Floods In a Prefecture of Japan Do Great
Damage—Ljve.<* Lost.
Victoria, B. 0., Sept. I.—The Em
press of China has arrived with Orien
tal advices to Aug. 19.
By floods in a prefecture of Japan
over 100 houses were destroyed and five
or six lives lost in the Nichima district.
AU bridges on the Oshima railway line
in Higashi Kubiki district were broken
down by floods and the roads also dam
aged in many places. Over 40 houses
and 20 go-downs were swept away by
water and 24 lives were lost in the vil
lage of Matsngaski, Sado district.
By the swelling of the Aguo river
1,300 houses in Sanjo Machi and 700
houses in the village of Ichinikido were
submerged. At Izimukais one shrine,
two go-downs, four temples and half a
score of dwellings were crushed by
landslides from the mountains, and five
lives lost and ten persons severely
wounded. A dispatch from Maoetsu
says that the houses> flooded numbered
1,600 and the killed and wounded 300,
while 600 persons were saved from
drowning.

Spencer, who has been pensiou agent
here for three years and five months,
and who was Tuesday notified that he
must turn the office over to his suc
cessor at once, has surrendered the
office to ex-Oongressman J. D. Leighty.
The 33 clerks employed in the office are
all under the protection of the civil ser
vice law and cannot be ousted.
“There is not one exempted place in
the office,” said Mr. Leighty. “Even
the confidential clerk to the agent is not
exempt. I may designate a person to
sign my name to the checks, bur.it must
be one of the employes of the office. Os
course, I shall respect the law.”
Mr. Spencer said it was a bad time to
turn over the office. , Said he:
“The last payment began Aug. 4, and
I have on hand $2,600,000 vouchers, for
which Mr. Leighty must receipt and be
come responsible. I suggested to the
secretary that the transfer ought to be
made at the beginning of a quarter, but
the department did not see tit to follow
my advice.” ,

An Acid Proof Glue.
The following has been recommended
as producing a cement which will fas
ten glass or porcelain, etc.,, together
firmly and will not be affected by strong
acids: Mix together two parts of pow
dered asbestos, one part of barium sul
phate and two parts of sodium-silicate of
specific gravity 1.50. A still firmer glue
can be made which is particularly valua
ble, since it is not attacked by hot acids,
by mixing together two parts of sodium
silicate, one part of the finest sand and
one part of finely pulverized asbestos.
If potassium silicate is used instead of
the sodium salt, the glue will harden
immediately, but otherwise it will re
quire about an hour to set.—Exchange.
