DEVOTED TO THE UNION OF THE STATES AND THE RIGHTS OF THE STATES. SINCE issuing our proposals about a year since for enlarging and improving the Southern Banner events have transpired in this State, which render it h duty we owe to ourselves, as w II as our friends and (Nitrons, to issue a new prospectus. It isitnpossible for the most superficial observer of the signs of the times, not to have drawn from them the irresistible conclusion that the political elements of our State have, within the last si* months, under gone a revolution as great as it was sudden and unex pected; and we feel.it a duty we owe to the public.
