Hoard to autograph reissued book this week Richard “Dickie” Hoard will be a the Jefferson Public Library Thursday night, Nov. 29, to sign copies of his reis sued book, “Alone Among the Living.” He will also be at Our Town Antiques in Commerce on Saturday, Dec. 1 from noon until 3 p.m. to autograph copies of the book. The book chronicles the events surrounding the mur der of Hoard’s father, Floyd “Fuzzy” Hoard in 1967. Hoard was solicitor of the Piedmont Judicial Circuit and was killed on the orders of a local criminal kingpin. The book was reissued this year for the 40 th anniversary of the infamous murder. OTHER BUSINESS In other business at the meeting, board members: •approved an amendment to the Unified Development Code to extend the Highway Corridor Overlay District. The amendment removed the 1920s architectural requirement and added a requirement for review by an architect. •approved a special use permit to allow a parcel of a master planned development on Tom Miller Road to be designated as a branch of the Winder-Barrow YMCA. Attorney John Stell, speaking on behalf of the applicants, said the recreation area would be a great benefit for the neighborhood and the Barrow county community. •approved a special use permit to allow construction of a 6,400 square foot telecommunications facility at 1385 Harmony Grove Church Road. The T-Mobile tower would not exceed 250 feet in height. Simon Marshall, speaking on behalf of the applicant, said T-Mobile has received numerous complaints about cell phone coverage in the area and is seeking to address those problems. •ratified a mediation agreement with the City Of Auburn to resolve issues relating to annexations and the provision of services. •approved the purchase of a 1,500 GPM stainless steel quint unit by Barrow County Fire and Emergency Services. The cost of the aerial apparatus will be $508,711. •appointed Sheree Schenck to the Keep Barrow Beautiful board. •authorized the display of his torical documents, including the Bill of Rights, the Declaration of Independence, Preamble to the Georgia Constitution, the Magna- Carta, the National Motto and the Ten Commandments. The display would be located at the Barrow County annex and would be funded through private donations. •tabled a request to rezone 57 acres on Loganville Hwy. as a mas ter planned development. •unanimously denied a request to rezone 1.94 acres at the intersec tion of Hog Mountain Road and Perkins Road from AR to C2 for the purpose of building a retail center with gasoline pumps. Neighboring property owner Joseph Cofer asked commissioners to deny the request saying the proposed buffer reduc tion from 50 feet to five feet would have a detrimental impact on his property. Applicant Jackie Kinlaw told commissioners it would not be economically feasible to construct the building with the variance. •approved a request to rezone 1.53 acres at 92 Giles Road in order to allow the property owner to cut a right of way for the property. •approved rezoning 4.5 acres at 852 Murphy Road to R-l for the purpose of establishing four resi dential lots. •approved the removal of a zon ing buffer for commercial prop erty located at the intersection of Holsenbeck School Road and Hwy. 11. •approved a request to reduce the required waiting period for rezoning the same piece of property in order to allow a less intensive rezoning for the property located at Midland Avenue and Hwy 8. The applicant, Ali Sims, is requesting the property be zoned C-2 instead of M-1. The funds will be used to recruit and train volunteer advocates for abused and neglected children in Banks, Barrow and Jackson counties. CASA gets Jackson EMC Foundation grant The Piedmont Court Appointed Special Advocate (CASA) Program — which trains and supervises community volunteer advocates for abused and neglect ed children in Juvenile Court proceedings in Banks, Barrow and Jackson counties — has been awarded a $8,145 grant by the Jackson EMC Foundation. Grant funds will be used to recruit and train 20 new vol unteer advocates by the end of June 2008 and hold four volun teer classes, with 30 hours of classroom time and 10 hours of courtroom observance for each advocate in training. Foundation grants are funded through the Operation Round Up program, to which 90 percent of Jackson EMC’s members con tribute. Participating members’ monthly electric bills are round ed up to the next dollar amount, an average of $6 per year. Since the beginning of the pro gram in 2005, more than $1.85 million has been awarded by the Jackson EMC Foundation since 2005, including 155 grants to organizations and 72 grants to individuals. Jackson EMC Foundation grants assist charitable and com munity organizations, as well as individuals. Any individual or organization in the coun ties served by Jackson EMC — Athens/Clarke, Banks, Barrow, Franklin, Gwinnett, Hall, Jackson, Lumpkin, Madison and Oglethorpe counties — may apply for a foundation grant. The Hoschton Police Department has referred vic tims to Peace Place, he said. Peace Place advocates are available to meet police officers and others in the community about domestic violence. Peace Place is seeking volunteers for its babysitter services, thrift store and shelter. Training is provided for volunteers working the hotline, Garrett said. The Peace Place Thrift Store, located in Arcade, was recently closed for a few weeks to re-organize the facility, Garrett said. The thrift store still needs donations and volunteers, she added. Peace Place receives some funding from the Georgia Department of Human Resources, but large ly depends on donations and fund-raisers, Garrett said. Hoschton has eight employees in the police department, one in gen eral government, one in the public works department, one in the plan ning department, and three in the water and sewer department. Donaldson said the city has saved money in recent years, when it stopped using consultants for plan ning and operating the wastewater treatment plant, and bringing those duties in-house. Gary questioned if the city could return some of those services to consultants. “My question is: Can we afford it and is that the best way to do it?” Gary said. Council member Jim Jester said the Creekside project will impact Gary. Jester added that Gary was “filibustering” the council with multiple questions about the bud get. Gary said that without asking difficult questions now about the proposed budget, it could have severe consequences, such as prop erty taxes or even unincorporating the city. CHANGES IN BUDGET Council member Jester also said on Monday that he plans to ask the council this week to amend the proposed budget for several items. One of those items includes an estimated $30,000 in revenue for police to conduct criminal back ground checks for employers. Jester said he wasn’t concerned about the potential to make $30,000 with the program, but was concerned it could be done in the first year of Hoschton police doing background checks. Jester said he will ask the council to reduce that revenue to $19,362 in 2008. He also proposes reduc ing overtime in the police depart ment from $22,638 to $8,500. " 1 'ffl .
