Way mire, who, it is said, ia likely to be made attorney general when McKenna is appointed to the supreme bench, knew President McKinley in hie boyhood and nas been an aspirant for a cabinet place ever siuce McKinley was elected. Judge Way mire wal<a member of the lower house in the last aud with the other members from Alameda county, had beeu pledged to support Perkins for re-election to the United States senate. He sought to secure a pledge from the legislature to recom mend him for a cabinet place, in return for his support of Perkins. The Perkins legislators refused to make the promise and demanded that he keep the pledge. He wavered for a time, but finally cast his vote for Perkins. At present Judge Waymire is prac tising law in this city. He was born in Missouri in 1842. His early life was ■pent in Oregon. He tanght school for a time, served for three years is the war against the Indians, and in 1870 was admitted to the bar. He came to San Francisco in 1874. In 1881 Senator Perkins, then governor of California, Appointed him to a vacancy on the su perior bench of this city, which posi tion he held until the following election. THE NOVEMBER aiIT BATES WILL BISE JANVABY 1. Three Big Life Insurance Cemvanles. WUL Increase Their Bates. Life insurance rates will take a rise on January first. In other words it will cost more money to take oat a. policy in the Mutual Life, the New York Life, and the Equitable compa nies. “Yes,” said a prominent Rome life insurance agent, ‘‘the rates will be in creased slightly in the Mutual Life, the New York Lite and the Equitable on January Ist, but each company will have theirTeserved fund increased one-half per cent and that will offset the difference in rates charged. You see the increase in the reserve will off set the rate business and so the thing is as broad as it is long.” ‘‘Will other companies follow the Mutual Life and two others mention ed in regard to increasing the re I “Oh, yes; they will be very apt to follow. The rates and reserve are the i same now, but all like to have a good ' showing in the reserve and so when ’ the three big companies increase the fund, others will follow, so as to show the same increase. ’’ I An insurance journal says on the subject: “The increase is the result of concerted action on the part of the Mutua 1 , New York and Equita ble Life Insurance companies, and, it is said, is due solely to- the desire of the corporations to strengthen the safeguards rate of reserve has been based on the assumption that the in terest on investments average 4 per cent. The assets of insurance associa tions have,as a rule, been invested in se curities popularly known as ‘gilt edged.’ For some time the more conservative of ficers of prosperous companies have regarded a 4 per cent rate as higher than an absolutely safe investment could earn. So the subject of reduc ing this assumptive rate of interest has been freely discussed and it has finally been agreed to reduce the it to 3] per cent. This redaction must logically increase the cost of insur ance, though it will not affect policies now in force or those written before the new rates go into effect on Janu ary 1,” J. C. Berry, one of the best known citizens of Spencer, Mo., testifies that he cured himself of the worst kind of piles ]>y using a few boxes of DeWitt’s Witch Hazel Salve. He had been troubled with piles for over thirty years and had used many different kinds of so called curse; but DeWitt’s was the one that did the work and he will verify this state ment if any one wishes to write him.
