charged upon whole communities.

persons to govern his better judgment,
and he has laid the first stone to re¬
manding the 8tate to Military rule.

lie. Eli Barnes was never driven from

the fears of his own corrupt and puru¬
lent heart, am! the lashing of his pol¬
luted simul conscience. Many of his
color, who lived near him, have signed
an article denying that he was ever
forced to leave the county, and are
ready to-day to swear that he wilfully
deceived tbe Governor, in that he lied,
and lied maliciously.
We speak of ourcounty particularly,
and what ie said of it, cun be truthfully
spoken of our iujured sister counties.
Wq fyave been living peacefully and har
momooBly—our laborers have been hap¬
py nfrd content £ they have been at
work:, and have made cotton and money;
and it is too hard that the chief Officer
of the State should seek to disguise the
truth, and to pot a false coloring upon
aud distort the grievances which have
occurred. We,are able to protect our¬
selves, and to maiutom the,laws of the
land; giving justice to white utrd black,
if up have the assistance of the E\ecu

without its aid, if it is so deaf to t he en¬
treaties of the people as tp listen to false
rumors, and inject common - sense, jus¬
tice and truth. .

Pursuant to notice, between two. and
threa thousand citizens of Warren coun
ty, miit at the Court House on the 7th

The cpmmkUe reported the following
resolutions* which were unanimously
adopted: .
WiiERKAS.it U well known that cer¬
tain unknown ami irresponsible stake, persons
who ctfn have no interests at have
within the last few weeks published
notice* in this county, that colored la¬
borers will ot-t. be allowed to live on
plantatious without a whiu* person.
And whereas this misconduct of a
few lawless 'udividuals whose prosper¬
ity depend upon our own dowutal , lias
the tendency to intimidate our laborers
end bring ubout estrangement between
laborers and employees. of lawless
And whereas these acts
ness deserve public condemnation by
the And people. whereas self interest well
as as
due regard to the rights of the colored
people demand a free and outspoken
rebuke to such conduct.
Therefore, be it resolved by the peo¬
ple ot Warren county in primary meet

First. That the publication of notices
in the county, to the effect that colored
laborers will not he allowed to culti¬
vate land, or live on premises, without
the pre enceof white persons, is an un¬
lawful act of aasumed authority aud
that we do not believe that said acts
are committed by any considerable
number of the people of the ct/Uuty.
Second. That we recognize the right
of all men, colored and white, to live
at? it 'J —to cultivate the soil and a a
joy the freedom ard protection o —> the
laws, with the ao long right* oa of they do not ini n -i fere
others, or trample on
the laws.
Third. That we know no law except
such ns comes from the law making
power of the government, and we re
cognize the right of no one to make
customs between laborers and planters
without the consent and against, the
laws of the land.
Fourth. That we pledge nurse lyes to
the colored people ol the county in the
spirit of complete justice, to do justice
to them, and to protect them in all
their lawful pursuits and to use our ut¬
most efforts to put down any efforts be¬
ing made to interfere with the rights ol
the colored laborers ol the county.
Filth. That we strongly recommend
to the planters of the county, where la¬
borers are employed or lands worked
by practiced them, to see to it that no lawlessness
is and that due anil proper re¬
gard he paid to the rights and property
of neighbors.

olutions, were then delived by E. H.
Pottle, W. H. Stanse 11, of Warrenton,
and R. P. Harlow, of Massachusdtts, af¬
ter which Colonel Pottle introduced the
following which was unanimously ad¬
opted as the voice of Warren county.]
This meeting of citizens, having
bfcen called for the purpose ol consider¬
ing matters relating to the agricultural
interests olthe county, it is not deemed
inappropriate to attend to any other
matter of great public concern—name¬
ly, the recent proclamation of Gov.
Bullock. There is enough of public
liberty left to enable ns peaceably to
assemble, ^and complain of grievances.
It is cause for mortification that the
pdople of Georgia are compelled in pri¬
mary when meetings to vindicate themselves,
assailed by their chief Magi-trate,
who i ught to be the guardian sf their
honor, and the defender of their char¬
acter. He has for a purpose—we must
say fora vile purpose in a loosly written
Proclamation, maligned the reputation
of seven counties of this State lying in
this belt. In the name of all of our
pi-ople, we repel the false animation
made against the county of Warren.
It is known that Senator Adkins was
killed in May last in the lower edge of
ti:is county ; it is also known that the
killing was not by a coospir cy, but by
the act of one individual ; it is also
known that leading citizens of the coun¬
ty! some of them officers of justice, ten¬
dered their services to the family in aid
of the law; it is also known that tie*
family of the deceased persistently re¬
fused to give what information they
professed to have, to the officers of the
law; it is also well known that the At¬
torney General of the State visited the
faifiily of the deceased, and offered them
the protection of the State in prosecu¬
ting the murderer if they would divulge
his name, and that they refused; it is
also known that while the Superior
Court was in session, and the Grand
Jury empanneled, the family were in
ut the Court House and refused to go
before that body with any accusation ;
it is also known that the family com¬
municated freely with the military, ami
made affidavits, ami tnat the military
failed fo furnish the civil authorities
with any information ; it is also known
that the sensation telegram which was
sent from Atlanta to Washington, pur¬
porting to be an appeal from a mem¬
ber of the Adkins family to the nation;
was prepared in Atlanta, aud brought
to this county tor signature to manu¬
facture material for political effect.
We protest against this wanton and
wicked act of a faithless Executive.—
We lament all violations of law. We
are ready to wrongdoeis, uphold the and arm of the law

who is paralyzing that arm by repeated
exercise of Executive pardons* We
want liberty regulated by law. freedom
to pursue our pursuitswith ul hindrance
We want no aid from the military au¬
thorities; the people are all willing to
maintain the integrity of their own in
stitiiuons within the pale of the law aud
the Constitution
On motion it was resolved, thai the
proceedings of this meeting be publish¬
ed in the Georgia Clipper, and that the
Hancock Journal. Thomson Oban, ver,

Constitutionalist, and the Atlanta Con
