Winder axing 2,000-3,000 voter names
Action could affect both city elections and county manager vote
By Susan Norman
snorman @ barrowjoumal. coin
In an unprecedented move that could dra
matically affect the outcome of both city and
county elections in November, Winder city
officials are challenging around 40 percent of
the town's registered voters’ eligibility to vote
in the upcoming city and county elections.
That’s around 2,100 city voters whose
names have been stricken from the list so far
and officials say the total number of challenges
by Winder could top 3,000 of the city’s 7,400
registered voters (see pages 12-13 for the list
of names being taken off as of Tuesday.)
Barrow County elections assistant Monica
Franklin said that to her knowledge the nearly

tions supervisor Sabrina Wall — Page 14A
3,000 challenges in a single year are the most
ever made by a Winder elections superinten
dent.
The lopping off of 40 percent of Winder’s
active voter list has large implications not
only for the outcomes of the contested may-
oral and council races, but also for the county
wide special election being held the same day
to determine the future role of the chairman of
the Barrow County Board of Commissioners.

Deadline to fix list is Oct. 11
By Susan Norman

Winder voters whose names were mistakenly taken off the city’s
voter list only have a few days to fix the problem.
Despite months of culling, as of Tuesday Winder’s list of chal
lenged registrations had not been finalized. And until the city
completes the list, the county elections office will not notify the
affected voters that their registrations are being challenged. Voters
only have until Oct. 11 to straighten out the matter.
Barrow County elections assistant Monica Franklin said she
hopes to get letters out by the end of this week to those affected.

DREAM COME TRUE
Ethan Antemie helped stain the deck of his new tree house, built in one day
as the result of a cooperative effort between the Make-A-Wish Foundation, the
Barrow County Builders Association, Scott Clack Construction, volunteers
from the Barrow County Detention Center, and scouts from two Girl Scout
troops. Zaxby’s, as corporate sponsor, paid for the materials, which Hill’s Ace
Hardware sold at cost. Casey’s Dogs and Zaxby’s provided the hungry work
crew with a hearty lunch. Photo by Lorin Sinn-Clark
Make-A-Wish helps give

A fter what seemed like months of
dreaming and drawing, it only
took about five hours for Ethan
Antemie’s Make-A-Wish Foundation wish
for a tree house in his back yard to come
true.
Early last Saturday morning, a work
crew from the Barrow County Builders
Association (BCBA), some volunteers
from the Barrow County Detention Center
(BCDC), Girl Scouts from Troops 11936
and 11980, and BCBA member Scott Clack
(plus his crew from Clack Construction)
descended on the Entemie family’s yard
and by 1 p.m. the tree house was built,
lunch (donated by Casey’s Dogs in Winder
and Zaxby’s) had been eaten and all there
was left to do was apply a finish coat of
stain.
“This has been really amazing,” said
Ethan’s mother, Gabi Antemie. “We are
just so thankful and excited about this.”

Yearwood walks out
of meeting once again
By Susan Norman
snorman @ barrowjoumal. com
For the second time in three months, chairman Danny
Yearwood walked out of a regularly scheduled meeting Tuesday
of the Barrow County Board of Commissioners to protest the
planned Nov. 8 vote on whether to have a county manager run
the day-to-day operations of the county government — rather
than the person in his position in January 2013.
“I’ve got to bow out of this because I do not support this,”
Yearwood said, as he was preparing to depart at 8:08 p.m.
“I don’t agree with anything that takes power away from the
people.”
It will be the voters who in November will make the decision
about whether to move to a county-manager form of govern
ment, but Yearwood believes the public will lose power if an
elected official is not running operations.
Yearwood turned over the meeting to chairman pro-tem Ben
Hendrix, who disclosed that Yearwood last week refused his
request to have the issue placed on Tuesday night’s meeting
agenda.
“The chairman denied me that right,” he said. “And the
chairman did not have the courtesy to advise me I was being
refused.”

Eberhart says Cooley
‘following him around’
Councilman residency hearing set Oct. 4
By Susan Norman
snorman @ barrowjoumal. com
The day after challenger Jim Cooley filed a formal chal
lenge of his Winder residency, councilman Charlie Eberhart
complained to the Barrow County Sheriff’s Office that Cooley
had been following him around the city. Eberhart did not file
a criminal complaint, but wanted the situation documented,
according to Deputy Nick Hansen’s Sept. 21 report.
Cooley had previously challenged Eberhart’s residency in
Winder. A hearing on the matter has been scheduled for 7 p.m.
Tuesday, Oct. 4.
The hearing will be conducted by the Barrow County Board
of Elections & Registration and will be held in a training room
at the county government’s administrative building at 233 E.
Broad St. Barrow County elections assistant Monica Franklin
has informed Cooley that, according to state law, he has the
burden of proving that Eberhart does not reside inside Winder’s
Ward 2.
