In addition to our sample citizen’s increased income tax liability, he is going to pay more sales taxes than he has in the past. The GREAT plan asks to add a 5.75 percent sales tax to virtually every thing he purchases including food. Typically, retired and low-income citizens don’t have property taxes that would off set the increased loss in state income taxes paid. For those living on a limited income the proposal is too onerous to warrant consideration. To produce “fairness” any tax revision must be citizen tax liability neutral.
