His declaration on the subject was
brought out by a request from the New
York Herald for a statement in reference
tn the attempted assassination. The Her
ald probably expected something lively
when it wired Gov. Atkinson for his
views, and in the language of the street
it got a “warm number.” Here is the
gist of what the governor says ol the
shooting:
“The court will convene in Troup
county in November, and the grand jury
will investigate the matter, and if there
is evidence to convict any one there will
be no trouble in punishing the guilt.f
party. The officers are capable men, and
will do their duty. The shooting of the
negro is uuiversilly condemned by the
people.
“The same spirit of candor in which
I have written, compels me to say
that our people are uniformly of the
opinion that the man who ap
pointed the postmaster at Hogansville
over the violent protest of those citi.
zens who furnish ninety-nine-one
hundredths of the business of the of
fice, who own almost the entire prop
erty of the community, and who rep
resent the forces which have made
and constitute the civilization of that
community, knowing at the time that
the appointment would be taken as a
deliberate effort on his part to degrade
and humiliate them, was himself, from
, a moral standpoint, an accessory to
this lamentable crime.
Even these men, who took this view,
do not blame the republican party for
giving positions to the negroes who
have been faithful to them, but it
would have been better for the negroes,
and pleasanter for the white people of
the south, if they bad given them posi
tions where they were not brought so
directly in contact with the people to
whom they are so offensive as officers, j

correspondent of the Macon Telegraph :

“The shooting of the negro postmaster !
st Hogansville threatens to entail no end
of trouble for the people of that town.
A postoffice inspector has finished a three
days’ investigation of the shooting, and
it is stated tonight that as a result of his
work two of the most prominent business
men in the town will be arrested this
week on a charge of attempting to assas
sinate the postmaster. The people of the
town are called upon to face a most un
comfortable state of affairs.
“They have never yet patronized
the negro postmaster directly, the old
postmaster, Hardaway, maintaining
his old postoffice and sending for and
obtaining in buik the mail matter for
all his white patrons. Their letters I
were mailed on the train. The ex I
postmaster will be prosecuted for this '

( Tex., tells of a farmer in her commuu

the boll worms by means of the poison,

town is a considerable distance from a
( railroad, and the story is not generally
( ' known. Aooording to the letter from
I Mrs. Chapman, who was reared in Bibb
, I county, the farmer sprinkled the poison
| over his field, and thought no more
> about it. Ous morning recently he sent
. his five little children’ out to help him
pick cotton. They ranged from 11 years
! down to a tot. The father hitched up
his wagon and followed his little darl
, ings to ths field, but when he found
■ them three of them were dead and the
' i other two were lying on the ground in
, I great agony. He couldn’t imagine what
on earth was the matter. He laid the
three dead bodies in the wagon and
, started home with the live babies, but
these also died before he had gone far.
Investigation showed that the children
had begun to play about in the field
and tried to pop the cotton leaves with
| their lips. The poison thus found its
j way into their system and quickly
killed them.

Times from Cleveland, Tenn., says: For
two or three days past two Georgians

. the circuit court here charged with plac-

town for the purpose of wrecking a
passenger train. This occurred about a
year ago.
In the trial the state was represented
‘ by Attorney-General A. J. Fletcher and
Traynor & Smith. The defendants by
Judge J. C. Ramey. The jury rendered
a verdict today, acquitting Kelly and
found Roach guilty, with a penalty of
two years in the penitentiary. The case
of Roach hasjbeen appealed to the su
preme court-

Theie seems to be a new side to the
tag question, says the Macon Telegraph.
It is a side which very likely Commis
sioner R. T. Nesbitt’s many friends will
be glad to see laid before the people of
Georgia.
Dr. G Jorge F. Payne, the state chem
ist, is responsible for the story. He was
in the city last week and while here took
the floor for Commissioner Nesbitt. He
did so incidentally, but very effectively,
because it convinced many admirers of
Commissioner Nesbitt, who had never
heard the story, and it was good news to
them; and a great many people who htd
been willing to condemn the commission
er decided to hold up at least for a time.
The story is this: The Blalock com
mittee did not start the agitation over
the tag question, but Commissioner Nes
bitt himself did it. He had looked into
the matter long before the Blalock com -
mittee thought of it, and had been pre
vented from advertising and buying the
tags from the lowest and best bidder
only by the printing committee’s con
tention that the state printer must fur
nish the tags. The committee is com
posed of state house officials, and they
held that he was obliged to buy the tags
from the state printer regardless of com
petition. Commissioner Nesbitt went t"
Attornsy General Terrell and asked for
his opinion. He was advised by the at
torney general to make his purchases
wherever he pleased.

mined to buy them as cheap as possible,
but he was anxious to purchase them
from some Georgia firm. He advertised
for bids, and awarded the contract to a
firm in Savannah. That firm failed to
make the bond, and bids were again ad
vertised for, and the contract awarded
ti a man at Demorest, but he also failed
to make the required bond, and then it
wii that the contract was awarded to
tie T enisons.
The Blalock committee, in advertis
ing for bids, did not treat the commis
sioner fairly, because they did rot In
clude specifications or terms of contract.
They just asked for prices, anfi, as a
matter of course, got bids away below
what would have been made if the
neces ary conditions had been imposed
on the bidder, so the story goes.

Crashed Beneath'the < ars.
Scranton, Pa., Sept. 20. Charles
Newcomb of Conkling, 0., was be
headed at the Delaware, Lackawanna
and Western r lilroad passenger station
here. He was in charge of a car ot
poultry enroute from the west for New
York city. Newcomb left the train and
had gone into the restaurant for his
breakfast. While there the train started
and in trying to board a car he fell be
neath the wheels and was instantly
kilied.

about Rome. They are always drunk
and are a nuisance to the public. They

corder is determined to keep just such
characters off the streets if they have to
be sent to the chaingang to accomplish
that end.

The two United States batteries in
camp in Chickamauga Park are all in
the best of h al th, though they are a
little rest vo because they have not been
allowed to come into the city, says the
Chattanooga Tinies. They are expect
ing to be joined shortly by the compa
nies from Fort McPherion, near Allan
t-a, who will soon start on their forty
days’ match. It is understood that they
will remain at the park for some time.
An Associated Press telegram received
at, the Times office last night states that
the war department has in contenipla
tion the removal at once of the garrison
at Barrankas, Fla., to Chickamauga,
where they will go into camp Informa
tion as to the number of troops consti
tuting the garrison is not given. There
has been no yellow fever at Barrankas,
tnd the removal of the men is not to
be done as a sanitary precaution, but ’’j
is believed Io be the beginning of the
final consummation of a plan of the de
partment to establish a station at this
point.
The Associated Press dispatch stated
that Surgeon-General Wyman will him
self personally superintend the removal
and give directions so as to facilitate the
troops in getting through the variods
state quarantines they will have to en
counter in order to reach Chattanooga.
They will arrive in a few days.
