LIBERALWITHITSELF The Unitea States Senate Lavish In Its Expenditures. COSTS OYER A MILLION A YEAR The Item of Salaries Is a Comparatively Small One-Mileage, Employees and the Contingent Fund. WASHINGTON, Dec. 29.—[Special ]—The United States senate Is not a parsimonious concern when it conjcs to expenditures for Itself. I have seen a good deal of the par liamentary bodies of the world, and there is nothing in Europe that equals our sen ate for genuine, lavish luxurioiisness. The senate occupies a greater number of rooms, with a larger aggregate floor space, and employs a greater number of clerks and assistants than any other legislative body in the world approximating it in size. It is a remarkable fact that the sal aries of senators form only a little more than one-third of the actual expense. The cost of running the senate during the last fiscal year was just 11,214,823.50. Os this sum only $440,000 was paid out for salaries of the senators themselves. What became of the remainder, the snug sum of $775,000, or more than $2,000 a day for every day in tho year, Sundays includ ed? The Matter of Mileage. For answer to this interesting question turn to the official figures on file in the office of the secretary of the senate. From there it is learned that $86,000 was paid out for mileage of senators,or almost SI,OOO to each senator, under the absurd old law which allows each of them 10 cents a mile for transfer to and from Washington. This allowance is given for each session of con gress, and as the present congress will have three sessions that means six trips for each senator, at 10 cents a mile, from his home to the national capital, although a majority of the statesmen ride on railway passes. Other items of expense in the grand to tal are: Salary of the vice president, SB,- 000; salaries of officers, clerks, etc., $458,- 935; one month’s extra pay to officers and employees (how generous the senate is!), $47,027; salaries of capltol police, $26,011, and contingent expenses, $148,336. In other words, each senator costs the people in round figures as follows per year: His salary $5,000 His travel to and fro 1,000 People to wait on him 5,653 Policemen to guard him. 300 His miscellaneous expenses as a senator. 1,650 Total cost of each senatorsl3,6oo Whether or not the senators are worth what they cost is for tho people who hire them to say. My opinion is that some of them are worth a great deal more than they cost and some of them a great deal less. It may seem surprising that it requires almost SB,OOO a week the year through whether the senate is in session or not to pay the salaries of the officers and clerks and employees of the senate. But look at the number of them I Senate Employees. To attend to the affairs of the senate there are employed a secretary, a chief clerk, a principal clerk, a financial clerk, a minute and journal clerk, an enrolling clerk, as assistant financial clerk, a read ing clerk, a librarian, an assistant libra rian, 11 clerks not classified, a keeper of the stationery, with two assistants, a sec retary and messenger to the president of the senate, a telegraph operator, a tele graph page, a chaplain, a clerk to printing records, a eergeant-at arms, his clerk, an assistant doorkeeper, his assistant, a post master, his assistant, 7 mail carriers, 4 riding pages, with horses, a superintend ent of documents, with 5 assistants, a su perintendent of folding room, with 4 as sistants, a chief engineer and 3 assistant engineers, 3 elevator conductors, 2 ma chinists, an upholsterer and locksmith, 2 carpenters, 2 telephone operators, a keeper of the bath, a keeper of the stables, 4 hos tlers and a wagon master. This is only a start. There are 65 olerks to committees and 3 assistant olerks, and as a few of the 89 or 90 senators are thus left without a committee clerk to attend to their personal affairs 29 senators are provided with a personal clerk at the ex pense of the government. Then there are messengers to committees and laborers and folders and firemen galore, besides the 15 or 20 bright page boys who flit about the floor of the senate. So it is not difficult to see where the $505,000 a year for em ployees goes to. Contingent Expenses. And how does the senate manage to spend $3,000 a week in contingent ex penses? Easily enough. Last year it cost more than $22,000 to provide the senators with stationery and similar supplies. Horses and wagons cost $5,000. Fuel for heating the senate cost $9,000. Purchase, repairing and cleaning furniture cost $6,- 000. To fold the “documents,” otherwise speeches designed for constituents, cost more than $14,000. The packing boxes which are made like trunks by the carpen ters down in the basement of the capitol, and which the statesmen use in shipping books and other things to their homes, cost SI,OOO for material alone. The ex penses of special committees which go out making investigations were SIO,OOO last year. The railroad tracks originally ran along close to the water’s edge, but for years the companies have been filling in the lake uutil large tracts of lane have been created. Six Injured In a Wreck. Chicago, Dec. 29. —Six men were in jured by the derailment of an engine m the Chicago, Hammond and Western railroad. The accident occurred at Sail Creek, 2 miles uorth of LaGrange, Ills. Postmaster Barker was installed before day in office here after an all night vigil in the poetoffice. The inspectors arrived and overhauled the accounts of the office and found them correct. They took possession aud (wore in P. D. Barker aud the employes on arrival. Two of the employes re fused to take oath to the new postmaster and were suspended. Colonel Rupier. who claims to hold office by virtue of section 3830 of the revised statutes, which law requires that removals before expiration of term must be ■by the advice and consent of the senate, sued out a writ of injunc tion in the United States circuit court before Judge Tou.min. The plea was that Barker was not ami is not postmaster, because Rapier has not been legally removed, Barker’s name not being sent to the senate. Ra pier a-ked that Barker be enjoined from interfering with him in the discharge of his duties as postmaster of Mobile. Judge Totdmiu refused to graut tbs injunction. Anniston, Ala., Dec. 29.—The ques tion of holding a good roads convention in this city on Feb. 16 and 17, next, is being extensively discussed by the press of Alabama, and by the mayors of cities, probate judges and other inter ested parties, aud it promises to be one of the largest attended and most en thusiastic meetings ever held in this city or state. The Louisville and Nashville, Mobile and Birmingham and the Southern rail roads have signified tneir intention o. giving free transportation to all dele gates to the convention, and F. M Hight, mayor of Anniston; Emmett F. Crook, judge of probate, and Howard W. Sexton, president of the Commer cial club have issued n call for' a con veutiou to be held in this city on Feb 16 mid 17, next. Locke, a prominent Memphis business man, lost his life near Jasper, Ala, in a mysterious manner. Locke secured a birth in a Pullman sleeper attached to the Kansal City, Memphis and Birmingham rail road train which left Memphis at 9 p, m , and asked to be awakened at Jasper. The conductor at the proper time wen I to Locke’s berth but found nopasseuger. Subsequently a freight train came along and found the remains of the missing man on a trestle.
