That object has been accompiised ; we have
given to books wings, and they have flown to
*he uttermost parts of our vast continent, car
rying society to the secluded, occupation to
the literary, information to all. We now pro
pose still further to reduce prices, and render
the access to a literary banuqet more than two
fold accessible ; we gave and shall conhne to
give in the quarto library a v >lume weekly for
two cents a day ; we n «w propose to give a
volume in the same period for less rtian four
cents a week, and to add as a piquant season
ing to he dish, a few colums of shorter literary
matters, and a summary of the news and
events of the day We know by experience
and calcalalioti that we can go still further in
the matter of reduction, and fuel that there
is still verge enough for us to aim at offering
to an interesting literary appetite that menial
food which it craves.
The Se lect Circulating Library, new as
ever -o great a favorite, will continue to make
its weekly vists, and to b- issued tn a form for
I binding and preservation, and its price and
form will remain the same. Bit’ we shall, hi

iNROM the experiment we have made, it is asccr-
’ tained that the patronage of the conntry will
support our annual publication of the proceedings and
speeches made in Congress We therefore propose to
prosecute the design, and confidently hope to improve
and perfect it.
In giving, from week to week, a succinct and clear
report of the proceedings of both branches ol Congress
—a brief and condensed report of the substance of ihe
remarks of each speaker, using the precise words upon
the main points touched ; the yeas and nays on all
important questions, and concluding the volume, after
the adjournment, with an Index for reference, a great
deal was done towards giving an accurate parliam*-n
--lary history of the proceedings of one of the greatest
and ablest representative assemblies in the world ;
an assembly on the deliberations of which the desti
nies of the free institutions of this country depend for
their maintenance; ami, there'ore, in some degree,
freedom throughout the world. ’Our original plan

speeches, as prepared by the speakers themselves for
