It is only fair to add that these highly paid embassadors of European countries devote conscientiously all the money which they receive from the state to the purpose for which it is granted, many of them, indeed, dipping heavily into whatever private resources they may happen to possess. As a rule Boer ideas of remuneration are not particularly extravagant, the president himself receiving but $20,000 a year. Dr. Loyds is one of a -body of six who form the executive government of the Transvaal, and he is the only non- Afrikander on that executive. He is a native of Java and was educated in Hol land. He studied law at the Amsterdam university, where he was graduated in 1884. During that year President Kruger visited Europe and offered the position of Attorney general of his republic to the young solicitor. After some hesitation Dr. Leyds accepted the post and re moved to Pretoria. In 1888 he was elected secretary of state by the volks raad and was re-elected in 1892 and 1896, the term being four years. Dr. Leyds is about 40 years old and is de scribed as a person of nervous but ur bane manner and a pleasant voice. It was a vexed question in 1890 whether the Pilcomayo river, which flows for hundreds of miles from the Bolivian Andes to the Paraguay, might be used as a commercial highway from Bolivia to the ocean. Our countryman, Captain Page, settled this question so conclusively that no further effort to utilize the Pilcomayo is likely to be made, and in this work, that cost him his life, for he died of his privations after being hemmed in for months by hostile Indians, he devised a plan for ' steaming up river when the water was so low that his vessel was stuck in the mud. He was determined to go still farther, though his little steamer, which drew only 18 inches, rested on the river bottom, so behind the boat he threw up an embankment of earth clear across the channel, backed it with palm trunks and brushwood, and before long the water had risen a couple of feet, and the little Bolivia was able to go on her way four miles before she stuck again. Then another dam was built, and this process was repeated seven times, and with the aid of the dams the vessel advanced about 85 miles above the highest point she could reach at the natural low water stage.—Harper's Round Table. I think that the sorrows of a child less wife in India are not nearly so great as Mrs. Steel describes them to be, simply because of that “curious res ignation, that impressive acquiescence, which, ” she says, “does more to separate east from west than all the seas which lie between England and India, ” and be cause, even if the barrenness of the first wife necessitates the marrying of a second (with a view to the future per formance of religious rites), there can be no jealousy between the two, for to them “marriage has for its object the preservation of the hearth fire, not the fire of passion, and the jealousy which is a virtue to the civilized is a crime to these barbarians.” Mrs. Steel, I fear, has also fallen into the common error (it would have been a marvel had she not) of assuming that every graduate of an Indian university is a prig. The Indian graduate is also the pet aversion of Mr. Rudyard Kipling. But both are wrong in their assumptions. P., and it is in the interest of his hobby that he is now visiting Washington. It wsß his resolution which passed the house of commons strongly approving tho plan of a treaty between Great Britain and the United-States, and’he has strong hopes of the success of the project, with similar treaties between all the leading nations of the world as an ultimate pos sibility. Mr. Cremer visited Washington ten years ago in company with Sir Lyon Playfair and other distinguished mem bers of parliament and presented a me morial signed by many members of the house of commons favorable to an arbi- - wk iO. TVnAAfM CREMER. tration treaty. Three years ago he again came here and presented to President Cleveland and congress a memorial signed by 354 members of the house of oommops. These steps served as the moral force to quicken the two governments to ac tion, and out of it came the notable Ol ney-Pauncefote treaty, in which for the first time the two English speaking na tions agreed to settle by arbitration such differences as diplomacy failed to ad just. That treaty was defeated in the senate. Mr. Cremer is now here to urge that a similar treaty be introduced in the senate this winter and bears with him a memorial signed by 7,000 representa tives of industrial organizations in Great Britain who are favorable to the project.
