cently selected as Vidalia
High School’s winner of
The Heisman® High School
Scholarship, which is pre
sented by Acceptance Insur
ance®. Owens, a senior soc
cer and basketball player for
the Indians, received the
honor in November and
then had his name submit
ted to compete for over
$13,000 in scholarships at
the state and national level.
The Heisman® High
School Scholarship was cre
ated in 1994 through a part
nership between Wendy’s®
and The Heisman® Trophy
Trust, the program has lev
eraged the reputation of The
Heisman® Memorial Trophy
as a symbol of great ability
combined with diligence,
perseverance, and hard
work.

implied given. Toombs County reserves the right to reject any and all bids, re
advertise the bids, and waive technicalities/administrative errors (as defined by
Toombs County).

REQUEST FOR PROPOSALS
ENGINEERING GRANT SERVICES
Statements of qualifications and proposals are being requested from engineering firms with a strong
record in successfully assisting local governments with the implementation of Community Development
Block Grant (CDBG) programs. Responding firms should be technically qualified and licensed in the
State of Georgia to provide these services.
Plans are to contract for engineering preliminary design services required for a potential FY2022 CDBG
project and, if funded, for engineering/architectural services for the implementation of the project. The
purpose of the project is to provide Improvements of storm and flood drainage.
Information which should be submitted for our evaluation is as follows:
1) History of firm and resources
2) CDBG/EIP/RDF experience, including other DCA grant programs
3) Key personnel/qualifications
4) Current workload
5) Scope and level of service proposed
6) Experience with similar projects and list of references
7) Fees and/or Percentages (if any) associated with the Preliminary Engineering Report (PER)
for the application, and Design and Construction Management Services, if the project is
funded. The draft PER would be needed no later than February 28, 2022.
8) Errors and Omissions Insurance
9) Statement of Qualifications Form
10) Section 3 Certification Form (Only Submit with your Proposal if you are claiming Section 3
Status.)
All contracts are subject to Federal and State contract provisions prescribed by the Georgia Department
of Community Affairs. This project is covered under the requirements of Section 3 of the HUD Act of
1968, as amended and Section 3 Business Concerns are encouraged to apply.
The City of Mt. Vernon also abides by the following laws as they pertain to HUD Assisted Projects: Title
VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974,
Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and
Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II
of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968.
Interested parties should request copies of the Statement of Qualifications Form and Section 3 Solicita
tion Package prior to preparing and submitting their proposal. Proposals should be received no later than
5:00 PM on January 17, 2022. Proposals received after the above date and time may not be considered.
We reserve the right to accept or reject any and all proposals and to waive informalities in the proposal

Both the Toombs
County High School boys
and girls basketball teams
won one game apiece last
week. TCHS was at Jeff Da
vis on Tuesday traveled to
Swainsboro on Friday and
finished the week as they
hosted Montgomery
County on Saturday.
Girls vs. JD
The Lady Bulldogs
won a close game over Jeff
Davis on Tuesday. Toombs
led early 5-2, and then were
on top 23-16 in the second
quarter. In the third Jeff Da
vis had closed the lead to
29-28, and then took a 30-
29 lead over Toombs.
TCHS kept battling
and went back ahead 42-41
late in the game and held on
for a 45-42 victory.
Boys vs. JD
In the boys game JD
was up 15-12 at the end of
the first and they led 30-23
at halftime. In the third JD
outscored Toombs 24-13
to take a 54-36 lead in to
the fourth. Jeff Davis got
the win 65-51 over Toombs.
TCHS was led by
Brantley Upshaw with 18
points, and Dominic Eason
added 12 in the win.
Girls vs. Swainsboro
The Lady Bulldogs fell
in a blowout to Swainsboro.
The score was 24-5 at the
end of the first and the Lady
Tigers were on top 52-10 at
halftime. Swainsboro took
the win over Toombs 75-
19.
Boys vs. Swainsboro
It was a tough day at
Swainsboro on Friday for
the Bulldogs. It was 11-3 at
the end of the first with the
Tigers already in control of
this game. They increased
their lead to 27-9 at half
time, and were on top 48-
18 at the end of the third
period.
By the end of the game
the score was 61-31 with
Swainsboro taking the win.
Toombs was led by DJ
McKinney with 10 points.
Girls vs. Montgomery
The second and third
quarter of this game were
the deciding factor as
MCHS well outscored the
Lady Bulldogs. The game
was tied 11-11 at the end of
the first, but in the second
the Eagles took over as they
took a 23-12 lead in to half
time.
MCHS pulled away in
the third to hold a 44-15
lead heading to the fourth.
MCHS went on to win the
game 57-33.
Boys vs. Toombs
The Bulldogs handed
the Eagles a loss. Toombs
was on top by only two
points at the end of the first,
12-10, but in the second
they increased their lead to
24-16.
TCHS extended that
lead to 37-27 by the end of
the third quarter, and the
Bulldogs got the win, 54-
39.
TCHS was led by Ea
son with 14 points, and
McKinney and Upshaw
each added 9 in the win.
This week the Bulldogs
will play Appling County
on Friday on the road with
the first game starting at
6:00 p.m.
