WR attempting to clear up pond problem By DON MONCRIEF Journal Managing Editor The Warner Robins City Council voted during its reg ular meeting to pay Stantec Consulting Services out of Macon $3,740.37 - as part of its regular purchasing bids. The money is to be used for “technical review services” for Peach Blossom Terrace. That is clear. What follows couldn’t be muddier - figura tively and literally. The review is to help the city determine what it can do, if anything, in regard to a pond, although “pond” is apparently a loose descrip tion and at the heart of the problem. “Something that started approximately two years ago or a little over two years ago,” said Scott Ward, an Air Force senior master sergeant, but there at the councils work session (along withUseveral others) as a resident of the development. “On the area on the inside, was a reten tion pond. Over a period of a couple of months, it was dug out further. “The conditions now ... It’s a mess now. Two years after, it’s eroded. Storm tiles have come loose and they’re floating around like bobbers. The developer went in and put a well in, so it’s never going to dry up. The well has since been disconnected by the city. “The big thing that con cerns me,” he said, “is it’s four foot of standing water. I have a house there at that property. I can’t sit on my front porch without getting eaten up by mosquitoes. Wild animals come there. Children in the entire development and the neighboring develop ment come and swim in it. This is stormwater runoff. It was never intended to be a pond.” Or at least that’s not the way it was advertised to him. He said his covenant has no mention of a “pond”. Two more in attendance, how ever, said theirs did, and in fact they added that was one of the reasons they moved there to start with. One resi dent said his covenant not only mentions that but it also talks about fishing rules and even boats and docks. Yet another said she liked the pond “concept” and just wants it to be fixed properly as promised. She said four other residents felt the same way. Complicating matters is erosion and soil removal, the latter, they said done by the owner (see Ward’s reference to him digging it out fur ther). Because of the two, Walker, having looked at the photos the residents provid ed, said they looked to have lost 50-60 feet of their yards. Plus there is a road report edly blazed by the developer that ends - without warn ing - in a 30-foot drop, said Councilman Clifford Holmes Jr., who among several has toured the area. He told the residents the reason the well was removed was because it was being used for a purpose other than what the council approved it for. “We’re in the business of selling water,” he said. “If we had known that (what he was going to do), I would have sold him some pipe and a meter.” Musselwhite further said that he had gathered all facts about the development as it pertained to the city - codes, ordinances, et cetera - and with the help of the city’s legal counsel a letter had been drafted and sent to him: “demanding things be done,” Musselwhite said.
