FROM RICHMOND.
Richmond Oct. 11.- By news from the
North we learn that a! the approaching
city election in Baltimore the oath of
allegiance to Lincoln is to be presented
to every voter and those who refuse it
will be disfranchised and marked.
McClellan has otdered all communi
cation either by railroad or 'elegraph
between Washington and Baltimore to
b<) stopped for the next t/lirty days.
There are various conjectures as to the
reasons of this step but it is generally
beleived to have been taken to prevent
the possibility of news of contemplated
operations reaching the South.
Brigadier General Mansfield Lovell,
C. S. A. has been assigned to tin* entire
command of the Millit iry Department
of Louisiana and Mississippi Gott.'
Twiggs hitherto in command of that de
partment retires.
The voluntary contributions of cloth
ing and other supp i*s for the army
continue to pour in.
Among tin* contributions acknowl
edged to-day, was one from George
Kellogg ot $15,000 worth of clothirg,
etc., for the Georgia Regiments. Kel
logg was charged with the duty ot '
bringing on the contributions of several '
counties, and kept with his trust until
he reached Richmond.
Several hundred ear loads of volun
tary c< ntributious lor the army from the
several St ites, are known to be lying
useless at the stations al mg the rail
roads leading * Richmond. "Great ef
forts” are being made to bring them on.

Naval Engagement at New Orleans.
Nexv Orleans. Oct. 12.—A naval engagement
took place this morning at the head of the Pass
es, between the Confederate fleet and the U. S.
blockading fleet, commencing at 3:45 o’clock, A
M., and lasting four hours. It at
9 o'clock A. M., and during its continuance.
Com. Hollins sent the following message to the
Naval department.
“Fort Jackson, 2 o'clock P. M.— Last night I
attacked the blockaders with my little fleet, and
succeeded; after a very short struggle, in driv
ing them all around, at the South-west Pass
bar, except the Preble, xvhich I sunk, and cap
tured as a prize from them, and after we got
them fast in the sand, xve peppered them well.
There xvere no casualties on our side. The
affair was a complete success.”
Additional from New Orleans.
New Orleans, Oct. 12.—The enemy’s forces
in the naval engagement at the head of the
Passes, this morning, is represented as being
forty guns and nearly’ 1,000 men, while our lit
tle “mosquito” fleet carried but sixteen guns,
and about 300 men.
It is reported that the iron steamer sunk the
U. S. Sloop-of-xvar Preble, with her steel prow.
Com. Hollins will arrive in the sity at 9:30
o'clock this evening.
New Orleans, Oct 14.—The prizes captured
in the late engagement are the schooner “Jos H
Toone” and a launch belonging to the'“Rich
mond,” laden with cutlasses. The vessel sunk
was not the Preble but the Vincennes. She
carries 20 guns.
On Friday night our fleet started from Fort
Jackson—-the leading the way. The
night xvas intensely dark. The “Manassas”
struck a vessel which she ran into near the bow
and cut into her upwards of twenty feet. An
appalling shriek was heard aboard the doomed
ship. A signal rocket was fired, the enemy beat
for quarters, and ;■ perfect iron hail fell around
and upon the Manassas, and her machinery be
came deranged.
The Tuncarora came up xvith five barges
which were cut adrift from the steamer and en
tered into the fight, thereby causing a regular
stampede of the enemy.

Rk'iimoxd, Oct. 13- It is reported here, on
the authority of a gentleman just from Balti
more, that Lord Lyons and Seward bad ruptur
ed their amicable relations, and that Lyon had
left Washington.
Richmond, Oct 13 Indications here point to
stirring events at an early day.
