PAYMENT OF TAXES

The office of Tax Collector V. T. San
ford is crowded these days.
He has been taking in fiom $5,000 to
SB,OOO daily for the last few days. Un'
less there is a tremendous rush it looks
like there will be several thousand execu
tions issued Monday.
There will be no days of grace for
state and courfty tax payers. Fi fas must
be issued on December 20th—no earlier,"
no later. The following ruling will set
tle the question:

Gainesville, Ga,:
Dear Sir:—l am in receipt of yours of
the 13th instant, requesting me to extend
the time of the tax collector of your
county for a settlement of his account
with the state. You say that he has
exercised extraordinary diligence in the
matter of the collection of these taxes,
but that it has been impossible for him
to make his collections sufficiently close
to settle within the time required by law,
and ask that he be given indulgence un
der the circumstances. I beg to say that
the law requiring tax collectors of -this
state to close their books on the 20th of
December of each year and to issue ex
ecution against all defaulters is manda
tory, and lam not authorized to grant
any days of grace in such cases.
The tax collector is required to issue
executions on the date above stated,
and it is vary questionable whether
' an execution issued on any other date
would be legal. Os course if it be
comes necessary I can indulge the tax
collector in .making his settlement
with this office, but. I have no autho
; ity to authorize him to defer issuing
executions against defaulters beyond
the time required by law for the is
suance of the same.

In many parts of Georgia protests
are being made against the issuance
of executions or the date named and
the strongest of these is from tbe
Forsyth Chronicle as follows:
To force the sale of property under
the present conditions will be the
most inexcusable and unjustifiable
tyranny and oppression, The
i troller and his advisers may say that
I they are requirred to collect the taxes
to meet the maturing obligations of
the state and pay current expenses.
It may be true that the state needs
money, but the wiser and more liberrl
policy would be to meet this emer
gency by borrowing the money. The
people will suffer less financial loss by
paying interest on sufficient loans to
cover the necessities of the state than
to have their property forced to sale
at|a ruinous sacrifice. If it should be
said these officers have no such au
thority, the reply is, the legislature
is in session and can at once give the
needed relief.
There is a grevious misapprehension
on the part of many people in this
county, and especially among well fed
and paid officers as to the real finan
cial condition of the agricultural
classes. Ths people have no money
and the majority have been unable to
pay up the debts contracted tbe pres
ent year, and especially the farmers.
It will be cruel, heartless and ungod
ly to sacrifice tbe small amounts of
property they own when they can be
protected. In behalf of the farmers
of Georgia, the burden bearers and
“he rers of wood,” we demand relief
by an extension of time within which
to pay taxes until the 15th of May, by
which time they can procure the
money from the banks and discharge
their tax obligations.
The picture is not overdrawn nor
the necessities exaggerated.

in The Ladies’ Home Journal, decrying
the unpleasant habit many people have
of discussing their bodily ills. “It is
enough for us all to keep well ourselves.
To be compelled to listen to the ail
ments of others does not make that task
any easier. Besides all this, these un
necessary narratives of personal ail
ments are positively injurious to our
selves. Physicians all.agree that many
of the slight illnesses, of which some
people make so much, could be cured if
they would but take their minds from
themselves. Too many people work
themselves into illnesses or prevent
themselves from getting well by talking
about a petty ailment which, if forgot
ten, would right itself.
“I will not say that women, more
than men, are prone to this- evil, but
as the majority of women have more
leisure than the majority of men they
are more likely to let their minds dwell
upon every little ill that assails them

cian in this city, says the Toledo Blade:

Von Moltke.
Von Moltke was originally an officer
in the Danish army. At the age of 9
‘ years he was entered as a royal cadet—
i. e., he was to be educated at the ex
pense of the king, Frederick VI, in the
Copenhagen Military academy and,
having takenhis examinations, he wore
the Danish uniform until he, as a sub
lieutenant at the age of 27, petitioned
the king for three years’ leave to pro
ceed to the continent to study the mil
itary art, as he says in his petition, “to
be able on his return to employ his ac
quirements for the good of his country. ”
This petition was granted, but the count
also asked to be allowed to retain his
pay, and as the king refused this he
took his discharge and entered the Prus
sian army, a recruit whom that organi
zation has every reason to hold in en
during memory.

Preparations Under Way For Celebrating
the Event In Rome.
On January the 19th tbe birthday
of Gen. Robert E. Lee will be appro
priately celebrated in Rome.
The Confederate veterans and the
Daughters of the Confederacy will
unite in making it a most memorable
occasion.
The memorial services will be held
in the court house, and it is the wish
of those interested to have every
farmer in Floyd county to come and
bring his family, and especially his
children. The public schools and
Shorter college will be dismissed and
be present.
It is probable that Judge Howard
Van Epps, the distinguished Atlanta
jurist and orator "will be invited to
make the leading address.

What the Jackson Argus Says of the
Present Presiding Eide. .
Rev. J. A. Bakes is now presiding
elder over the Rome circuit. He
served the church of this place three
years, as pastor, and all our people
are very glad to know of his promo
tion.
While there are many good arid
able men in the North Georgia Con
ference, there is not a better one than
J. H. Eakes. He is as loyal the
Master’s cause as the best man in the
world can be, for he loyalty itself.
Though young, the average man can
.tell in a few hours after “rubbing up
against him,” that God has blessed
him with ten talents, and he has them
out at use? We believe such men as
Presiding Elder Eakes are a great

SCHOOLS DISMISSED.
White and Col.-red Public Schools Will
Have Holiday For Two W’eek-s.
Now for two weeks of fun and frolic
among about 1,200 white and. colored
school children of Rome.
Both the white and colored schools
were dismissed yesterday afternoon
for the holidays, and will have vaca
tion until Monday, January 2. The
past session there we;e about seven
hundred pupils in the white school,
and'some five hundren it the colored.
The term just concluded has been
altogether one of the most satisfactory
of Rome’s public school. Capt. W.
H. Steele, secretary of the board of
trustees, said yesterday:
“We are very much gratified with
the work accomplished.
‘‘There has been no friction in the
workings of the school, no trouble of
of any nature whatever. The discip
line is perfect, and teachers and pupils
have been earnest and conscientious.
This is true of both the white and col
ored school. ”
Owing to the fact that Christmas
comes on Saturday this year the
school is out sooner than for some
years past. It was a wise move to
dismiss so soon, for had it been post
poned until next Friday very little
work would have been accomplished
the coming week. .
The major portion of the past week
has been spent in examinations, and
those whose papers show the re
quired proficiency will be promoted to
higher grades on January 2nd, 1898.

The comptroller-general of Georgia
has given me positive instructions to
close the tax books December 20, and
I must and will comply with the in
structions. No special favors can be
extended to any one, and this applies
to all alike.
If you don’t pay before the 20th,
executions will be issued. I hope all
will heed this notice and save them
selves money and annoyance. In or
der tc accommodate the working peo
ple and public generally I will remain
in my office at the court house until 9
o’clock at night from now until the
night of the 20th.
