LEARN - The Warner Robins Area
Chamber of Commerce is having
a Lunch and Learn session titled
Master that Disaster June 4 at
11:45 a.m. at its offices on Watson
Blvd. The event will be facilitated
by the Houston County Emergency
Management Director, Chief Jimmy
Williams. Topics, in 10-minute ses
sions will include: what kind of disas
ters are most likely, Important docu
ments, critical operations, emergen
cy supply lists, who exactly are “key
personnel”, “Should I stay or Should
I Go-Go," and In The Aftermath, with
Q&A at the end and much more. The
event will take place at the cham
ber's office at 1228 Watson Blvd. It
is slated to run from 11:45 a.m.-1
p.m. The cost is $5 for chamber

SALE - The Peach County Fire
Department Explorer’s Post 900
(18 and Linder Future Firefighters)
will be having a yard sale June 7
beginning at 7 a.m. at Station One
on Highway 41 in Powersville. The
firefighters will cook and sell a lunch
of hot dogs and hamburgers for the
public. They will also gladly accept
donations for the yard sale on behalf

If you own land in the impact fee district, these
are some of the situations you are going to face.
The first is going to be when you apply to build
in this zone. You will pay the $964 on top of your
building permit, water connection fee and sewer
connection fee. So, add that $964 dollars to your
construction loan or purchase price and now
you have raised the comparable sales (homes
that have sold that are similar to yours) by $964
dollars. So now the tax value on your home has
increased and you will pay property taxes on
the additional $964 for as long as you own the
home. So one fee adds to the increase of another
fee or tax (property tax). So that is the simple
picture of the fee if you are going to build your
dream home. But let's say you own 50 acres of
land in the impact fee zone. Now would not be
the time to try to sell to a developer but let's say
it's 3 years down the road. All the figures are for
the example only; let's say you think the value
of your land is $15,000 an acre. Then you decide
to put your land on the market to sell. The land
that has been in your family for years or let's say
you bought it 5 years ago and have been paying
City of Perry property taxes on this land, to find
out that the developer has done a subdivision
plan and has come up with about three houses

to an acre. Then comes the impact fee issue, the
one acre of land that was $15,000 an acre now has
three lots to build homes on at an impact fee of
$964 each, so the impact fee per acre is $2892. So
the land owner just lost $2892 an acre to impact
fees. Another situation: let's say you have a
commercial warehouse in the impact fee zone
and you decide to change the use to retail space.
You will pay an impact fee. Because
you have changed the use and if you
put in retail space then of course you
will need bathrooms and so on. So, if
we have a Speculate building or the
old Northrop Building and we need to
change the use to attract jobs to Perry,
the change in use will be subject to
the impact fee on a building that has
had the City of Perry property taxes
paid on for years. We need every
land owner that doesn't want to see
an extra fee placed on them if they
decide to build or change the use of a
building to be present at every public
hearing, and to write or call their city
council and tell them to VOTE NO
on Impact fees.

OBITUARIES
WHma C. Cofflns
WARNER ROBINS - Wilma C. Collins, 88, passed away on
Monday May 19, 2008. Funeral services will be held at 11 a.m.
Saturday in the chapel of Heritage Memorial Funeral Home. Burial
will follow at 2 p.m. at Morningside Cemetery in Rochelle, Georgia.
Rev. Sydney Odom will officiate.
Mrs. Collins was born in Wilcox
County to the late Lowe and Tomie
Anderson Coleman. Her son, Butch Rowland, preceded her in death.
She was retired from Robins AFB and was a member of the Houston
County Shrine Auxiliary, VFW Post 6605 Ladies Auxiliary, American
Legion Post 172 Ladies Auxiliary and the Moose Club.
Survivors include her husband William “Rip” Collins of Warner
Robins. Children; William Collins of Texas, Michael (Karen) Collins
of Hawaii, Robert (Kim) Collins of Nebraska, Marianne Bruhn Popik
of Australia and Tammy (Jim) Street of Texas. Sisters; Jeanette
Coleman of Warner Robins and Sue Ellen Cole of Tifton. 15 grand
children and five great grandchildren.
Memorial contributions may be made to the Happy Hour School,
200 Maple St., Warner Robins, GA 31093.
William P. McEntee
BONAIRE - William P. McEntee, 86, entered into rest on May 16,
2008.
Mr. McEntee was born on May 15, 1922 in New Orleans,
Louisiana.
His memory will be forever
treasured by his wife, Nancy
Ann McEntee, Bonaire; children,
Diane Dufour, James McEntee, Billy McEntee, James Mclnnis, Nancy
French (Allen), Charlie McEntee, and Sandra Ennis. McCullough
Funeral Home has charge of arrangements.
Glenn Cochran
WALHALLA, S.C. - Glenn Cochran, 76, husband of Margaret
Frances Reid Cochran, of 489 Stribling Shoals Road, Walhalla, S.C.,
died Wednesday, May 21,2008 at Oconee Medical Center,
A native of Jasper, Georgia, Mr. Cochran was the son of the late
Paul Glenn and Vera Mae Williams Cochran. He was a U.S. Navy
veteran, having served aboard the USS Gilbert Islands.
He was also a retired U.S. Air Force veteran, having attained the
rank of Master Sergeant. He served in the Korean and Vietnam Wars
and was engaged as a flight engineer aboard a C-141 aircraft. Mr.
Cochran was a member of Second Memorial Baptist Church of Perry,
Georgia. He was a member of American Legion and volunteered at
the Museum of Aviation in Warner Robins, Georgia for many years.
In addition to his wife, Mr. Cochran is survived by: Son: David
Reid Cochran and wife, Kathi of Walhalla, S.C. Daughter: Jennifer
Margaret Bragg and husband, Kenny of Phenix City, Alabama.
Brother: Jimmy E. Cochran of New Brockton, Alabama. Sisters: Ruth
E. Guess of Calhoun, Georgia, Lillian Cochran of Calhoun,
Georgia. Special granddaughter: Summer R. Martin and husband
Craig.
In addition to his parents, Mr. Cochran was predeceased by
brother, J.R. Cochran and sister, Ruby C. McDaniel.
A memorial service will be conducted at a later date. The family is
at the residence.
In lieu of flowers, memorials may be made to Second Memorial
Baptist Church Building Fund, 1845 Kings Chapel Road, Perry, GA
31069 or to the Museum of Aviation, P.O. Box 2469, Warner Robins,
GA 31099.

WARNER ROBINS - James Randall Myers, 59, entered into rest
on Thursday, May 22, 2008.
Mr. Myers was born on September, 24, 1948 in Columbus,
Georgia.
