Under Way.
Washington", Dec. is ]—Last
month the people of the United States
broke a record. Their exports of what are
known as products,” compris
ing breadsteiffs, c itton, mineral oils, cat
tle and .hogs and provisions, were greater
in value than in any other month in the
last four years, and are said to have been
greater than in ai.y other month since the
era of low prices set in. The total value
of these exports during the month of No
vember this year was $82,823,699. The
heaviest month’s exports during the last
four years, previous to last November, was
in December. 189(>, when the aggregate
was $81,628,000. Last month's record was
made notwithstanding the low price of
cotton. If the.cot'ion which we sent abroad
in November had brought as much per
pound as that which was shipped a year
ago, the total value of November's exports
would have been many millions more. A
year ago 1,097,000 bales of cotton brought
$40,000,000 in the foreign market. Tide
year 1,195,000 bales brought only $35,090,-
000.
The good prices of wheat and corn and
other breadstuh's hplped out the total a».u
made up for the loss on cotton. Inasmuch
as these “domestic products” compri.-e
about two-thirds of ail the exports of the
United States the reader may be interested
in knowing what values were contributed
by each article. The figures are as fol
lows:
Cotton $85,-172,494 ■
Breads, uL's... 28,628,<»4
Provisions 1*4,656,514
Mineral oils 4,964,786
Cattle and hogs 2,Gj6,5.J
A most gratifying feature of the expert
reports issued by the government is that
the exports for the calendar year 1897 are
sure to exceed those of any recent year by
a good many millions. Our total exports
of these articles of farm produce was as
follows for the years named:
1894 $537,279,181
1895 522,046,874
1896 634,688,454
1897 (11 months) 598,296,094
If December shows up as well as it is
expected to, the total exports of these arti-
cles for the calendar year will run up to
about $685,000,000, or $50,000,000 ahead ol
last year.
The Case of Hawaii. .
The proposed annexation of Hawaii con
tinues to be a leading topic of conversation
in congressional circles. It is now admit
ted by both sides that the situation is not
likely to clear till after the holidays. The
friends of annexation are still confident ol
their ability to put the measure through,
in one form or another. For several days
rumors have been in circulation that a
majority of the senate was now opposed to
annexation, but the most diligent search
for facts fails to confirm this statement.
It does appear, however, that there is
serious doubt of the existence of a two
thirds vote for annexation, and two-thirds
will be required if the treaty pending be
fore the senate is to be ratified. Annexa
tion can be secured by a bill or joint reso
lution, which requires only a majority
vote.
President McKinley is in favor of an
nexation, and now that he has returned
to the city it is expected his influence wiii
count for something on the confirmative
side. Mr. McKinley does not think it a
proper prerogative of the executive to at
tempt to dragoon congress into compliance
with his will, but in a quiet way his ad
vocacy of the scheme and his talks with
senators and members who call on him
are sure to' produce some effect.

thac tiie "president; is very earnest in his
desire to take in Hawaii. The president’s
view is that if we annex the islands we
shall save ourselves a good deal of trouble,
for he believes it to lie true that unless
we take them under our wing Japan oi
Germany <sr Russia will endeavor to de
so, and it has for many years been the de
clared policy of this government not to
permit the Hawaiityi Islands to tall into
the hands of any other power.
The conditions are such, it is claimed,
that the republic now existing in the is
lands-cannct maintain itself,'and for se
curity will have to appeal to a strong pow
er. If the United States rejects the proffer,
then some other nation may be asked to
fly her flag nt Honolulu, and this the peo
ple of the United States would not like at
all. Here is -where we may save ourselves
trouble by meeting the issue boldly and
taking the islands, in the opinion of tl-.c
president.
Nicaragua Canal.
1 am also informed t hat President Mc-
Kinley is desirous cf starting the construc
tion of the Nicaragua canal during his ad
ministration and that he will soon avail
himself of an opportunity to make some
strong recommendations to congress on
this subject. This opportunity will come
when he transmits to congress the report
of the Nicaragua canal surveying commis
sion, of which the president spoke briefly
in his message.
President McKinley, I leara on good
authority, believes the future safety of the
United States and the development of out
commerce require not only the annexation
of Hawaii, but the construction of the Ni
caragua canal. We should also get a foot
hold, at least to the extent of a coaling
and naval station, in the West Indies.
This in Mr. Blaine’s old idea—a chain oi
stations and direct communication across
the continent and part way across the seas
in the latitude of Central America and
Hawaii —and it was from Mr. Blaine that
President McKinley drew his inspiration.
Before the present winter is over the
president is likely to see both the Hawaiian
and the Nicaraguan parts of this big plan
for the future development of our country
well under way. WALTER WELLMAN.

LABOR MEN IN NASHVILLE.
DeoUion of the Supreme Coart la the
Chmo Soured.
• Nashville, Dec. 16. —The American
Federation of Labor met in adjourned
session. The committee on resolutions
introduced a resolution which had been
prepared and submitted by Delegate
W. E. Klapaseky of the Journeymen
Barbers’ International union, urging
the Federation of Labor to give its
earnest encouragement to the proposed
legislation in behalf of the union bar
bers of the country. The resolution was
discussed by several delegates and fi
nally referred to the state branches
without recommendation.
Delegate Elderkin offered a resolution
reciting that as the supreme court in
the decision of the Asago case held that
specific enforcements of’ contracts to
labor are not inhibited by the constitu
tion of the United States, the American
Federation of Labor appeals "to ail
lovers of their kind to watch for, and if
possible, prevent any legislation by any
state legislature, or by congress, which
shall in any way give force and effect
to the principle laid down in this de
cision.”
The resolution also urges upou con
gress "to biot from the present statutes
the provisions which now make this
principle enforcible upon seamen and
fishermen.” Resolution was adopted.
One of the most important reports of
the session was that of the special com
mittee on convict labor. It was tiie
sense of the committee that the em
ployment of convict labor should be
primarily for seif support, and at the
furtherest for the making of goods
which should be used in state insti
tutions.

Washington. Dec. 16.—The gift by
the Fifty-fourth congress to Represeu
tate James D. Richardson of Tennessee
of duplicate plates of the volumes oi
“Messages and Papers of the Pres:
dents,” which he is getting out by con
gressionul authority, seems likely tc
make him a rich man.
It may also lead to a congressional in
vestigation, as many members claim
that they voted for the sundry civil ap
propriation bill without knowing that
it contained tiie paragraph donating the
plates to Mr. Richardson.
F. B. Dickinson, the Detroit publisher,
recently offered 50 cents a volume for
the use of the plates. The offer was
refused. Mr. Dickinson’s agent says
that Mr. Richardson will not accept less
than $1 a volume, and that this figure
can be ootained from a New York firm.
The representatives of various pub
lishing firms, who have been here to ne
gotiate for the plates, declare that the
royalty profits to be derived by Mr.
Richardson will make him a multimil
lionaire in a few years.
They compute that every library in
the world and a large percentage of the
lawyers, historical students and col
lectors of books must have a copy. The
sales in 20 years are estimated at 500,-
000. The profit to Mr. Richardson, at
a royalty of $1 a volume, or sll a set.
would til us be $5,500,000.
Representative Richardson, when
seen, scouted the idea that he woii-d

plates.

SAVED FROM PIRACY.
Treasure Seekers to Solomon Islands Were
Led by a Buccaneer.
Former United States Consul Church
ill of Apia, who arrived at Victoria on
the steamer Aoraugi recently from Hon
olulu, brings news of the schooner So
phia Sutherland and the partyof 16
young men v, ho sailtd from han Fran
cisco come weeks ago in search of treas
ure on the Solomon islands.
Mr. Churchill says that he was in
strumental in putting an end to the
voyage and apprising the treasure seek
ers of the true character of the man w-ho
had led them to the south sea islands
This man is Captain Soiv_son, who, he
says, is an old pirate and desperado.
There is no truth in the captain’s'
story, Churchill says, that there is bid
den treasure on the Solomon islands.
He led a similar expedition from Aus
tralia ten years ago and afterward
transformed the schooner into a pirate
He was captured by a warship and im
prisoned for several years.
It was Canatin Sorenson's intention,
says Mr. Churchill, to transform the
Sutherland into a regular pirate, and,
after forcing the young men to do his
bidding, to prey upon the small boats
of the native tribes that ply between
the islands.-—New York Herald.
