The following very interesting com munication was printed in yesterday’s Constitution: Editor Constitution: —The Chatta nooga chamber of commerce having seen that the laws of Georgia, its constitution and cheap taxes are caus ing its own people to put up factories just across the Georgia line, in Geor gia. at Rossville, has appointed a spe cial committee which has reported to that body, among other things, tjiat our taxes are higher than the real tax - levyhas been. The taxes in Walker county since the war have never ex ceeded for state and county more than sl.lO on the SIOO, and that for only one year, levied to rebuild the court house. No other tax for any other year has exceeded 82 cents on the SIOO. The tax for 1895 was 70 cents, the tax | for 1896 was 72 cents and for 1897 82 ' cents. The chamber of commerce dodged the question, but can't fool people who want to make investments in manufacturing. Its railroad system and river will make it a great city in time, but when the people of Ten nessee, who have not had a constitu tional convention since 1870, voted * down the calling of another convention > last July, people who wanted to man ufacture at Chattanooga or to enlarge their present factories, who have seen millions of dollars pass right over Ten nessessee to go to Georgia, Alabama, South Carolina and North Carolina to * manufacture cotton especially, began to get readyjand are moving to the nearest place in Georgia where they can be on the Chattanooga Belt railroad line, where they can get Chattanooga rates, on all * freights and get the Georgia laws to live under. That committee won’t deny that every new cotton mill and almost every other new ractory which has been located or talked about since the constitutional convention was defeated, has been locat ed at Kensington, Ga., Chickamauga, Ga.,.and Rossville. Ga. Rossville has no fight with Chattanooga Our interests are identified. We have the Georgia law, the Georgia constitution, the Georgia jury system, the Georgia courts to hold out as an inducement to • manufactories to locate at Rossville with in four miles of the Chattanooga, where we can offer them the same freight rates and every other facility that they cau get in Chattanooga. Order Making The Announcements Issued in Atlanta Wednesday. Several important changes will occur in the management of the Southern BatnrdayJJanuary Ist, 1898. The order as issued is as follows: ' ‘General Order No. 8: “Effective January 1,1898. the offices of mechanical engineer, general superin tendent, superintendent of transporta t on, general storekeeper and fuel agent will be abolished and the chief en gineer will be relieved of the charge of maintenance of way. ' The State Troops Will Go to Cliicka ' uoauga Next May. > The Rome military boys will be in terested in learning that there will be no encampment at Griffin next year. - This seems au assured fact. But there will be something more in store for i the military boys—at least something > more in the nature of real military - duty. i The adjutant general, it is said, has 9 about decided upon the plan to order , the soldiers of the state, early in May, to Chickamauga for five days. There is no doubt but that the ad jutant general has this plan in mind, though it may be changed before the t time arrives, but that is not probable. The plan of the state authorities is to 1 make the encampment this year more 1 like actual duty than has ever been » known to the state troops in any of the encampments heretofore. All of the troops will be ordered to Chickamauga, and when they retire at night it will be without any idea of what 1 they will be expected to do on the fol lowing morning. The officer of the d .y will issue orders r just as he would do in actual field duty. Dec. 30.—As the result of an order issued by the executive com mittee of the miners’ unions of northern Colorado, calling upon the men to de mand higher wages or strike, the Reed Coal Mining company has closed down its two mines at Louisville, throwing between 200 and 390 men out of em ployment. The stand taken by the Reed company will probably be followed by the other companies operating in northern Colo rado aud all the miners in the district wiil be thrown out of employment. New England Man Who Recently Moved I South Talks. A new England cot o manufacturer 1 who recently moved his mill ma i cbinery from Maine to Georgia, says J of southern labor: “Our labor comes ' Pom the native white people, who are i intelligent and quick to learn. We ' have taken many of them into the ' mill as green hands, but have no dis- 1 Acuity in quickly teaching them. ' They are, in my estimation, superior ' to much of the labor now employed in ' New England, and give conscientious I and faithful attention to their duties They a'e entirely satisfied with their 1 wages, and labor unions and strikes - have no charms for them. ” As to the ; question of profit he says: "I am aware of the value of improved ma chinery, but in spite of the fact that I brought the machinery of the Dixie mill with me from the north, lam satisfied with the results, estimate that the change of location amounts to 33 13 percent, in my ffivor, from a financial standpoint. The climate, cheapness of raw material and labor, fuel and freight rates, have ail con tributed to this change. We enjoy the same rates to the northern mar kets as manufacturers in Atlanta and other large cities. If the mill were equipped with improved machinery the change would amount to at least 40 ner cent, and over instead of one third.” As yet the south has made but little effort or progress in the manufac ture of the finer grades of cotton goods, but the manufacturer above quoted says: **The advantages of the south are such that it must become the centre of production for both coarse and fine goods. The Northern manufacturers also are handicapped by the labor conditions and encoun ter obstacles from this cause which are practically unknown in the south. While much of the original labor in New England consisted of natives of that vicinity, the proportion of for eigners is now very large; in fact,many of the mill-owners are obliged to have notices to employes printed in four or five languages, such is the diversity of nationalities. They are restless and unreliable in many instances.” Besides the cheapness of coal and labor the favorable climate and the nearness to the raw material are the chief advantages the south has over the north in cotton manufacturing. Dur rant, mother and father of Theodore Durrant, have brought suit for slandef against ex-Juror timyth aud demand $50,000 damages from him. The com plaint was sworn to by Mr. Durrani. General John H. Dickinson and W. W. Foote are the attorneys representing the Durrants in the litigation. The suil grows out of remarks made by Smyth about Durrant, whom he accused of be ing a moral monster.
