T he ongoing construction and
closure of parts of McNeal
Road have caused numerous com
plaints and headaches among resi
dents and businesses in the area, but
Winder mayor David Maynard con
tends the inconvenience will be worth
the effort when all is said and done.

temporary inconvenience to the busi
nesses and residents in the area will
be offset by the improvements to the
streets, sidewalks, street lights, water
mains and storm water system.”

Clean-up set
for April 22, 23
A Great American Clean-
Up will be held April 22 and
23 at the Jug Tavern Park
Pavilion Area.
Items accepted at no charge
will include paint, batteries,
scrap metal and wood, elec
tronics, eye glasses, televi
sions. monitors, prescription
drugs, oil, furniture, appli
ances (no freon), up to four
standard tires ($5 per tire for
more than four, tires must be
off rim).
The event will be from 8
a.m. until 5 p.m. on Friday,
April 22, and from 8 a.m.
until noon on Saturday, April
23.
The Clean-Up will be held
rain or shine, organizers said.

Rep. England believes
flyer issue is tied into
2016 re-election bid

Terry England is learning that even local polit-
icans with an extremely high approval rating can
become the targets of enemies, especially when it
comes to election time.
Barrow County’s popular
state representative, who was
recently named one of the
most 100 influential people
by Georgia Trend magazine,
has become the target of an
effort by a Norcross citizen
to cast doubt on his patrio
tism and even his personal
finances.
The flyers, which have been
distributed throughout Barrow
County, claims England sup
ports refugee resettlement into Georgia and that he
likes Islamic terrorists. The flyers, distributed by
Joe Newton, also takes England to task for suppos
edly defaulting on a farm loan.
England is facing a rare primary race in 2016
from opponent Lucretia Hughes of Winder. The
flyers, England said, and the race are connected.
“It is tied to the race,” England told the Barrow
Journal. “Ms. Hughes has been interviewed on at
least two occasions I have seen with Mr. Newton
in articles. Her husband, Lionel, was on the news
story putting the flyers on mailboxes last week as
well. I do not know if her campaign is paying for
the flyers or if Mr. Newton is paying for them him
self. I imagine since she is not mentioned on the
flyer, that Newton is the one paying and she and
her husband are involved in putting them out. The
videos I have watched of her at various meetings
show she is also saying basically the same things
that are contained on the flyers.”
The flyers have contained England’s home
address, something which he has demanded be
removed. Newton has reportedly said he will not
remove the address per advice of his attorney.
England said he will take whatever steps are nec
essary to see his address is removed.
“We have served notice to Mr. Newton of pos
sible legal action if he continues to distribute the
flyers with the language telling folks to come to
my house and tell me what they think of me,”
England said.

Former BCSO deputy faces several felony charges
Allegations arise after conduct during
transport of female prisoner to jail
The Georgia Bureau of
Investigation has charged former
Barrow County Sheriff’s Office
deputy William Stephenson
Mitchell, age 42, on Friday,
April 1, on two counts of sexual
assault against a person in custo
dy, one count of false statements
or writings, and one count of
violation of oath of public office.
All charges are felonies.
The felony charges stem from
an incident occurring March 12
when Mitchell was transport
ing a female in custody to the
Barrow County Jail.
On March 18, the Barrow
County Sheriff’s Office learned
of the allegations against the
former deputy. Barrow County
Sheriff Jud Smith contacted the
GBI on March 21 to investigate
the matter.
