Trial of Autonomy President Me- Will Help tuQu«ll the UpriNltig. Executive to DimiUm the 'imatiou ; Length iu Mflflea*e to CongreH. |I|B New York. Nov. 24.—A dispatch to spathe Tribune from Washington says: ■ KB)uba will be the leading topic iu the message. It is understood IgHhat the discussion of the Cuban situa- will be comprehensive. It has al- been explained that the state de- has prepared a reply to the government’s note regarding gflllibustering. Whether the president IBriil incorporate the substance of this iu s■>lß message or leave it to go in its part gBo the regular diplomatic correspoud- may be determined later, but the sßnessage will define the Cuban policy of administration affirmatively.* i-gl Members of congress with whom the ■iresident has talked freely on the sub- Meet .have, almost without exception, this be doue, aud Mr. Me- ' has apparently agreed with The reason given for this course ■a apparent. While a sincere hope is that the Bagasta ministry ■nay end the war at an par.y date, the ■possibility of its failure oahuot be over flooked. In that event, it is desirable sßor the policy of this country to be {■known. A strong intimation is given |n the event of the failure of Spain {■o end the trouble in Cuba at an early no hesitation will be shown iu the ■United States making kuowu its posi- of ultimate intervention. Human ■ty and commerce may be both made ■he grounds for this action, gj The belief is that the Cuban problem ■frill be solved without danger of war ■between Spain and the United States ■ind will be solved through the good ■offices of that country, but the general ■expectation is that these good offices ■will be exerted within a reasonable ■time after congress meets and after the ■prospects of the insurgents accepting or ■rejecting autonomy are known beyond ■q doubt. ■• The refusal of a few insurgent lead ■brs to lay down their arms and the con ■tinuance of a sort of bandit warfare ■would not be interpreted by the admin ■istration as the failure of' autonomy. ■On the other hand the continuance of ■present conditions would hardly be ac ■cepted as evidence that the island is ■pacified. ■ , The administration will not under ■any, circumstances undertake to guar fl antee autonomy. .That would be mak- ■ ing itself responsible for the colonial ■ government of Cuba to the Spanish au- Ithorities. But the president’s good of- ■ floes are exerted toward giving the pol- ■ icy of autonomy a fair trial. The mes- ■ sage is expected to make this point clear ■ beyond the possibility of misunder- ■ Standing. It is the confident belief that the pres- ■ ident’s discussion of the present Cuban ■ situation will tend to strengthen the ■ feeling that the administration will be ■ able to meet every phase of it in a man- I ner satisfactory to the conservative bus fl iness interests of the country aud to ■ discourage radical or precipitate action. I SPANIARDS ARE STARVING. ■ Deplorable Condition of the Loyal Troopfl ■ In < üba—Mutiny Feared. New York, Nov. 24—A dispatch to The Herald from Havana says: De plorable as the condition of the recon centrados may be, Spain’s first duty is dearly to relieve the sufferings of her own troops. The loyal soldiers are iu as serious a plight as the recoucentra dos., The reconcentr.-sios have one ad vantage—they may teg or receive char ity. To begin with, the Spanish soldiers have received no pay for many months and consequently they are not able to buy anything on their own account in the small towns in which they are sta tioned When General Blanco, in an inter view four days after his arrival, stated Thousands ol ■ women gc down to death _ wMEk* every yeai e through ' theit own I K norance u neglect. something of the physiology ; T-c-gV. *—- of her woman- ly self. Every *" woman should appreciate the importance of the health ana strength of the delicate organs that constitute her womanhood. The woman who neglects her health in this respect is sure to be a continual sufferer ana is in constant danger of an early grave. To such a woman wifehood is a torture and motherhood a menace. Dr. Pierce’s Favorite Prescription acts di ’ rectly and only on the organs that make wifehood and motherhood possible. It in- I vigorates them and makes them healthy. It prepares a woman for an almost pang less maternity. It does away with the dangers of motherhood. It insures the health of the newcomer in the family. Over 90,000 women have testified to its wonderful virtures. All good druggists sell it. There is nothing “just sis good.” \' t “If it had not been for your medicine and your advice," writes Mrs. I. F. Thomas, of Antoine, Pike Co., Arks., “ I would no doubt be in my grave or in an insane asylum. Fourteen years ago. when my second chifd was born, I came very near losing my mind. My head would hurt so bad I could hardly live. I could not lie down and raise up without great pain. My life was a mis ery to me. God alone knows what I suffered. I had lost all hope of being cured, but I took your * Favorite Prescription ’ according to directions. I used one bottle of the ‘ Pleasant Pellets,’ ’ tWWW’the ‘Golden Medical Discovery,’ and six •') ar* 'Favorite Prescription.’ In a little over one year after I began your medicine I gave birth to twins. Since then I have a boy baby ten months ■ old. He weighed eleven pounds at his birth. I ->»->®ve been better in health since the birth of these ‘ Children than I had been for years before. Before Sling your medicine my weight was about one undred and thirty-five bounds, and now I weigh one hundred and sixty-five.” Dr. Pierce’s Pleasant Pellets are a safe, ijf aure, swift and permanent cure for consti pation. They never gripe. One is a gentle laxative, and two a mild cathartic. Drug gists sell them. that ne wcaiil do bia utmost to better the condition of the private soldier, he was siucere. but it wna impossible for him to realise tbeu .what the condition of the soldiers was. To learu the truth he must peraoitally inspect the country districts. The reports of officers are calculated to deceive the captain gen eral. All that General Bianco has to judge by are the reports from hospitals, ! snd even these, with all attempts at ! conceal merit, are appalling. I In Havana, leaving aside the hos -1 pitals, the conditions are not so bad. ; But if the captain general were to go to I the soldiers he would see ill soldiers . dying by the wayside, aud he would find many forts that in reality are not more than hospitals. I If this lasts much longer the Spanish troops will mutiny, particularly if the relief extended is not equal to that of the reconcentrados. Politicians Enter a Protest. Barcelona, Spain, Nov. 24.—At a meeting of delegates representing a number of political aud commercial so cieties, held at the Republican club, a dispatch was sent to Premier Sagasta strongly protesting against granting cus tom autonomy to Cuba nnd Porto Rico and asserting the intention of the* socie ties represented to continue in their op position to Cuba customs autonomy. The protest was not aimed at any par ticular party, although the protestants assert that the party securing power iu Ouba without injuring the interests of Spain in Ouba will receive the recogni . tlon hereafter of the political and com mercial societies interested in the prea . ent movement.
