AtLANd’A, Noy. 16. The fight in the
Atlanta post office between Major J. M.
Cooper, the present assistant, and Ma
jor W. H. Smytfa, the new postmaster,
is growing very warm. When Major
Smyth took charge of his office he went
to Major Oouper and demanded that he
turn over his position to Mr. E. F. Blod
gett, who had been appointed in bis
place. Major Oouper refused to accede
,to Major Smyth's demands and when
pushed to give up his office he went be
fore Judge Newman and received a re
straining order against the new post
master.
Major Oouper contends that no
charges have been brought against him
and that he has performed the duties of
his office faithfully since he has been in
the employ of Uncle Sam. and that un
der the rules of the civil service he is.
entitled to continue iu office.
The civil service commission has been
asked for their opinion in the matter,
and tfae restraining order is to prevent
Major Smyth from installing Blodgett
in his place until the civil service com
mission has rendeYed its decision.
The case is the first of it* kiqd the
civil service commission has ever been
called upon to decide, and its outcome
is awaited with interest throughout the
United States.
The fight hinge* .praoticslly on one
point—whether Major Oouper is under
civil service. He contend* that he is.
Major Smyth is not so positive as Ma
jor Oouper, but believes the latter is not.
The Republican leaders state Major
Oouper is in no way under the civil ser
vice. The matter, therefore, when
sifted down resolves Itself into this: If
Major Oouper is under civil service he
will keep his job; if not, he will loose it.
