Dobbs, in another column it will be seen that the Militia of Cold) County are ordered to meet in this city on Tuesday next for the purpose of Drill.— All should attend. EXTORTIONERS AND SKINFLINTS. The Governor of Tennessee, in his late message to the Legislature says: “I regret that it is my duty to call your atention to the tendency to mono poly and extortion which exists to an in piroiis extent with a class of our citi zens who intent upon the sordid purpose of gain arc taking advantage of the peculiar circumstances of the limes to reap exorbitant profi s from the neces sities of the government and the wants of the people. “Complaints have reached me from various portions of the s ate of this unpatriotic and dertruciive tendency to extravigant speculation placing e-t-ry article indispensable, to the support of an army as well as the ordinary neces saries of life at prices far above those War ented by the legitimate laws o tra 'c and in many case's beyond the reach of the more in ligent classes ol society. “The merchant and tradesman while re-trained wtihin proper limits are nec essary and useful members of the com munity and in common with every oth er legi'mite pursui are entitled to the fostering care of the Government; but when forgetful <d th *ir duty as citizens they sutler themselves to be so far tempted upon the sea of speculation as to become sermus cvds rather than con veniences to thi' public it becomes our duty as the guardians of that public to adopt such measures as wi’l best tend to i est iain iiiegi imate and improp er speculation ami put down ait evil which is becoming 1 so prevalent and mischievous. “In ordinary times an outraged pub lic Sentiment and the laws of trade would accomplish this end but. in tinn s ofgene"ul distress and threatened dan ger when the Government is involved in war & must secure, regardless of price, whatever may be necessary totlie main t tinance ami comt art <d our patriotic, and brave countrymen wh > have gone to the field to uphold Die rights and the honor of their country, and io defend the lives and property of this class who are thus speculating upon their priva tions and necessities the i.uthorities c m not be too vigilant in their efforts to re strain the excesses of avarice and pro tect society against the evils to which it is exj osed. It is not generally known, says the New York Sta'c Zeilung that there is now concentrated on the shores of the Potomac a larger body of troops than has ever been congregated in modern times except in the battle of Leipsic. Neither Gustavus Adolphus, nor Fred eric the Gieat, nor W . mhigton nor Wellington, nor Scott, hod ever under his immediate command anything like the number which is now mid r the com mand of General McClellan. Freder ick the Great never L d into the field more than 30,000 men at a time but all his great battles were fought and won wi li bodies of troops ranging between 30,000 and 60,000. Napoleon at. Aus terlitz, vanquished, with 80,000 men the united Russian and Austrian armies containing about 100,000. At Jena and Auerstadt 130,000. Che bloody bat of Wagrim was fought with 150,000 men against the Austrians and in the equally celebrated battle at Boro ino about 120.000 Frenchmen were opposed to the Russians. The decisive battle at Wate: 100 was fought with only 80,- 000, Frenchmen against Blucher and Wellington And the battle of Leipsic set in mo’ion a gigantic tirrny of about 500,000 men, Napoleon having under his command about 200,000 and the uni ted forces of Russia, Austria and Prus sia about 290,000. Foster of the Engineer corps is pushing work on the "andy Hook forti fication with a force of over 300 men, and will have it completed as a water battery or uro visional defence during the fall. Improvements are also pro gressing satisfactory on the forts at the Narrows under the direction of Col. A federal fleet passed the bar on yesterday bound .South. The beaching vessel on the coast confirmed. At 2 o’clock to day, 25 vessels in sight of Ty bee, standing off Port Royal! in line of battle. - Active preparations are made in (Savannah to repel the attack. Lvnciibuhg, Nov. 4.—The Republican has re ceived intelligence from a private letter, writ ten by the wife of an that Charleston, Kanawha, was occupied by 1300 of our troops, composed of the Jenkins’ Cavalry and Phillips’ Legion. Gen. Floyd avas in supporting distance and expecting in Charleston in a few days. Nashville. Oct. 4.—Not exceeding fifty thou sand men are around 'Vashington city. A gentleman just from Mnmssas, states that the Baltimore Sun of Saturday reports the res ignation of (Seward, Biair. Cameron, Scott and JfcClellan to attack the Confederate forces. The War in Kentucky. Nashville, October 29.—The latest Louis ville papers report that seventeen Regiments of Infantry, three companies of Cavalry, and one of Artillery, all from Indiana, arc now in Kentucky. They number altogether 18,- 178 men. Lates| from Richmond. Richmond, October 30.—Official intelli gence has been received here of the arrival of a Spanish brig, loaded with coffee. Price was at Neasho on the 18th, and that his army was in good fighting condition. McCulloch was near, receiving large accessions to his army. Their combined armies will outnumber any forces that Fremont can bring. The opinion is that Fremont is making a desperate effort to retrieve his falling fortunes. Price’s retro grade movement was made for strategic rea sons, and he is now amply applied -nith ammunition, and determined to make a stand Jeff.
