Medicine had its origin, in necessity : in motives oi . benevolence and philanthropy—in a disposition tn 1 mitigate the evils—to ameliorate lhe condition ofsuf f sering human nature to bailie fell disease— the greatest j curse inflicted on fallen man—and bestow on linn Health, the chiefest blessing, saving the atoning blood , of our Saviour. Our much lamented Rush said, “while j, the world, from the progress of intellectual, moral, j i and political truth, is becoming a more safe and agree i able abode for man, the votaries of Medicine should not be idle.” The American Linnteus, the late ven erable Benj. S. Barton said, “he who discovers one valuable new Medicine, is a more important benefac tor offiis species than Alexander, Cesar, Bonaparte, or an hundred other conquerors. Even his glory. t in the estimation ot a truly’ civilized age, A’ill be great i er and more lasting, than that of these admired ruvag - ers of tiie world.” 3 What is the condition of our department of science 1 in Georgia '! Indeed and in truth, our Medical lore is . lurking far behind (comparatively speaking) the active improvements cf the day—the spirit oi the times ad- 2 monishing us to look forward, with’an unrivited gaze, a upon the advance of man and the “march of mind.” f There is medical talent in Georgia, and yet she is al . most without professional character; because she has I not enterprise, industry and energy. There is inani a lestly but little written on medicine in our State; med- J ical reading too, is not pursued with avidity, h ssstud . ied, properly undeistood and regarded. Y Let us turn our attention to tiie constant and inde fatigable. efforts of many American teachers ; but es pecially to the late works of our own countryman, professor Jackson of Philadelphia. He inculcates . principles upon the unerring guide of genuine and in ductive philosophy . lie declaims against authority; , and boldly asserts the non-existence of a specific gas tric juice, and advocates other certainties, as impor tant t® physiology and truth. ’ The recent splendid discoveries of Abercrombie of l " Scotland, of Abernethy, Lawrence, Clutterbuck, Teale, &c. Ac. oi England, are their everlasting mon f uments. Germany is likewise moving on But above 1 ail, stand the sons of France, and of true medical phi l: losophy, Audral Broussais, Baron Larry, Pinel Laen nee and others; these moderns of the moderns, have wholly uprooted the old and ancient systems of rou ' tine medicine :—they have sought, however, not so | much to overthrow former systems founded in error, as they have to discover truth, and the real etiology of disease. They have not only succeeded in removing tiie rubbish, but in establishing medicine on a surer ' and firmer foundation, and giving to it the line ot ’ ( maich onwardto perfection. . ; It would be uncandid, and it is not to be denied or > concealed, that the doctrines of the French school, s and particularly those oi the deservedly renowned > and immortal reformer Broussais, will be held and ' maintained in this Gazette. We regard them (and j they are universally admitted) as containing the purest j- and most substantial ot the great fundamental truths [ of physiological medicine. They are founded in data: the dissecting knife has been made to reveal and de ’ velope from pathological anatomy, principles ol a t fixed character. , They will be as enduring as time, and as solid as , adamant. Principles involved in cause and effect, j that were heretofore considered mysteries inexplica ble, are now known and established facts. Ju the . Whereas tho said section and article of the Con i stitutionoi the State of Georgia, requires alteration, , Be it therefore enacted hy the Senate and Ilouse I of Representatives ot the Stale of Georgia in Gen . eral Assemblv met, and it is hereby enacted by tho authority of the same. That so soon as the fol lowing amendment shall be passed agreeable to the-. . fifteenth section of the fourth article of the consti— i tution, it shall be received in lieu of ninth seclionrt I of the third article to wit: I “'1 hat the superior courts of the. several counties** I in this State shall have full power, to decide on ( itie last resort iii <di cases of divorces, in the follow— ’ ing manner, to wit: The parties concerned shallx bring their case before a petit jury, as a common. ’ issue at law, and as such lhe proceedings shall be* had thereon: That in the verdict is in favor of a.. . divorce, the said cause shall be put on the appeal , docket and be tried by a special jury, and if the . special jury confirms the verdict ot tne petit jury ' ! and the next succeeding grand jury shall, by their -1 recommendation confirm ihe verdicts of the a : foresaid juries, the said divorce between the parties**, shali be final: and it shall be the duly of ihe Judge • of lhe superior court to l ave all the evidence and I proceeding on said divorce, down to the last de- . cision as heretofore directed, entered on lhe mine • utes ol said court, and from this proceeding ther* shall be no appeal -but the divorce shall be fuia}; and complefr a vinculo matrimonii.” bee. 2.
