Washington. Nov.’29.—A remarkable
and vigorous report has been made tc
the interior department by Agent Drew
Wisdom, in charge of the Union Indian
agency in Oklahoma, where tne five
civilized tribes are located: In this Mr.
Wisdom says:
•'lntruders must go. The intruders
have made the Indians dou t the good
, faith of the government and made it
| more difficult to treat on the more im
| portunt issues of allotment and break
ing of tr.bal autonomy in the nation tc.
which the individual Indian belongs.
A sound public policy demands the
eviction of ail declared intruders, and
any measure of expediency on the part
of the department that temporizes -with,
the intruder, or postpones his removal
on mere technicalities, is fallacious and
misleading. Let all the treaties i be en
forced and all the safeguards secured to
Indians be upheld in letter and in spirit,
and then the Indians will make liberal
concessions and accept, without mur
muring, the changed conditions which
confront them.”
The report deals with a number of
important deve.opmetits. It says the
clamor for a change in tribal authority
has produced unrest ana disquietude,
resulting in a determined purpose on
the part of many of the fufblooils, who
Will act in their iudivinuai capacity to
emigrate either to Mexico or South
America and there purchase new homes
for themselves and families. This move
ment, the report says, may grow to the
proDortious of a colony, and it is un
derstood that liberal grants of land cun
be secured from the countries men
tioned.
“This movement may settle rhe Indian
problem to a degree, ami uius nappily
relieve the Dawes commission, congress
and others who have combatted with
the question for years. The movement
may be chimerical or visionary, but 1
am disposed to present it seriously.”
Discussing the judicial complications
in the territory, the report states that
the change made in placing United
States marshals back on the fee list is a
great mistake. The report takes a rose
ate view of the possibi ities of success
of the Dawes commission negotiations.

reached Seattle that the Stiilaguaini.'iii
river had been on the rampage, tearing
out mile after mile of track of ths
Everett and Monte Cristo railroad and
doing at least $250,000 damage.
The town of Monte Cristo is shut off
from outside communication, and al
ready 100 people have walked out from
the mountain stronghold. Provisions
cannot be taken in except at very great
expense.
Thirty miles of track were torn out,
and in many places there is not a sign
of the roadbed left. The river raised
80 feet through the canyou. The mines
had been shut dowu.
John D. Rockefeller is a prominent
owner of the railroad and mines, the
mines being the largest in the state.
