also
do away with much dust. Each sec
tion boss has charge of the grass
planting in his respective territory
and General Manager Cecil Gabbett
has offered a prize of SSO to the man
having the bast stand of grass on his
division by next spring.
There is only one objectionable
feature to raising fine grass on a rail
road track; the cows may find it such
a delightful loafing placethat it will
take up most of the train’s time to
keep knocking them away.

republic, the sworn enemy of all Ger

who is to be the.gaest x>f the Russian
Emperor to be received with the same
imperial honors as the German Em
peror, to eat off of the same plates
and sleep in the same bed. To be
eonsistenfa little treaty must be made
between France and Russia. Or even
better, as a sensation, a eortel of
friendship arranged whereby France
and Germany are to be]reconciled ana
the universal reign of peace set in.
In the meantime the sun rises and
sets, the moon waxes and wanes and
men, common men, come and go as of
old, all unmindful of what the won"
der makers say.
