abroad he' must necessarily, "with his
$17,000 salary, convey to the people
among whom he is sent to reside a less
powerful impression of the prestige and
of the grandeur of his native land than
his fellow embassadors.
It is only fair to add that these highly
paid embassadors of European countries
devote conscientiously all the money
which they receive from the state to
the purpose for which it is granted,
many of them, indeed, dipping heavily
into whatever private resources they
may happen to possess.
As a rule Boer ideas of remuneration
are not particularly extravagant, the
president himself receiving but $20,000
a year. Dr. Loyds is one of a -body of
six who form the executive government
of the Transvaal, and he is the only non-
Afrikander on that executive. He is a
native of Java and was educated in Hol
land. He studied law at the Amsterdam
university, where he was graduated in
1884.
During that year President Kruger
visited Europe and offered the position
of Attorney general of his republic to the
young solicitor. After some hesitation
Dr. Leyds accepted the post and re
moved to Pretoria. In 1888 he was
elected secretary of state by the volks
raad and was re-elected in 1892 and
1896, the term being four years. Dr.
Leyds is about 40 years old and is de
scribed as a person of nervous but ur
bane manner and a pleasant voice.

Floating Up a River.
It was a vexed question in 1890
whether the Pilcomayo river, which
flows for hundreds of miles from the
Bolivian Andes to the Paraguay, might
be used as a commercial highway from
Bolivia to the ocean. Our countryman,
Captain Page, settled this question so
conclusively that no further effort to
utilize the Pilcomayo is likely to be
made, and in this work, that cost him
his life, for he died of his privations
after being hemmed in for months by
hostile Indians, he devised a plan for
' steaming up river when the water was
so low that his vessel was stuck in the
mud. He was determined to go still
farther, though his little steamer,
which drew only 18 inches, rested on
the river bottom, so behind the boat he
threw up an embankment of earth clear
across the channel, backed it with palm
trunks and brushwood, and before long
the water had risen a couple of feet,
and the little Bolivia was able to go on
her way four miles before she stuck
again. Then another dam was built,
and this process was repeated seven
times, and with the aid of the dams the
vessel advanced about 85 miles above
the highest point she could reach at the
natural low water stage.—Harper's

Graduates of Indian Universities.
I think that the sorrows of a child
less wife in India are not nearly so
great as Mrs. Steel describes them to
be, simply because of that “curious res
ignation, that impressive acquiescence,
which, ” she says, “does more to separate
east from west than all the seas which
lie between England and India, ” and be
cause, even if the barrenness of the
first wife necessitates the marrying of a
second (with a view to the future per
formance of religious rites), there can
be no jealousy between the two, for to
them “marriage has for its object the
preservation of the hearth fire, not the
fire of passion, and the jealousy which
is a virtue to the civilized is a crime to
these barbarians.” Mrs. Steel, I fear,
has also fallen into the common error
(it would have been a marvel had she
not) of assuming that every graduate of
an Indian university is a prig.
The Indian graduate is also the pet
aversion of Mr. Rudyard Kipling. But
both are wrong in their assumptions. In
the discharge of my academical duties,
not so very long ago, I came daily into
contact with more than 700 undergrad
uates of the Calcutta university, and I
did not notice in them as a class any
particular;, anything which
would that respect,

came here and presented to President
Cleveland and congress a memorial
signed by 354 members of the house of
oommops.
These steps served as the moral force
to quicken the two governments to ac
tion, and out of it came the notable Ol
ney-Pauncefote treaty, in which for the
first time the two English speaking na
tions agreed to settle by arbitration such
differences as diplomacy failed to ad
just. That treaty was defeated in the
senate.
Mr. Cremer is now here to urge that
a similar treaty be introduced in the
senate this winter and bears with him a
memorial signed by 7,000 representa
tives of industrial organizations in
Great Britain who are favorable to the
project.

shall be at such price as the subscribers and the
corporation may agree upon. In the conduct of
the business ot the copoi ation no office or agent
shall have ths power to make contracts for said
corporation, or incur debt without the written
instruction or approval of its president.
Petitioners pray for said corporation the right
to own, hold, use, buy, sell and lease real estate
or any right therein, to erect buildings add
machinery thereon, to buy sad sell such person
alty as may be necessary or convenient for said
bneiness. To borrow money, and issue bonds
therefor and secure the same by mortgage or
trust deed, upon any or all property of the cotn
pa“y ’ .
The right is desired to make such contracts as
may be necessary and proper for the conduct
ing of said business, and to have such other
powers as are incidental to all corporations.
Incorporation is deeired for the term of
twenty years with the privilege of renewal at the
expiration ot said term.

Public Sale of Valuable Land
GEORGIA, Floyd County.
Whereas, on the Ist day of November, 1892,
Joseph L. Smalley executed and delivered to
the Security Investment Company his deed,
under sections. Nos. 1969,1970,1971 of the Code
of Georgia, 1882, to the lands hereinafter describ
ed for the purpose of securing a debt referred to
in said deed which deed is recorded in the
clerk’s office of Floyd superior court in book U
U of deeds, page 212.
And whereas, In said deed said Smalley gave
said company the power to sell said lands in cue
of default in the prompt payment at maturity
of interest or principal of said debt.
Now. therefore, by virtue of tbe power so vest
ed in the undersigned, which is more accurate
ly shown by reference to said deed, The Secur
ity Investment Company will sell at public out
cry to the highest bidder, for cash, on the first
Tuesday in January, 1893, during the legal hours
of sale, before the Floyd county courthouse
door at Rome, Ga.. the lands described tn the
aforesaid deed, t -wit :
One farm lying in the twenty-fourth (24th)
district and third (3rd) section of Floyd county,
Georgia, comprising land lot number two hun
dred and seventy-seven (No. 277) except one (1)
acre sold off of northeast c rner: also seventy
nine (79) acres on west side of number two hun
dred and eighty four (No. 284), said farm Con
taining two hundred and thirty-eight (288)
acres, more or less, and being the same formerly
owned by A*. J. Salmon.
The said deed flist above mentioned was ex
ecuted and delivered to eecute the payment ot
two certain promissory notes for the sum of
•450 each and the interet coupons attached
thereto, all of said notes dated Nov. 1,1892, and
the principal debt bearing interest at the rate of
eight per cent, per annum.
The said principal debt aforesaid is now due
by the terms thereof, end so declared to be due
for default In payment of principal and interest
due Nov. 1,1897. The total amount of principal,
interest and advertising cost that will be due on
said debt on the first Tuesday in January, 1898,
is $1,009.53. Fee simple titles will be made to
the purchaser at said sale and the proceeds of
such sale will be applied first, to the payment of
said debt with interest and attorney fees and
expenses of this proceeding, and the remainder,
if any, will be paid over to said Joseph L.
Smalley or bis legal representative.
