This does not prevent negroes from sit¬
ting in the Jury box, If the negro can
be found who is intelligent enough to
discriminate between the facts in a
ease and the laws governing them, who
is konctit enough, utter conviction, to de¬
cide as justice shali direct, then he
should be selected by the commissioners.
But unless these attainments exist in
negroes in a superior degree to that
found in whites, of course they will not
be selected us Jurors.
This statute is a wise one. for it urges
the Freedman to make advancement in
literature, and it acts as an incentive to
cause him to live virtuously, honestly,
and uprightly.
If then education was necessary for
suffrage, our former slaves would be
still more strongly induced to fit them¬
selves for enjoying the prerogatives of
freemen, and our own prosperity would
raerease in direct ratio with their in¬
tellectual advancement, Our offices
would be occupied by men of sense and
honor, for the voters of the country
would be wise enough to support ouly
those who knew how and would admin¬
ister the laws, who would with careful
solicitude watch the treasury, and all
sources of revenue by which the treas¬
ury i« filled ; who would pursue crimi¬
nals ural punish them when caught, (riot
as is now done, release them from im¬
prisonment, and assure them that by
their cunutng rascality they had proven
themselves worthy of the esteem of
those in power, and gi ant them, because
they hud run through tlte curriculum
of crime, diplomas, which would insure
them high offices and great civil power.)
This change In the eluctive franchise
would radically upturn the dominant
and domineering party of the prewmt
day. Society would again assume its
•old attractive appearance. Trade would
be enlivened ; confidence in men would
make long strides for exist^iiec*; public
cradit would 1»« improved ; laws would
be more promptly ottforceJ, aud crimes
would thus ill mi tilth. Justice would
return aud renew her sway over our
people and our uatiou, and then the
