THE PRESIDENT’S SCHEME TO CHECK
DRAINING THE TREASURY’S GOLD.
Redeemed Greenbacks Not to Be Issued
Except For Gold—Mr. McKinley Claim)
That It W 11 Not Contract the Currency
or Disturb Its Equilibrium.
In his message to congress President
McKinley will make one positive rec
ommendation in regard to the currency.
That recommendation will be an advo
cacy of the plan which he has originat
ed providing for the breaking of tht
endless chain and the draining of the
treasury’s gold by means so simple that
it appears to correct the evil and at the
same time does not involve a cgutic
tion of the currency, which has been sc
much feared.
The president’s plan, stated in itl
simplest form, is this:
Whenever, for export or any other
reason, a person desires gold, he can ob
tain the same from the treasury on the
surrender of an equal amount of green
backs.
Whenever, for any reason, such as the
movement of crops or the demands of
trade, currency is required, it can be
obtained from the treasury on the sur
render of gold.
In other words, instead of the present
method, by which a person paying into
the treasury $1,000,000 in greenbacks
receives in return $1,000,000 in gold,
and those greenbacks are immediately
reissued and made use of by some one
else to obtain another $1,000,000 of the
yellow metal from the government, the
greenbacks, under the president’s plan,
when exchanged for gold, will be held
practically locked up until somebody
for business reasons is more anxious
for currency than for gold and is will
ing to surrender gold for the paper.
The merit of this scheme, as explained
by the president to persons with whom
he has discussed it, is that it does not
in any way contract the currency or dis
turb its equilibrium. All that it does is
to make the banks share with the gov
ernment the duty of providing gold
when there is a demand for the yellow
metal.
As the law now exists, with the bal
ance of trade against the United States
and international balances having to be
settled in gold, the New York banker
having to make remittances to London
finds it more convenient to draw his
gold from the treasury than to obtain it
from his bank. All that he has to do is
to transfer a certain sum in greenbacks
from his bank account to the subtreasury
in Wall street and receive in return an
equivalent amount in gold.
At other times in the year, when the
crops are being moved or when there is
a demand for small bills in the interior,
the New York or Boston banker again
makes use of the treasury aka conven
ience and obtains this small currency
from the government in return for large
bills, and although practit-ally at that
time currency is more valuable than
gold the banks do übt disturb their
holding of the metal, but draw on the
treasury for the paper.
The president believes that if his plan
is adopted, whenever from natural
causes paper is more in demand than
gold and the banks having a redundancy
of the metal, they will naturally ex
change it at the treasury for paper, in
asmuch as it is too expensive for them
to ship gold to the interior, and, besides,
the inconvenience of handling gold is so
great that they would not attempt it.
If put in practical operation, this plan
would not restrict circulation, inasmuch
as the government now holds a gold
fund, which, of course, is valueless as a
circulating medium as long as it re
mains in the treasury vaults, and for
every greenback taken in by the treas
ury an equivalent amount of gold will be
released.
Beyond this suggestion it is not ex
pected the president will go in the di
rection of recommendations for correct
ing our present faulty system. He takes
the position that the operation of the
endless chain is practically the only
menace to the government and to public
confidence in the government’s opera
tions, and therefore the first duty of
congress is to remove this danger.
The president has no currency plan of
his own to bring forward, and he is not
sure that congress is ready to take up
that general question, but will urge the
national legislature to provide the means
of breaking the operation of the endless
chain, which may at any time involve
the government and the finances of the
country in difficulty, even if it is not
prepared to go beyond this and revise
the whole system.
It must be admitted that prospects for
remedial legislation at the coming ses
sion are not flattering. Among the Re
publican senators who have no faith in
the success of the currency reform pro
gramme are Messrs. Cullom and Bur
rows. (

“There is absolutely no hope for cur
rency legislation this session,” says
Senator Bua ows. “The senate will be
the stumbling block. It will not be diffi
cult for the ouse to pass a measure em
bodying the views of the administration
on currency reform, but the conditions
in the senate are such that no scheme
containing the word ‘bond’ can pass
that body without a free silver rider.
The case is hopeless. It is a waste of
time to attempt any financial legislation
under the exiting situation in the sen

son, of Lynn Center, 111., is subject to
attacks of croup. Mr. Johnson says he

Way Around the World.
A rather unique story was -unfolded
in the supreme court of Brooklyn a few
days ago. It deals with a prize offer
made by a big newspaper, a failure to
award the prize, and legal proceedings
to force said award.
William L, Bass alleged that James
Gordon Bennett had failed to make
good a promise made through the
agency of the. Evening Telegram. In
October, 1896, that newspaper of
fered to give to the person who made
the closest estimate of the plurality of
the winning candidate for president at
the election in November, 1896, a three
months’ trip around the world, paying
all expenses, including hotel accommo
dations, traveling expenses, interpret
ers and guides. The contest closed on
October 31, 1896, and Mr, Bass alleged
that he came the nearest to the plurality
and was therefore entitled to the trip.
He wrote an estimate on a coupon,
which was received at the office of the
newspaper, that William McKinley’s
plurality over William J. Bryan would
be 597,000. The real figures, he alleges,
were 597,389.
He purchased 30,000 copies of the paper
and cut out and filled in the coupons
with varying estimates, which were sent
ro the office. He asserted that James
Gordon Bennett failed to keep the agree
ment entered into, and that therefore the
plaintiff was damaged to the extent of
SIO,OOO. Justice Smith gave judgment
for the plaintiff and ordered that Mr.
Bennett must give the plaintiff a three
months’ trip around the world free of all
expenses, the route to be from New York
to San Francisco, to Japan, to Hong Kong,
to Siagapoie, to Calcutta, to Cairo, to
Naples, to Paris, to London, to South
ampton, to New York. Justice Smith
also allows Mr. Bass $28.88 costs,

Hear Dog right Billed.
Birmingham, Ala., Dec. B—A license
has been issued to R. H. Hudson of
Ooalburg to have a bear and dog fight
in Birmingham on Saturday next in the
coliseum on First avenue. Hudson re
ceived the bears while small cubs from
a friend in Mississippi, and intends to
accept ail comers. He says that he will
wager that his bears will tackle any
dog that comes.

Killed by a High Kick.
Shelbyville, Ind., Dec. 7. Mrs.
Harvey Mitchell and Lena Pitcher en
gaged in a kicking match at Mrs.
Mitchell’s home. They were kicking
at a mark on the wall, when Mrs.
Mitchell, after one of her kicks, fell on
the flodr unconscsous. Investigation
showed that she had ruptured the lining
of her stomach and otherwise injured
herself internally. She will die.

lerbe bus settled the question as to m
candidacy. There is no longer any doubt

matter of discussion as to whether or
not he wou.d be a candidate for the
office, aud he has announced that n«
will make the race, if his health per
mits.
The only other announced candidate
for governor up to this juncture is said
to be State Senator Archer of Spartan
burg. Governor Eilerbe was. by insin
uation, cliaiged with appointing Mr.
Enron of Spartanburg as auditor, so as
to head off the Arcner boom.
It is likely that a fight will be made
on the confirmation of v the appointment
of Mr. Epton, but it will liar.liy amount
to anything, judging from present mui
cations.
There has been some talk of Mr. Wil
liam C. McGowan and General Butler
making the race against Governor Ei
lerbe, but there is hardly anything in
this. Moreover, it is too eally for can
didates to announce themselves, as the
primary does not come off until next
August.

backer of Peter Maher, has received a
telegram from San Francisco asking if
Maher would box Peter Jackson next
February 20 rounds before the Occi

receipts. Connolly at once wired to San
Francisco to the sender of the telegram,
telling him to go ahead with the match,
as Maher is willing.
