There is a good deal of talk of a reform of
both branches of congress in important
particulars. It is true that today the
house of representatives, the great com
mons of the republic, is a body virtually
controlled by one man. The speaker,
through his committee on rules, is prac
tically the arbiter of the proceedings of
the house —that is to say, he is able vir
tually to say what shall bo considered
and what shall not be considered. He can
not order that a matter under considera
tion shall be acted upon favorably or un
favorably. and if he permits a bill to come
up it may be passed, though he is opposed
to it. But the power which he wields is
well nigh autocratic, nevertheless, for he
need not permit legislation to which he is
opposed to come before the body. The pres
ident of the United States has the veto
power after legislation has passed con
gress, but even he is subject to overthrow
by a two-thirds vote in each house. But
the speaker of the house exercises the veto
power in advance of proposed legislation
without revision or possibility of reversal.
It is not often one hears complaints that
the present speaker uses this power tyran
nically or wrongly. Mr. Reed is a just
man. He would have made a good judge
on the bench. He has a judicial mind.
He often permits matters to come before
the house which if he were in his seat and
voting he would not vote for. The com
plaint of those who are dissatisfied with
the present state of things is that the
principle is wrong. Today I was present
when two members of congress, both Re
publicans, one a senator and the other a
representative, discussed this quesiton.
“Reed Is the House,"
“You have not a representative govern
ment at your end of the capital, ” said the
senator to the representative. “Speaker
Reed is the house of representatives all by
himself. Instead of being a great house of
commons, in which the will of the people
finds sway, you are subject to the rule of a
one man dictatorship. You sit powerless
at its feet. Every day I hearmembers say
ing that they believe the house is ready to
do this, that or the other thing if the
speaker will only consent to permit the
matter to come up. Is it not high time to
change such a system? Grant that Mr.
Reed is a fair minded man and a just
leader. Suppose someday you get a speak
er over there who is mean or corrupt or
ambitious. Suppose he attempts to use
the power which the present speaker takes
into his hands in away which endangers
the country, as ho might do in a crisis.
What sort of means would you take to se
cure your rights as representatives of the
people in such a case? Why, you would
turn him out of the chair by force, if nec
• essary, by any sort of violent or revolution
ary means you found most available.”
“There is some force and justice in what
. you say,” replied the representative. “But
how are things at your own end of the
capital? Are your skirts clear? I have an

Minority Rule In tho Senate.
“But in your senate,” continued thb
representative, “you have no rule of the
majority. The minority can rule when
ever it cures to exert itself. The majority
is powerless to bring on a vote when the
minority wishes to interpose itself against
action. My idea of the proper organiza
tion of a parliamentary body is that it
should by rule safeguard the rights of the
minority, so that there may always be a
reasonable opportunity for debate, but
that when the proper time comes the ma
jority should have the power to stop de
bate and to proceed to a vote. You have
not that in the senate, and until you get
it I do not see that you are as well off as
we are over in the house. ”
“I am willing to admit that we are
working under a false system,” replied
the senator, “and I am heartily in favor
of a change for the better. But Ido not
want to seq a radical rule adopted. If we
imitate the house in the matter of rules,
we may soon find ourselves in just the po
sition you are in—a lot of men sitting
about on the floor waiting to hear what
orders our bosses are going to give us as
to what we shall do. The present state of
things in the senate is preferable to that,
for, after all, the senate does come to a vote
some time or other on every question
which is eagerly pressed by a majority. I
should like to adopt the previous question
in the senate, with modifications, such as
one requiring so many days’ notice before
the previous question could be moved. I
believe we shall soon come to this or some
thing like it.”
The Previous Question.
It is an open secret about the senate
chamber that since the discovery that in
the First congress there was a rule provid
ing a previous question the Republican
leaders have taken up anew the proposi
tion to change the rules and provide a
means of cutting off debate. Vice Presi
dent Hobart, who has been in favor of a
reform of tho practice of the senate ever
since he came to Washington; Senator
Mason of Illinois ansl others who want the
senate organized on a business basis are
looking up all the records of the senate to

vious question. There may be others be
sides the rule of the First congress which
I have referred to.
At any rate, it looks as if this matter of
changing the rules were pretty sure to
come to the front ere long, and when it
does come there will be some interesting
and exciting scenes in the quiet old senate

Columbia, S. C., Dec. 13. —Governor
Ellerbe has appointed a commission
composed of Dr. Babcock, superin
tendent of the insane asylutn. Rev. Dr.
Evans and Dr. Strother Pope to visit
Rock Hill and thoroughly investigate
the smallpox situation there in connec
tion with Winthrop college. The par
ents of the hundreds of girls there have
been making it warm for the authori
ties. Superinteudent of Education May
field wires from Rock Hill that every
precaution is being taken to prevent the
disease spreading to the college.
Blowers Are Captured.
Columbia, S.O.,Dec. 13.—Three white
men, giving their names as Joe Jones,
Charley Jones and Henry Johnson,
were arrested in Batesburg for safe
cracking in Williston on Wednesday.
They got §25) out of one store and
cracked one safe in the postofiice, but
§l,lOO had been transferred from the
safe they entered to another one that
day. Three more of the gang are at
large and are supposed to be operating
in Greenville.

Baseball league was reorganized at a
meeting here. New Orleans, Mobile,
Montgomery, Birmingham, Atlanta.
Savannah. Charleston and Augusta wul
probably tie the cities composing the
membership of the new league. The
following officers were elected: Henry
R PJwers of New Orleans, president:
Richard Hines of Mobile, vice president;
Judge J. G. Bloodworth of Atlanta,
treasurer. The season opens April 21.

' real water is put on the stage, and it boils
