VVe copy from the Chronicle and Sentinel of last Wednesday, the fol lowing address of the Presidents of the several banks located in this ci ty, upon the measure adopted by those institutions of a temporary sus pension of specie payment. TO TIIE PUBLIC The several banking institutions of Augusta, adopting the course re commended to them at a meeting of citizens on the I Oth inst., have made a temporary suspension of specie payment. —They have determined upon this measure Avith extreme re luctance and not without much hesi tation. But when it’was ascertained that the Banks in Charleston and Savannah had yielded to this neces sity, it became apparent that an ef fort to continue the payment of spe cie at Augusta, would s call for sacri fices from the mercantile community greater than justice or sound policy would approve. 'lhe foreign debt of Georgia has been virtually increased by the great decline in the value of her staple; and the ability to aperopriate cotton to the payment of any portion of that debt is paralysed by the recent commercial revulsion which, com mencing at New Orleans and New York, has since extended over the whole country, prostrating credit so entirely, as to prevent the sale, or shipment, of produce from our followed by a suspension of specie payments in every state of our un ion, bordering on the ocean, from Maine, to Louisiana. The immedi ate effect of this general suspension to enhance the value of coin over that of bank paper, some ten or fif teen per cent, in consequence of which, the specie hereafter paid from our Bankswill be sent direetto New York, the great centre of Ameri can commerce, for the purpose of exportation to Europe. Now', when the facilities for the transportation iof coin from Augusta to New York, ;are considered; and that, by the sus pesions in Charleston and Savannah, our Banks are of all other southern Institutions, most contiguos, in re gard to time and cost, to the point where specie commands the highest premium, it becomes apparent that I these Banks will be required to re deem at least as many of their notes as can be purchased, from those who now hold them. The enhanc ed value of coin will warrant a con siderable premium on the notes of such Institutions as arc convenient, 1 and whit h continue specie payments; and as the aggregate circulation of our Banks bears but a small propor tion to the debt of Georgia and S. Carolina should they not suspend, an amount of current notes, might & ; would be concentrated, sufficient to bring in ihe whole of their circulation ior redemption.
