THE HANCOCK WEEKLY JOUBNAL
The Cuban Question.— The New |
*03 to 86, as agreat triumph for Grant,
and an endorsement of his Cuban mes
sage: *'
'That tbe President is hereby author

has beea conducted, and if he shall
deem it expedient, io solicit the co-ope¬
ration of other governments -in such
measures aa be may deem necessary to
secure from both contending parties an
observance of the laws of war recogni¬
sed by all civilized nations.’
It argues that this action of the House
signifies Grant's continued popularity,
and that tbe Democrats cannot beat
him in 1872. It professes to be non¬
partisan, fiattersfOrant, and sneers at
Radical legislation and Radical practices
Committee Washington. June 20.—The Senate
unanimous on the Foreign House relations are not
on Cuba bill
In the Senate, Sumner presented tbe
memorial of a former slave, living at
Warrenton, Virginia, asking for com¬
pensation for horses and stock taken
for the use of tho Union army.
Pratt said the committee on claims
had given a great deal of time to the
consideration of this class of claims, and
he hoped that the Senate would, at an
early day, take vp one of these cases
and determine it in order that the Com¬
mittee might know whether it watt ne¬
cessary to spend any more time upon
such cases.
The President was requested to re¬
port the amount of money paid into
aud tile Treasury confiscated on accouut of condemned
property in Nirginia du¬
ring the rebellion.
The House Fortification bill appro¬
priates a million and a quarter of dol¬
lars, but the South gets nothing. A
long debate ensued on tbe merit of the
different systems of fortifications. Tbe
bill was passed.
The Army Appropriation bill of near¬
ly thirty million was passed.'
The bill requiring National Conks go¬
ing into liquidation to retire their notes,
also passed.
The bill passed by the House, reduc¬
ing taxation, was reported in the Senate
to-day with many amendments The
sections referring to various special tax¬
conists, es, including lotteries, bankers, rectifiers, tobac¬
etc., in lieu, provides

May 1st, 1871, with the exception of a
special tax on brewers, distillers and
tobacconists ; it also repeals, after Oc¬
tober, taxes on sales imposed by present
laws, except on tobacco, spirits, cigars
and wines; it also repeals taxes on leg¬

Butlkh and Farnsworth. —There
mittee was an extraordinary Reconstruction scene in the Com¬
Butler on took opportunity of to-day. Gen.
when his adherents a moment,
the majority, to happeneb to be in
put a motion to reverse
the former action of the committee,
and strike Mr. Farnsworth’s amend¬
ment out of the Georgia bill. Bo de¬
clared it carried in spite of oil remon¬
strances, for the refusing to allow time to send
members, who were abeeni only
because they supposed this question was
settled.
Mr. Farnsworth, in a towering rage,
shook his fist in Butler’s foce and de¬
nounced him os a sneaking scoundrel,
with other epithets of the strongest
sort, which Butler endured with calm¬
ness. As the representatives of the
majority who had agreed to Mf. Farns¬
worth's amendment demanded a foil
ported, meeting before the bill should be re¬
it was finally settled that
should be called for Thursday.
The Radical Dead Calm. _The
Georgia bill in Congress seems to still
sleep, notwithstanding Butler has made
an effort to call it up. Bullock has
quieted down, and we hear nothing
from Atm. The Ru Klux Klan seem
have repaired .
to to their caves and
hiding plaoes, and we bear of no out
rages upon loyal Union men and ne¬
groes. All seem to be quiet along the
Kniiical line—the only evidences we gee
of the existence of the party iu Geor¬
gia are the spasmodic convulsions of the
Atlanta Era, when it works its galvanic
battery upon its party to bring it to
life and animation. The battery is too
weak. The man at the crank can not
work the machine scientifically. Radi¬
calism scarcely pulsates—we only see
an occasional tnroo when the pocket,
or loyal nerve is touched by a tremu
lons shock from the Era battery. Even
the Slander mill can fiud no disturbing
element in the political atmosobere
from which to work up on .butrafe,—
Georgia is quiet and peaceable, and that
is a deathly simoon to Radicalism—the
calm despair of its sinwiv ebbing life.
So mote it be. Amen
