We have not yet heard ol it, in tho interior of Ohio. Tire reports of interments published to-day, gives 21. There were in fact 42. This opinion, as the lawyers say, is di rectly to the point—wo allude to the white basis of representation, in the state—wo allude 19 the acts ol the lute Convention. Jz»ztract from Hlr. Since writing my letter 0/ July the 12th, I have been told, that on lite question of equid representation, our fellow-citizens in some sec tions ol the state, claim, peremptorily, a right of representation for their slaves. Principle wilt, iq this, as in most other cases, open the way for us to a correct conclusion Were our state a pure democracy, m which all its inhabitants should meet together to trans ict all their busi ness, there would yet be excluded from their deliberations, 1. fidants, until arrived ut years cd discretion. 2. Women, who to prevent de pravation of morals and ambiguity of issue, could not mix, promiscuously, in the public meetings ol men. 3. Slaves, from whom the unfortunate slate ol ttiiogs, with us, takes away the rights of w ill and of property. Those, then, who have no will, could be permitted to exercise'hone, in tint popular assembly; and, ol course, could delegate none to an agent, ia a reprysentaiive assembly. The business in the first case, would be done by qualified citizens, ouly. It is true, that in tho general constitu tion,.our state is allowed a larger representa tion, on account.of its slaves : but every one knows, that (hat constitution was a matter of compromise; a capitulation between conflict ing interests and opinions. In truth, the con dition of different discriptions of inhabitants tn/ any country is a matter of municipal arrange jnent, of vt hich no foreign country has a right to take notice ; all ins inhabitants are men, as to them. Thus, in the New-England states, none have the powers of citizens but those they,cull freemen, and none are freemen until admitted by u vote of the freeihcn of the town : yet, in the general government, these nun-free men are counted in their quantum of repteson tation and taxation : so, slaves, with us, have no powers as citizens : yet, in representation in the general government, they count in the pro portion of three to five ; and so, also, tn taxa tion : whether this is equal, is nut here the question. It is a capitulation of discordant sen timents and circumstances, and is obligatory on that ground ; but this view shows there is no in consistency in claiming representation for them from the other states, and refusing it within our own,** Forsyth She nils’ Sales.
