VENILE OFFENDERS.
An Annex to the Chicago Bridewell
Which Removes Young Prisoners From
the Contaminating Influences of Prison
Life and Gives Them a Chance to Reform.
* An earnest effort to solve a difficult
problem in criminology is being made
by the city of Chicago. What to do
•with the young hoodlums of the streets
who were constantly violating the laws
and city ordinances, but who had not
yet developed into hardened criminals,
was a question which long puzzled the
authorities. Many of the boys did not
deserve to be sent to the reform school,
where they would have to stay for a
long term of years and from which they
would emerge worse than when they
entered.
There was no intermediate place be
tween the reform school and the city
bridewell, and to the latter they were
sent, there to mingle with men old in
sin. It was practically a school of crime
for them. They associated and became
acquainted with a class of men far more
depraved than those with whom they
would naturally have come in contact
on the streets. They learned to look up
to them and to emulate their evil deeds.
Many protests were made against this
system, but no remedy was suggested
until John Worthy, a rich resident of
the North Side, was appointed bridewell
inspector in 1891. In a conscientious at
tempt to perform the duties of his office
he became very much interested in the
juvenile offenders whom he saw behind
the bars. He realized the grave defects
of the system which threw them into
daily companionship with the worst of
the city’s criminal class, and-he at once
set about the work of changing it
As a result of his efforts the proposi
tion was made to establish in the bride
well a department where incarcerated
boys should not only be separated from
older criminals, but where they should
be given useful instruction and receive
both mental and manual training. Al
though the project was not received
with anything like enthusiasm it was
agreed that the experiment should be
tried.
The chapel was at first used as a
. schoolroom, and here classes were held

for some time. But this was not giving
the scheme a fair trial, and in 1893 the
city council grudgingly appropriated
|BO,OOO to build and equip a new wing
for the purpose. It was finished two
years later and in honor of its pro
moter called the John Worthy school.
Last March the school, which had been
put in charge of the board of education,
was opened and since then has been con
ducted with much success.
It was not to be expected that the
school would work any miraculous
change in the youthful sinners who
found their way inside the bridewell
walls. Most of them are committed for
terms averaging not more than three
■weeks at a time, and some for even
shorter periods, so that they hardly get
interested in their studies before they
leave to go on the streets again. There
have been not a few cases, however,
which have shown that the system is
bearing good results. A dozen or more
boys who had formerly spent their time
in mischievous if, not actually criminal
pursuits have, after leaving the prison
school, been permanently reformed and
are either regular attendants at the pub
lic schools or have gone to work with
the serious intention of living honestly
and respectably.
At present there are about 90 boys in
the school, and most of these are under
15. Older lads, who might be benefited
just as much, are put to work in the
bridewell shops, where their labor is
wanted. An effort will be made to
change this system, as there are accom
modations for 800 boys in the John
Wortivy gchipl. There is no dormitory

where an attempt is made to keep them
apart from the older prisoners. This
condition of affairs will soon be changed,
for a new dormitory is to be built with
in the walls, but entirely separated from
the bridewell.

til 9. Then they go to the schoolrooms.
In the forenoon half of them are taught
the lower English branches, while the
others are given manual instruction.
They are taught to use carpenters’ tools
and turn out simple little articles, which
are either given away or destroyed,
none of the products being put on the
market. In the afternoon the classes are
reversed. Other lines of manual instruc
tion are to be introduced, and in time
Chicago hopes to greatly reduce her
class of graduates in crime by thinning
out the freshmen.

Cars Handled In Alabama.
Birmingham, Ala., Sept. 17. The
Alabama Car Service association han
dled last month 21,343 cars, as against
12,709 cars for the same month last
year, the difference in favor of August,
1897, being 8.574 cars, an increase of 70
per cent. The largest number of cars
handled in any one month last year by
the association was 14.931. The busi
ness in August this year was greater
than that by 6,412 cars, or about 65 per
cent. The total number of cars han
dled last year was 160,216. At the
August rate of this year the total for
<897 will reach over 200,000.

Montgomery, Ala., Sept. 17.—Cap
tain and Adjutant John R. Vidmer of
Mobile has been officially absolved by a
military court of inquiry of the charge
of conduct unbecoming an officer. Vid
mer was charged by a private in a Mo
bile company with having struck him
as he stood in ranks during guard
mounting at the recent First regiment
encampment. Vidmer demanded a
hearing before courtmarcial. It was
shown tnat it was the adjutant’s sole
purpose to place the man correctly in
ranks and that the private’s complaint
was unwarranted.

Editor of the Telegraph: Your Griffin
correspondent, in a ncent issue, says
‘•Walker county is responsible for one of
the greatest outrages ever perpetrated
upon suffering womanhood.’’ True, to
the opening sentence the article is a sensa
tional communication, and it gets as far
from the truth as its limits will allow.
Unfortunately for her, Walker has never
had a lynching. Had her record been
equal to that of Spaulding’s in that respect
perhaps the writer would have treated
her with more consideration. But let us
return to the subject.
Friday, the 10th inst., as stated by
your correspondent, Sheriff Sims started
to the asylum with Mrs. Geo Johnson.
After reaching Griffin and while waiting
for the Central train, she was placed in
the station-house. There she gave birth
to a child, Dr. J. M. Thomas being
called in and attending her.
Her mental condition improves so
much that Dr. Thomas interviews
her, and your correspondent inter
views Dr. Thomas. The results of
this double actioned performance is
given in the following language: ‘T
(Dr.. Thomas have never in the course
of my entire experience, had such a
revolting case to come under my
knowledge. The woman, by her own
statement, has been greatly abused,
and 1 was found in the woods crazed
and in a state of semi-starvation.
There Was no trial, and she was
bundled off to the asylum, a thing
that no f physician would have per
mitted under the circumstances, and
her body was covered with vermin,
•showing that she had not been shown
any attention. To make it sadder, if
possible, she is very ignorant and
seems more of an animal by nature
than human. ’’ Yet, ignorant and ani
mal as she is, she is used to damage
the good name of Walker county
and of the state.
As a citizen of the slandered county, I
can give, briefly, the facts in the case.
A commission of lunacy was applied for,
and issued by Judge Rowland, the ordi
nary. A jury was summoned, a physi
cian beinjj one of the number. After
bearing the evidence, Mrs. Geo. John
son was found to be a fit subject for the
asylum and was turned over to Sheriff
Sims Thursday. The day following ho
started with her to Milledgeville. That
she gave birth to a child at Griffin was
unfortunate for Walker county, but for
tunate for yout Griffin correspondent and
Dr. Thomas. N. C. Napier.
