Department of Family and Children
Services filed a Petition to Ter
minate Parental Rights (“Petition”)
against you as to R.P.S. and filed
an Amended Petition to Terminate
Parental Rights (“Amended Peti
tion”) against you as to R.P.S. on
January 21, 2016. Copies of the
Petition and Amended Petition can
be obtained from the Barrow Coun

a hearing in this matter on Sep
tember 28, 2016, and September
29, 2016, beginning at 9:00 o’clock
A.M each day at the Barrow County
Juvenile Court, located at the Bar-

30680. All findings shall become
final at the scheduled hearing,
unless you appear for the hearing.
Georgia law provides that you
can permanently lose your rights
as a parent. A Petition to Termi
nate Parental Rights (“Petition”) has
been filed requesting the Court to
terminate your parental rights to
your above-named child. If you fail
to appear, the Court can terminate
your rights in your absence.
If the Court at the trial finds that
the facts set out in the Petition and
Amended Petition are true and that
termination of your rights will serve
the best interests of your child, the
Court can enter a judgment ending
your rights to your child.
As the alleged biological father
that is not the legal father, you are
advised that the Court can sum
marily terminate your rights to the
above-named child and you shall
have no right to object to such
termination unless within thirty (30)
days of receipt of notice you file a
petition to legitimate the child and
file Notice of the filing of the peti
tion to legitimate with the Barrow
County Juvenile Court.
If the judgment terminates your
parental rights, you will no lon
ger have any rights to your child.
This means that you will not have
the right to visit, contact, or have
custody of your child or make any
decisions affecting your child or
your child’s earnings or property.
Your child will be legally freed to be
adopted by someone else.
Even if your parental rights are
terminated: (1) You will still be
responsible for providing financial
support (child support payments)
for your child’s care unless and until
your child is adopted; and (2) Your
child can still inherit from you unless
and until your child is adopted.
This is a very serious matter.
You should contact an attorney
immediately so that you can be
prepared for the court hearing. You
have the right to hire an attorney
and to have him or her represent
you. If you cannot afford to hire an
attorney, the Court will appoint an
attorney if the Court finds that you
are an indigent person. Whether
or not you decide to hire an attor
ney, you have the right to attend
the hearing of your case, to call
witnesses on your behalf, and to
question those witnesses brought
against you.

Public Meeting
The CITY OF WINDER hereby
gives notice that a public meeting
will be held to discuss the Fort
Yargo Raw Water Project funded
by Georgia’s Drinking Water State
Revolving Fund (DWSRF) on
August 29th, 2016 at 1:30 pm at
Winder City Hall - 25 East Midland
Ave, Winder, GA.
The proposed raw water proj
ect includes replacement of the
existing intake structure, pump sta
tion and raw water main for Fort
Yargo Lake. The City currently has
a permit to withdraw water from
Fort Yargo Lake during times of
emergency; however, with the cur
rent infrastructure, the City is only
able to withdraw a fraction of the
permitted amount. The proposed
raw water project will upgrade the
intake structure, pumps, and piping
to allow the City to withdraw their
full permit during times of emer
gency, providing a redundant sup
ply of water for the City when the
primary source is unavailable. The
anticipated cost of the project is
$9,000,000.
The purposes of the public meet
ing are to:
1. Inform the public of the need
for improvements to the City’s raw
water system.
2. To comply with Section 391-
3-6-.02 of Georgia’s Water Quality
Control Rules (and amendments
thereto) and with the public par
ticipation requirements of Georgia’s
Drinking Water State Revolving
Fund (DWSRF) Environmental
Review Process.
3. To encourage public involve
ment in the development of a plan
to improve the raw water system.
During the public meeting the
City will attempt to identify public
preferences for alternative methods
of improving the City’s raw water
facilities. These alternatives will
be evaluated and included in the
City’s Facilities Planning and Envi
ronmental Review Document, the
major planning document cover
ing the raw water system upgrade.
These documents are available for
public inspection through the date
of the public meeting at the Winder
Utilities Department, 83 West May
Street, Winder, GA, during normal
business hours.

and considered essential to the
selection and development of the
final plan to be adopted prior to its
approval by the State of Georgia,
