Dictionary
Dictionary Week is being
observed in Barrow County
through Friday as a total of
1,178 dictionaries will be
delivered to the schools this
year
This marks the seventh year
of the project.
The total includes both reg
ular and English/Hispanic dic
tionaries. Every third grader
will receive a dictionary since
dictionary skills are usually
introduced in third grade.
Sheila Hawthorne and the
Omicron Chapter of Delta
Kappa Gamma started the
program in Barrow County.
The project is sponsored by
local civic and school groups.

Upcoming public hearings in Barrow County
The following is a list of public hearings
scheduled for Barrow County. These meet
ings are open for citizens to attend:
Nov. 13
•The Barrow County Board of Appeals
will hold four hearings on Nov. 13 at 7
p.m. in the Barrow Administrative Building.
The four hearings are for variances at 992
Hancock Bridge Road, 1172 Finch Road,
Carl-Bethlehem Road and 986 Atlanta
Highway.
Nov. 18
•The City of Winder Planning Board will
hold three public hearings on Nov. 18 at
6 p.m. in the city council chambers of the
Winder Community Center. The hearings are
for: A conditional use permit for a daycare
center at 247 North Broad Street; a daycare
center at 160 West May Street; and for a
commercial rezoning at 128 Duke Street.
Nov. 20
• The Barrow County Planning Commission
will hold eight public hearings on Nov.
20 at 7 p.m. at the Barrow Administrative
Building.
Four of the hearings are for rezonings at:
457 Pleasant Hill Church Road NE; 334
Holsenbeck School Road; 177 Jefferson
Road; and at 934 Robertson Bridge Road.
Three of the hearings will be for special use
permits at: Highway 211 NW; 601 Hancock
Bridge Road; and Tom Miller Road and
Haymon Morris Road. A hearing will also
be held on the adoption of the county official
zoning map.
• The Town of Carl will hold a 2009 bud
get hearing on Nov. 20 at 7:15 p.m. at city
hall.
• The Braselton Zoning Board of Appeals
will hold a public hearing on Nov. 20 at 7
p.m. for a variance at 925 Highway 124.
Nov. 24
• The Braselton Planning Commission will
hold a public hearing on Nov. 24 at 7 p.m.
at the Municipal Building on an application
for annexation and rezoning at 487 & 507
Thompson Mill Road.
Nov. 25
•The Barrow County Board of
Commissioners will hold a public hearing
on Nov. 25 at 7 p.m. at the Administrative
Building on a rezoning request for a master
planned development.
Dec. 4
•The Braselton City Council will hold a
public hearing on Dec. 4 at 7 p.m. at the
Municipal Building on an application for
annexation and rezoning at 487 & 507
Thompson Mill Road.
Dec. 9
•The Barrow County Board of
Commissioners will hold a public hearing on
Dec. 9 at 7 p.m. to take action on items from
the Nov. 20 planning commission hearings.

Development to amend the future land use plan.
Braselton denies light industrial plans

The “Red Shirts” got what they wanted
— denial of industrial plans for a site on Ga.
Hwy. 124 in Barrow County.
In a 3-0 vote, the Braselton Town
Council denied a request by Don Panoz
and Fountainhead Development to amend the
future land use plan designation of 61.8 acres
from general commercial/business and high
density residential to light industrial/ware
house. Panoz is the founder of Chateau Elan.
Mayor Pat Graham, and council members
Dudley Ray and Richard Mayberry voted to
deny the request on Monday. Council member
Tony Funari excused himself from the public
hearing and vote, and council member Ralph
Richardson Jr. didn’t attend Monday's meet
ing.
The move followed a recommendation by
the town's planning commission to deny the
request.
More than 70 people from the Hoschton
Braselton Community Association packed
Thursday’s public hearing to oppose the pro
posal.
The non-profit group was dubbed the “Red
Shirts” after citizens wore red shirts to meet
ings in Barrow County in 2004 to oppose plans
for a distribution center next to a subdivision
on Hwy. 124.
Rick Matthews, president of the Hoschton
Braselton Community Association, said the
group supports growth that will attract people
to the area.
“We're not against growth, we're for quality
growth,” Matthews said on Thursday.
Edd Vanburen, a representative for Panoz,
said the site was designated for industrial use
in November 2007. For 20 years, the land was
earmarked for industrial use, he said.
“Light industrial would invite local, small
businesses to move to Braselton,” Vanburen
said.
Panoz Automotive Development Company
manufactures sports cars in a 250,000 square-
foot facility across the state highway from the
property.
The land is under contract and Panoz can't
speculate what companies would operate in the
proposed development, Vanburen said.
He added that neighbors bought their land
when the property was designated for light
industrial use.
In October 2007, a developer submitted
plans for 106,700 square feet for office and
commercial use on the property, along with
206 townhouses. The request was later with
drawn.
Matthews said the Hoschton Braselton
Community Association favored that propos
al.
“We think it was a perfect fit,” he said.
“That’s why we didn’t object to it.”
Neighbors support plans to keep the area des
ignated for commercial use, Matthews said.
One of those projects includes plans for
78-acre site near the intersection of Ga. Hwy.
211 and Hwy. 124 for 624,000 square feet of
retail space and a hotel.
The developer of that project also opposes
light industrial use next to the property, accord
ing to a letter given to town officials.
Mayor Pat Graham said Thursday that while
Panoz’s plans for the property are similar to the
auto manufacturing facility across the street,
the requested zoning designation would have
allowed distribution centers similar to those on
Hwy. 124, closer to downtown Braselton.
