and House of Representatives:

al message 1 shall ever present, to
the < ongress of the United States,
it is a source of the most heartfelt
>at is taction to be able to congratulate
you mi lhe high state of prosperity
which our beloved country has at
tained; with no causes at home or
abroad to lessen the confidence with
which we lock to the future for con
tinuing proofs oi lhr capacity of our
free institutions to produce all the
iruiis of good government, the gen
era! condfiioii of our affairs may well
excite our national pride.
1 cannot avoid congratulating you
and my county, particularly, on the
success of the efforts made during
my administrasiofi by the Executive
anti Legislature, in conformity with
the sin* ere, constant and earnest de
sire of the people, to maintain peace,
and establish cordial relations with
all powers. Our gratitude is due to
the Supreme Ruler of the Uni
verse, and I invite ' ou to unite with
me in ollering to Him fervent suppli
cation, that his providential care may
ever be extended to those who fol
low us. enabling them to avoid the
dangers and horrors of war, consis
tently wjh a just indispensable re
gard to the rights and honor of our
country. But, although the present
state of our foreign affairs, standing,
without im.iortaiit change, as they
did when you in July last,
to say that many questions of an in
teresting character at issue with oth
er powers, are yet unadjusted. A
monghst tli- most prominent of these
is that of our Xortheastcrn bounda
ry. With an undiminished confi
dence in the sim ere desire of His
Britanic Majesty’s Government to
adjust that question, 1 am not yet in
possession ol the precise grounds
upon which it proposes a satisfactory
adjustment.

feelings which arc so strongly requir

giadually expanding itself with them.
It is encouraged in all these coun
tries, except .Naples, by their mutu
ally and advantageous and liberal
treaty stipulation with us.
'I he claims of our citizens on
. Portugal are admitted to be just, but
provisonfor the payment oi them
has been unfortunately delayed bv
[frequent political changes in that
: kingdom.
l he blessings of peace have not
been secured by Spain. Our con
’nections with that country are on the
■ best looting, with the exception of
the burdens still imposed upon our
• commerce with her possessions ont
of 1 urope.
l he claims of American citizens
lor losse* sustained at the bombard
ment of Antwerp, have been presen
ted to lhe * jovermnents of Holland
and Belgium, and will be pressed iu
<lue season, to settlement.
W ith Brazil, and ail our neighbors
of this continent, we continue to
maintain relations oi amnity and con
curd, extending our commerce with
them as lar as the resources of the
people, and the policy of their Gov
( nmients will permit, lhe just and
long standing claims of our citizens
