1.1 COMPETITIVE COST

Sealed bids for construction
of the Fort Yargo Raw Water
Project - Contract A & B — will
be received until September 29,
2016 at 2 PM at City Hall, 25
East Midland Avenue, Wind
er, GA 30680, at which time
and place they will be publicly
opened and read aloud. Any
bid received after said time and
date will not be considered by
the Owner. No bid may be with
drawn after the closing time for
the receipt of bids for a period
of sixty (60) days except as
specifically may be provided in
the Instructions to Bidders and/
or by State law.
1.2 SCOPE OF WORK
Raw water intake structure,
raw water pump station, and raw
water transmission main.
The work shall consist of fur
nishing all products and per
forming all labor necessary to
perform the following:
CONTRACT A
Construction of a Raw Water
Intake Structure, ± 170 LF 24”
ball and socket ductile iron raw
water intake line, a raw water
pump station, complete with
instrumentation and controls,
mechanical, electrical, miscella
neous piping and valves, gravel
paving, earthwork, grassing,
erosion and sediment control
measures, and all appurtenanc
es to provide a complete instal
lation.
CONTRACT B
Construction of ± 30,000 LF
of 24” raw water main, complete
with bores, fittings, combination
air valves, driveway and road
replacement, grassing, erosion
and sediment control measures,
and all related work for a com
plete installation.
All Work shall be completed in
accordance with the plans and
specifications. The Work will be
awarded in two (2) Contracts,
one each for Contract A & B.
Time allotted for completion
of work is 240 consecutive cal

1.4 CONTRACTOR LICENSE
The Scope of Work as
described herein is defined as
“utility contracting” in accor
dance with O.C.G.A 43-14-2(17)
so the Contractor performing the
work must provide proof of a
valid license by the State of
Georgia as a “Utility Contractor”
and must also employ a “Util
ity Manager” certification holder
who will have oversight of all
the utility work. Therefore, the
Contractor submitting a bid must
list the license number of the
Contractor performing the utility
contracting on the face of the
bid envelope and on the bid
form and provide proof of a valid
license with the bid. No bid will
be opened unless it contains
the Contractor’s Utility License
Number on the envelope. See
Instruction to Bidders for addi
tional bidding requirements.
1.5 PRE-BID CONFERENCE
A Pre-Bid Conference will be
held at 10 AM on September
16, 2016, City Hall Conference
Room, 25 East Midland Avenue,
Winder, GA 30680. After a brief
project review meeting, Bidders
may drive to the Fort Yargo Raw
Water Pump Station for a site
visit. Bidders on Contract B may
look at that project on their own.
Representatives of Owner
and Engineer will be present to
discuss the project. Bidders are
strongly encouraged to attend
and participate in the confer
ence, but attendance is not man
datory. Engineer will transmit to
all prospective Bidders of record
such Addenda as Engineer con
siders necessary in response to
questions arising at the confer
ence. Oral statements may not
be relied upon and will not be
binding or legally effective.
1.6 PRE-QUALIFICATIONS
OF BIDDERS
Prequalification of Bidders for
both Contract A and B work is
required. A copy of the appli
cation and qualification require
ments is included as part of the
Contract Documents in Section

Completed applications for
pre-qualification for bidding
(Section 00471) will be received
at the offices of the Engineer
until 2:00 p.m., local time, Sep
tember 8, 2016. All applicants
submitting pre-qualification
documentation will be notified
of their status by 5:00 PM Sep
tember 9, 2016. Only Bids sub
mitted by properly pre-qualified
Bidders will be opened at the bid
opening.
1.7 BONDS
Bids shall be accompanied by
a bid bond or certified cashier’s
check in an amount not less than
10% of the base bid. All bonds
shall be by a surety company
licensed in Georgia with an “A”
minimum rating of performance
and a financial strength of at
least five (5) times the contract
price as listed in the most cur
rent publication of “Best’s Key
Rating Guide Property Liabil
ity”. Performance and Payment
Bonds, each in an amount equal
to 100% of the contract price
shall be required of the success
ful bidder if contract is awarded.
Each Bond shall be accompa
nied by a “Power of Attorney”
authorizing the attorney-in-fact
to bind the surety and certified
to include the date of the bond.

1.10 GEORGIA SECURITY

ANCE ACT AFFIDAVIT
All qualifying Contractors and
Subcontractors performing work
with the City of Winder must reg
ister and participate in the fed
eral work authorization program
commonly known as E-Verify,
or any subsequent replacement
program, to verify the work eligi
bility information of new employ
ees. In order for a Bid to be
considered, it is mandatory that
the Bidder’s Affidavit of Compli
ance with O.C.G.A. §13-10-91
be completed and submitted
with the Bid.
1.11 FUNDING SOURCES
Funding is to be provided by
GEFA-SRF Funds. All Bidders
must comply with 41 CFR 60-4
in regards to affirmative action,
to insure equal opportunity to
females and minorities.
1.12 RESERVATION OF
RIGHTS
Owner reserves the right to
reject any or all Bids, including
without limitation, the rights to
reject any or all nonconforming,
nonresponsive, unbalanced or
conditional Bids and to reject
the Bid of any Bidder if Owner
believes that it would not be in
the best interest of the Project
to make an award to that Bid
der, whether because the Bid is
not responsive or the Bidder is
unqualified or of doubtful finan
cial ability or fails to meet any
other pertinent standard or cri
teria established by the Owner.
