Winder, Barrow County Georgia 50c Copy Wednesday, September 21, 2016 2 dead after Tues. fight Deadly incident occurs on Old Hog Mountain Road; GBI called Law enforcement officials are investigat ing the deaths of two people Tuesday after noon following a stabbing in Barrow County. The Barrow County Sheriff’s Office responded to the stabbing at 1168 Old Hog Mountain Road. Whitney Kyle Stovall, 31. of Winder, and Stanley Hugh Ivy Jr.. 47, of Hoschton, died during the incident. The altercation started at the residence of Ivy Jr., where he was reportedly stabbed multiple times by Stovall. The family of Ivy Jr. attempted to stop the altercation. Stovall later died from injuries after family members attempted to help Ivy Jr., and Stovall was pronounced dead at a local hospital. The BCSO requested assistance from the Georgia Bureau of Investigation due to the complexity of the situation. Nelly Miles with the GBI said officers found Ivy Jr.'s body in a shed on the property. Stovall was reportedly "belligerent and combative male brandishing a baseball bat” when officers arrived. "The individual was placed into custody following a struggle with the deputies.” said Miles. "This individual also died at the scene. Immediate investigative information supports that the second individual was struck multiple times with a baseball bat by family members who were attempting to intervene in the original fight.” GBI agents responded to the scene and have continued to interview witnesses and family members concerning the altercation. GBI crime scene specialists were actively processing the scene on Tuesday. District Attorney Brad Smith was briefed concerning the ongoing investigation. Both Ivy Jr. and Stovall will be transported to the GBI Crime Lab for autopsy. Barrow Briefs WBHS homecoming parade scheduled The Winder-Barrow High School homecoming parade will be Monday, Oct. 3, begin ning at 6:30 p.m. The parade will begin at the old Russell Middle School and conclude at the parking lot at W. Clair Harris Stadium. The 2016 homecoming football game for the WBHS Bulldoggs will be Friday. Oct. 7. Winder Spooktacular scheduled Oct. 28 The 2016 Halloween Spooktacular will be Friday, Oct. 28, at Jug Tavern Park from 5-11 p.m. There will be street closures on East Athens Street from North Broad Street to Mill Street, city officials said. Annual Christmas parade set Dec. 10 While the weather has felt like anything but Christmas of late, the annual City of Winder Christmas parade has been scheduled for Saturday, Dec. 10, beginning at 4 p.m. The parade will begin at Ingles on North Broad Street and conclude at Jug Tavern Park. Various streets will be closed during the parade, including North Broad Street, East Athens Street and East Candler Street between North Broad Street and North Jackson Street. Georgia Representative Terry England voted in favor of Senate Bill 133 in the last session. See OSD on Page 12A County approves new budget By Scott Thompson News-Journal Reporter The Board of Commissioners on Tuesday gave final approval of and adopted the total $57.8 million budget for FY2017, which begins Oct. 1 and runs through June 30. The shortened period comes as the county prepares to transition to a July-June fiscal year beginning with FY2018. Just over $33 million of the total will go toward the general fund, $13.1 million will go toward cap ital projects, $9.5 million will go to special-revenue funds (fire and E-911), and a little under $8 mil lion will go toward enterprise fund expenditures. Significant increases in the general fund include $399,000 to implement the recommendations of a pay classification and compensa tion study that was completed by the University of Georgia's Carl Vinson Institute of Government. See Budget on Page 2A Auburn’s millage rate to stay same for Barrow side By Sharon Hog'an News-Journal Reporter City of Auburn officials have proposed keeping the Barrow County portion of the city’s millage rate at 4.931 mills, the same as it has been since 2008. The Auburn City Council discussed the proposed millage rate at the monthly work session meeting on Sept. 15. A public hearing on the proposed millage rate will be held at 6 p.m. on Thursday, Oct. 6, in the council chambers at 1361 Fourth Street. The council will vote on the proposed millage rate at the council meeting following the public hearing.
