Minutes of meeting of 13th and 16th
inst were read and confirmed.
Upon hearing the charges against
Mr. C. E Woodruff city electrician
for neglect of duty, his answer and
the evidence thereon; upon motion
the charges were dismissed.
The petition of Mr. A. Dougherty
as to number of his store on Broad
street was referred to the street com
mittee with power to act.
Petition, of Mrs. G. Huekaba for
payment for a hog, alleged to have
died at the city pound, was laid upon
the table.
Petitions of H. Abramson and Esser
man B;os. for permission to leave
their signs where they were, were
laid upon the table.
The clerk of council was instructed
to deduct five dollars per month from
tbe salaries of policeman who obtained
uniforms, until the uniforms were
paid for.
The police committee was authorized
to purchase helmets for the police
force at the city’s expense.
Ordered that the sum of five hun
dred dollars from any unappropriated
fund be applied to the contingent de
partment.
Bills for expenses in prevention of
small pox were referred to tbe chair
man of the committee on health and
finance, with authority to pay upon
their approval, out of the contingent
fund.
Petition of citizens for a quarantine
against all infected places was read;
upon a call of the yeas and nays a
motion to establish a general quaran
tine was lost. The following council
men voted yea; Kane, Hiles, Turner
and Hanks; those voting nay were
councilmen Johnson, Jones, Gordon,
Denny and Morris. Councilman Gam
mon was not present when this vote
was taken.
The financial report of the clerk was
read and the following bills were
passed and ordered paid.

of the Hill City that the Times News has
had to do for Gadsden. It simply reveals
the fact of the unreliable staff corre
spondence or local correspondence of the
Constitution, as it may choose to be
designated, has in two instances of Ihte—
Gadsden and Rome - received the stamp
of denial and disapproval. A few para
graphs from the issue and article referred
to are:
“Another sensation (?) exploded.
‘•Another great “newsscoop (?)” that
will go down in history along with the
celebrated Bakersville affair and many
other “pipe” stjries that have startled
the world.
“There adpeared in yesterday morn
ing’s Atlanta Constitution under a
Rome date line a “screamer” to the ef
fect that T. M. Dent, colored, had as
good as cinched the Rome post office,
and that the Hill City was in the throes
of mighty wrath and burning, sizzling
indignation.
“It was a fake pure and simple, and
had no foundation whatever in facts. ’ ’
Right beneath the story was a
denial from T. D. Dent, whom The
Tribune says is a very conservative
negro. He says he is not an api>li
cant and that there is no sizzling in
dignation on his account. The Tri
bune says that the opinion obtains
that:
“The funny story s?nt from here to
the Constitution was evidently flashed
out of Atlanta to some of the big
western and northern papers. The
Tribune received the following dis
patch yesterday afternoon:
Chicago. 111., Sept. 22
Editor Tribune: Is it true a negro
has been appointed postmaster of
Rome, and if so is there any race
feelingjover it.

“The Atlanta correspondents evi
dently sent out queries saying that
all Rome was .going armed with shot
guns and that razors were flying in
the air.”
Gadsden people are quick to accept
the situation and will do all in their
power to quash the misleading story.
They have just suffered from a simi
lar source and are trying to prepare
the remedy.

Boats Cannot Ply the Coosa Between Here and
Gadsden Sow.
The long continued drouth has been
disastrous to the river traffic, as the Coosa
is so low that it has caused the Resaca to
stop running. The little Tony is the
only one that can he used.
The Seay has not been used in some
months, and the Resaca has been making
regular trips between Rome and Gadsden
up to about three weeks ago. The
streams are all very low, and just now
when the cotton season has opened up it
is proving a bad thing for the White
Star Steamboat Line.
A new light draft boat is being con
structed now just for such emergencies.

Newly Wedded Couple Thought to Hiave

Loveland, Colo., Sept. 28.—Consid

fate of Mr. and Mrs. Elmer E. Black of
Pittsburg, Pa., who were yrithout doubt
on the train that was wrecked neat
Newcastle on Sept. 9. The couple were
recently married in Pennsylvania and
were on their bridal tour to California.
They stopued briefly in Denver, Little
ton and Lovelaud, where they visited
Mrs. Black’s sister, Miss Wilson.
They sent their baggage ahead to
their place of destination in California,
with a view of stopping at various
places on the way. Their baggage has
arrived at its destination, but no word
has been received from the missing
couple, and it is strongly suspected that
they were killed at the railroad wreck.

Havana, sept 28 —Alleged details of
the capture oi Victoria de uts Tunas,
province of Santiago de Cuba, by the

mitted many brutal acts upon women
and girls, “not even respecting the sis
ters of General Vincente Garcia,” the

Au aged woman named Nicholase is
said to have saved hes life by throwing
her jewelry “to the negroes” and
thereby escaping. Continuing, tlueoffi
cial report says:
“From then commenced the horrible
mutilation of 4)8 volunteers, inclusive of
innocent children. Pedro Suarez .saw
his three sons, still boys, cut down with
machetes, and afterwards Ramon Rubia
saw his two sons treated in the same
manner.
“A Madame Repillo Santa Ana whs
hanged by her feet and burned alive.
The feet of a guide of the Spanish troops
were burned off and the man was after
wards killed with machetes. The _a
surgeuts also tortured and killed a sol
dier who was nearly blind, after killing
his son. only 11 years of age, by burn
ing his feet.

Columbia, S. 0., Sept. 28.—Governor
Ellerbe has issued a proclamation with
drawing the metropolitan police from
Charleston. He has also issued the fol
lowing order wiping out the state con
stabulary:
I, W. H. Ellerbe, governor of the state
of South Carolina, by authority vested in
me under the statutes, hereby declare
that every commission as special state
constable issued under and by virtue of
an act known as the dispensary act, ap
proved March 5, 1897, shall expi’-e on Sept.
30, 1897, when all such offices shall become
vacant.
A couple of state detectives will be
employed by the governor to look after I
the enforcement of the dispensary law I
outside of the cities and towns. But j
there will bo no other .officers paid by i
Che state to do any of this work.

A Factory Girl Is Scalped.
Columbia. S. 0., Sept. 28.—Annie
Outlaw, a 15-year-old girl working in
the Manchester Cotton mill of Rock
Hill, in some manner got her hair tan
gled in the machinery. In attempting
to extricate herself one hand was
crushed. The entire scalp, with the
flesh beneath, was torn off, leaving the
bare skull. Physicians say there is very
slight chance Os recovery.

A Chief Justice Who Works In the Har
vest Field.
Chief Justice Guy C. H. Corliss of
North Dakota has no finicky ideas as to
I judicial dignity. During the course of
' his recent summer vacation he went in
! to the harvest field in his shirt sleeves
j and worked with his farmhands from
i sun up to sun down, following the
reaper with the best of them. He has a
theory that every man, no matter what
profession he may follow, should know
how to earn his living by the labor of
his ‘ own hands, and there is not the
slightest doubt that the chief justice
could do it, for he is a big, brawny,
broad shouldered six footer whose angu
lar frame is muscular and sinewy.
When Justice Corliss was elected tc
the bench eight years ago, he was the
youngest chief justice in the country,
being at that time only 31 years of age.
The constitution of th< uew state • pro
vided that no person should fill the office
who had not been a resident of the state
for five years. Mr. Corliss had been in

North Dakota but three years, but he
wanted to be chief justico. He went to
Bismarck and by personal appeal in
duced the constitutional convention tc
amend the clause so that it should read
three years instead of five.
Judge Corliss has a fine home at
Grand Forks and an extensive vegetable
and flower garden which he cultivates
himself. He has a wife anti four chil
dren. The boys he is bringing up ac
cording to his own ideas of manliness.
Not long ago his eldest son, Harold,
aged 10, made a request fora bicycle.
“If you want a bicycle, you must earn
it, ’’ said the judge. So he taught the
boy how to milk and made arrange- I
ments to make Harold the family milk
man for the coming fall and winter. By
next spring Harald will have enough
money to get the bicycle. -
