criminal charges were pos
sible. Saunders was later
arrested on July 21 at his
Winder residence. The arrest
report indicates the incident
occurred from July 20,
2013, through July 19, 2016.
He was booked into the
Barrow County Detention
Center where he is being
held until receiving a bond.
There is a possibility of
additional charges as the
investigation continues.
Saunders has been exec
utive director of the orga
nization since 2012. The
23-year-old program was
previously known as the
Winder-Barrow Coalition
for Adult and Continuing
Education. It offers assis
tance for those taking GED
and English as a Second
Language courses.
There will be no inter
ruption in any adult literacy
classes, GED prep classes,
and classes for adults learn
ing English as a second lan
guage, according to Adult
Literacy Barrow chair Susan
Wages.

SAUNDERS
Saunders was born in
Tallassee, Ala., in 1947.
He moved to Auburn, Ala.,
in 1957 when his father
became associate dean of
the College of Education at
Auburn University.
Saunders graduated from
Auburn High School in
1965 and Auburn Univer
sity in 1970. He immedi
ately began a professional
education career in Hunts
ville, Ala., and was a teach
er, assistant principal, high
school principal and super
intendent in the Huntsville
City Schools for 28 years.
He received a doctorate of
education from the Univer
sity of Alabama in 1982.
Saunders came to Bar-
row County in 1998 after

"Just wanted to reiterate
that fact,” she added.
The proposed five-year
SPLOST is projected to raise
$56.6 million in revenue and
the county will use $11.32
million or 20 percent, for
their Level 2 project. The
remaining $45.28 million
will then be distributed to the
county and cities based upon
population as of the 2010
Census.
The projected amount for
Auburn is $4.35 million or
9.63 percent.
The proposed projects for
Auburn include: $2 million
for a municipal complex;
$700,000 for transportation
(roads, streets, bridges and
related facilities and equip
ment); $459,131 for parks
and recreation facilities and
equipment; $400,000 for
public safety facilities and
equipment; $300,000 for
public works facility debt
service; $250,000 for water
and sewer capital improve
ments and related facilities;
and $250,000 for storm water
facilities.
OTHER BUSINESS
In other business at the
July 21, work session meet
ing, the council:
•discussed the Fourth
Street road paving and street-
scapes project. The coun
cil received several bids on
the project ranging from
$442,000 to $661,000. In an
effort to negotiate with the
low bidder to bring the proj
ect within budget the curbs,
gutters and sidewalks were
removed and the low bidder,
ShepCo Paving, Alpharet
ta, presented a revised bid
of $289,307. Funding for
the project will include:
$182,172 in LMIG funds;
and $107,133 in SPLOST
funds for roads.

for a new on-officer body
camera and data storage sys
tem ranging in costs from
$12,999 to $50,795.

he became the superinten
dent of the Barrow County
School System in February
of that year. He announced
his retirement in February
2009 and stayed on until the
end of the 2010 school year,
when Wanda Creel became
the new superintendent.
He’s received several rec
ognitions over the years.
He was the 2008 Georgia
Superintendent of the Year
and the 2008 Barrow Coun
ty Chamber of Commerce’s
"Shining Star.” He received
the 2015 Certified Literary
Community Program Leader
of Distinction Award. Most
recently, he was named the
2016 Barbara Loar Award
Winner in a Certified Lit
erate Community Program.
He’s also been involved
in several civic organiza
tions in the area over the
years. He has served on the
Barrow County Chamber of
Commerce and was previ
ously Chamber chair. He is a
former Winder Rotary Club
president.
Saunders served on the
Barrow Regional Medical
Center board of trustees
beginning in 2005. He was
also president of the Wind
er-Barrow Boys and Girls
Club.
